Abstract: The purpose of the paper is to study risks of running land by loca l governments and to propose countermeasures. Method of case study was employed. T he results show land financing has become an important source of local revenue a nd funds for urbanization. The urbanization since last 90s features governmentdominated urban expansion. The industrial taxation by urban expansion within loc al financial budget and land remise income beyond financial budget have become r eal "land revenue". The principal of land reserve by the government is to purs ue the maximum land benefit and the land financing by mortgage. The new round of urban expansion is supported by funds of bank while the loan is driven by land.

Abstract: The purpose of the study is to contrib ute to land use planning through analysis of the characteristics and requirements of several population prediction models.Methods of statistics and comparison study were e m-ployed.Population prediction models were established based on historical demographical data and population was predicted periodically and compare d to actual values.By comparison and analysis of the residue errors,the characteristics and requirements o f each population prediction model w ere summarized.Mono-linear Regression model is suitable when the data have a pparent linear tendency.Index-smo oth model and Moving Average-data model are appropriate when historic al data are insufficient.GM(1,1)model can be selected when the data are complex.Population Natural-incre asing model and Malthus model can be u sed when the data are accurate while Songjian model is more precise in short-term prediction.The above models can be used comprehensively in land use planning.

Abstract: The purpose of the paper is to promote rational competition and cooperation in Yangtze River Delta by elaborating the mechanism of industrial land price formation on the basis of analysis of the abnormal competition by lowering land price.Method of Delphi and correlation analysis were em ployed.The land price model was set up.It has been found that level of eco nomy development,road density,resident expenditure,rate of conveyan ce through negotiation are the main fac tors to affect the urban industrial l and price in Yangtze River Delta alth ough the degrees of effect vary.It will be effective to improve the government game to be more rational by pushing forward marketization of industria l land price,establishing open info rmation system,making trans -distr ict land plan and establishing a new land tax s ystem.

Abstract: The purpose of the paper is to analyze characteristics of urban land expansion and regional discrepancy,and to examine the main driving mechanism of urban land use change.Method of principal components was employed.The result shows that total area of urban land had a rapid ascending trend from 1991-2003,while the regional difference was obvious in terms of the growth rate of urban land in Jiangsu Province.The main driving forces of urban land use change are the economic development and urbanization,while the economic development is the key factor in Jiangsu Province.Furthermore,factors of adjustment of industrial structure and disparity of economic benefit are direct inducing factors.

Abstract: The purpose of the paper is to analyze the spatial-temporal variance of urban land use intensity in order to guide urban land use. Method of comprehensive evaluation, spearman rank relational coefficient and cluster analysis were employed. The results include: (1) During the six years from 1996-2002, the urban land use intensity had been increasing in most of the provinces (Fujian and Hebei, for instance) and had been decreasing in ten provinces (Liaoning and Sichuan, for instance) especially in Anhui; (2) Urban land use intensity was descending sharply from the east, the middle to the west part of China, in which Beijing and Shanghai were the tiptop and Gansu was the lowest; (3) Population change was the unique and most active driving force while the policy, economy and technical factors were the most important external driving forces. The method of comprehensive evaluation can be used to evaluate urban land use intensity, and the outputs fit into actualities and have certain feasibilities.

Abstract: The purpose of this paper is to provide reference for policy making and implementation of arable land protection in Beijing by reviewing internation al experience on arable land protection and by summarizing domestic characters a nd development trends. Methods of documentation and comprehensive analysis were employed. The results show that the arable land protection tends to be multi-ob jective. The value of arable land shall be re-examined to construct protection objectives for Beijing which considers not only the productive capacity of arabl e land but also its ecological value. The quality,location and the environmenta l function of arable land have to be taken into account to protect strictly the arable land resource that can't be converted to other uses. Meanwhile,how to h armonize the relation between different interest bodies has to be paid much atte ntion in protecting and using of arable land. Public participation has to be imp roved,and the system of arable land protection has to be constructed by multipl e means.

Abstract: The purpose of the study is to analyze problems of dynamic balance of total amount of cultivated land in Beijing and thus provide scientific basis for land use planning. Method of comprehensive analysis was employed. The paper points out key tasks and solutions of dynamic balance of total amount of the cultivated land in Beijing, a special region with contradiction between population and the land. The balance can only be that of maintaining the productive capacity of cultivated land. The cultivated land may be considered as part of the urban system and work as greenbelt of Beijing.

Abstract: This paper aims at establishing the principles, criteria and methods for assessing the policy of “equalizing cultivated land occupied for construction use with compensation in same amount and quality”. Factors, which influence the quality and productivity of cultivated land, were analyzed on the basis of the national goal of ensuring food security. The results indicate climate conditions, soil quality, field engineering and other quality indicators of cultivated land should be selected as assessing criteria. Method of parameters modification of climate and land quality is adoptable. Regulation on assessing the above policy has to be made to keep the productivity of cultivated land from decreasing.

Abstract: The purpose of the paper is to explore a series of theories and techniques o f construction land demand forecast suitable for China's land a dministration.Methods of quantify ing and modeling of the concept of con s-truction land demand forecast and th ree important land economic theorie s were employed on the basis of theo-retical analysis.In the case study o f Jiangsu Province,results show that local government will face more pre s-sure on local land administration,a nd there would be a room of 30,000to 50,000hm 2 .for land policies to exert their function.More advanced analysis methodologies and tools sh ould be innovated and employed to im-prove land use planning and resource administration in China.

Abstract: The purpose of this paper is to quarry out the influence of land property rights on farmer households' land leasing desire. The method of qualitative analysis in combination with quantitative model was employed. Using sampling data of household research, the paper set up a logistic model in which the parameters are determined by maximum likelihood estimation. Based on results of logistic model, the paper analyses the influence of land property rights on farmer households' land leasing willingness and explores the relationship between them. Some suggestions on how to promote the land leasing are put forward. The mobility, stability and usufruct integrity of land property rights, have influence on the farm households' land leasing desire in different degrees. Furthermore, the factors have different effects on rent-in and rent-out willingness model of different regions.

Abstract: The purpose of the paper is to analyze the strategic highlights of land consolidation and reclamation. Methods of documentation and causality were employed. The results indicate that land improvements with low productivity should play a key role in land consolidation and reclamation, considering current situation of land resource and the aim of cultivated land dynamic balance. Land consolidation and reclamation in China has to focus on improvements of land with low productivity especially those that have been designated as prime farmland. The above objectives can be achieved through orientation of project proposal, assessment standard, method of examination, and industrialization of project implementation.

Abstract: The purpose of the dissertation is to study spatially and temporally the causes and the resulting rules of land use difference at provincial level and provide basis for land use planning and administration.SPSS software was used for quantitative analysis.The results reveal the driving forces of land use difference at provincial level.The essence of land use difference lies in land use structure.It is quite necessary to change land use pattern,fully considering the constraints of the eco-environment,to achieve land saving and intensive use of land,in order to realize sustainable use of land resources.

Abstract: The purpose of this paper is to contribute to the revising of land use planning through a case study of environmental impact assessment in land use planning.Method of Analysis Hierarchy Process and entropy technology were employed.The indic ator system of environmental impact assessment in land use planning was put forward,taking Beibei District in Chongqing for example.The weight of each indicator was obtained throu gh AHP method and modified by entropy te chnology.Finally,the distance fro m the two plan scenarios to ideal point was evaluated.Taking the actu al situation of Beibei District into account,the first scenario was regarded as the better one in which the environ mental protection and ecological construction were paid more attention to.The result is valuable to the revisin g of land use planning in Beibei District.

Abstract: The purpose of the paper is to analyze decision-making behavior of women in farmland transfer.Methods of questionnaire and Logistic model analysis were employed.The results show that the following factors are important for women to make decisions in farmland transfer: the proportion of women’s farmland in total family farmland,non-farmer employment rate,income per unit land area,farmland area belonging to women.In addition,the higher education women received,the less farmland transfer happened.Relevant measures have to be taken to protect farmland rights and interests of women in farmland transfer.

Methods of documentation and comparison were employed.A complete planning system is composed of legal framework, administration system and plan-making system. The paper makes the following proposals:(1) to construct five-level legal framework as “Land Administration Law”, “Land Use Planning Law”,“Regulation for Drawing up Land Use Plan”, technical standards and local regulations;(2) to form transparent administrative system of land use planning; (3) to set up four levels of planning system as comprehensive planning, planning for specific purposes, control-oriented detailed planning and detailed planning. It is concluded that the construction of land use planning system is a systematic project and fundamental work. The current planning system is not perfect and needs improving.

Abstract: The paper is intended to forecast the future industrial land structure and to provide reference for corresponding land use planning based on the idea of economical growth. Method of quantitative,demonstrative and "land-industry"analysis was applied. The future land use structure was forecasted on the basis of industrial land classification. There exists high correlation between industrial land and its output. The industrial land structure changes along with the change of output structure and economic growth. Finally, the paper makes suggestions on the research of industrial land use structure and on the making of land use plans.

Abstract: The purpose of research is to analyze allocation of land developme nt rights and to grope for the transfer mechanism. Method of theoretical analysis was employed. The allocation of land development rights includes on the total am ount,the structure,the spatial and temporal sequence,etc. The equitable and r easonable allocation of land development rights is the foundation of highly-eff icient transaction and transfer. Considering the institutional structure of gove rnment in China,land development rights are allocated and transferred at macros copic,midcosmic and microcosmic levels with form of grade one,grade two and gr ade three. The three levels constitute the system of allocation and transfer of land development rights.

Abstract: The purpose of this study is to analyze the current land expropriation system of China and make pertinent suggestions. Methods of documentation and comparison were employed. The results indicate that there are still such problems as inexplicit objectives of land expropriation, narrow compensation coverage and low compensation standard both in related sector laws and in practice, although the Constitution Amendment Act differentiated the concepts of land Requisition and land Expropriation in 2004. Based on analysis of the difference of land expropriation system in other countries or regions, this paper puts forward a serial of suggestions as making clear the scope of public interest, adjusting compensation standard, and promoting market in land expropriation. The current land expropriation system in China needs further reform.
