TL;DR: In this article, the authors study risks of running land by loca l governments and propose countermeasures, and show that land financing has become an important source of local revenue a nd funds for urbanization.
Abstract: The purpose of the paper is to study risks of running land by loca l governments and to propose countermeasures. Method of case study was employed. T he results show land financing has become an important source of local revenue a nd funds for urbanization. The urbanization since last 90s features governmentdominated urban expansion. The industrial taxation by urban expansion within loc al financial budget and land remise income beyond financial budget have become r eal "land revenue". The principal of land reserve by the government is to purs ue the maximum land benefit and the land financing by mortgage. The new round of urban expansion is supported by funds of bank while the loan is driven by land.

TL;DR: Li et al. as mentioned in this paper assessed the influences of labor emigration from agriculture on cultivated land production abandonment in ecological sensitive areas by taking the mountain area in southern Ningxia as an example, and found that the area of production abandoned cultivated land is positively correlated with the amount of labour emigration, the time of emigration and total area of cultivated land owned by farmer households.
Abstract: The purpose of this paper is to assess the influences of labor emigration from agriculture on cultivated land production abandonment in ecological sensitive areas by taking the mountain area in southern Ningxia as an example.Method employed is binary logistic regression model. The results indicate:(1t)he area of production abandoned cultivated land is positively correlated with the amount of labor emigration, the time of emigration and total area of cultivated land owned by farmer households;(2t)he slope farmland and dry land will be firstly abandoned. It is concluded that the labor emigration from agriculture can impel the farmer households to abandon partial cultivated land with lower quality, and the abandonment of which will be helpful to the restoration of ecological environment.

TL;DR: Wang et al. as mentioned in this paper explored the new reform method of rural collective construction land system and concluded that the extension of"exchange isolated farmers's residential land with well-planned house"method has its meanings in urban-rural fringe areas.
Abstract: The purpose of this paper is to explore the new reform method of rural collective construction land system.Method of case analysis was employed. The results indicate that the new method of "exchange isolated farmers' residential land with well-planned house"in Tianjin City has achieved three goals:first, the so-called double enclosing of rural land and capital within rural sector;second, improvement of land use efficiency;and third, establishment of new investment and financing system. It is concluded that the extension of"exchange isolated farmers'residential land with well-planned house"method of Tianjin City has its meanings in urban-rural fringe areas.

TL;DR: In this paper, the authors reveal the relationship and correlation of land supply for food security and land demand for urbanization-industrialization in China, so as to provide scientific basis for national land use policy.
Abstract: The purpose of this study is to reveal the relationship and correlation of land supply for food security and land demand for urbanization-industrialization in China,so as to provide scientific basis for national land use policy. The main methods involve hypothesis verification. The hypotheses on minimum area of cultivated land per capita(reflecting cultivated land demand for food security)and on logistic equation of cultivated land conversion are put forward. The annual data of cultivated land are corrected and series of data during 1980 — 2006 are re-established.Hereby minimum area of cultivated land per capita and pressure index on cultivated land(the ratio between the supplyof and demand for cultivated land) are culculated. The research results demonstrate that the demand of cutivated land per capita for food security is decreasing gradually, the pressure index on cultivated land is generally in a downtrend.Under the conditions that the land demands for urbanization and industialization and for ecological construction have been met, thus land supply for food security has been decreased continuouslly, and population has increased at the same time, however the situation of food security is not worsening but improving, the pressure index on cultivated land is not aggravating but abating. The fundamentality is the continuously increase of land productivity. The cultivated land conversion for urbanization and industrialization impacts land supply for food security. This research deduced and proved the logistic equation process of cultivated land conversion. Two inflexions appear in 1980 and 2050,the former is the turning point from gentle increase to acceleration, and the latter is the turning point from growth to stagnant suggesting the land supply for food security will tend to stable. There is another inflexion between them, that is the turning point from acceleration to slowdown in 2015.In conclusion, the demands for urbanization-industialization and food security may be met at all.

TL;DR: Li et al. as mentioned in this paper constructed an economic growth model of land element, analyzed their contribution to economic growth and the influence mechanism of land elements, and calculated and tested the contribution with data of China.
Abstract: The purpose of the paper is to construct an economic growth model of land element, analyze their contribution to economic growth and the influence mechanism of land element, and calculate and test the contribution with data of ChinaMethods employed include theoretical analysis and empirical approachThe results show that:(1) the Solow model including land element also has a balanced growth path;(2)the contribution of land to economic growth in China is significantly 1101%;(3)the economic growth sources of different regions are differentThe east area more relies on the contribution of capital(8762%),while the central area more relies on the contribution of land element (1766%)and the west area more relies on the contribution of labor(1493%)It is concluded that land element is important for the economic growth in China,a well-made land policy is necessary to maintain the long-term steady growth of macro economy and the policy shall reflect the differences of resources in different regions to the largest extent
