Abstract: [1] This project grew upon the diverse insights of members of the Comparative Education Seminar at the University of Michigan School of Education during the fall semester of 1978 and winter semester of 1979. They were: Cho‐Yee To, project director, Heidi Ross, principal investigator, Mihiulddin Haider, Robert Hefner, Barbara Hilbert, Nancy Katz, Martha Krandorf, Kazumi Machida, Alex Makedon, Paul W. T. Poon, Nahid Rashedi, Nancy Rogers and Barbara Schuster. William Cave and David Bair joined the project for the 1988 survey as research reviewer and data co‐ordinator, respectively. To, Ross, Cave and Bair were responsible for the completion of the study.
