Abstract: This cross-case analysis explores national level internationalisation of higher education (IoHE) policies in Singapore and Japan. Through comparison of the state level internationalisation strategies, this paper aims to highlight how each country’s unique policy environment impacts their approach to IoHE. The analysis suggests that despite the differing national circumstances and ultimate approaches to internationalisation, both states use it primarily as a means to stay competitive in the twenty-first century global knowledge-based economy. This suggests that while IoHE does build bridges between nations, institutions, and individuals within and between regions, within these cases it is being driven by nationally-centred rationales. While some criticize a competition orientation in IoHE, even with such rationales it may still serve to drive greater collaboration and integration among East Asian higher education systems.

Abstract: The purpose of this paper is to explore the relationship between fair access policies and discourses of development through a policy analysis of higher education reform in post-authoritarian Indonesia (1998–present). The method was document analysis of five laws/regulations, using the criteria of accessibility, availability, and horizontality to identify the extent of fair access for students from (1) lower socioeconomic backgrounds and (2) under-developed regions of the archipelago. The analysis demonstrates how neoliberal, human capital, inclusive development and Pancasila discourses have been called upon in the making and un-making of a higher education market, with ultimately favourable outcomes for the fair access agenda.

Abstract: The presence of International Baccalaureate (IB) programmes in Australia has grown significantly over the past decade. Despite this, little critical research exists on the IB in Australia. This article provides an analysis of the IB currently in Australia, outlining the trends in growth across the various IB programmes over the last decade and compares this to international trends, including those of the Asia-Pacific region in which Australia is located. This profile is then contrasted against the profile of research that has been conducted into the IB in Australia during this same period. A discrepancy is apparent between implementation of the IB and critical analysis of that implementation. Much of IB practice in Australia therefore remains unresearched. Suggestions for future research to address this discrepancy are offered.

Abstract: This paper argues that education underpinned by critical pedagogies offers an alternative for engaging with the complexities of conflict, peace and social transformation in refugee contexts. Drawing upon a semi-ethnographic qualitative study with a focus on a non-formal educational programme for supporting Jordanian and Syrian refugee youth, we find that participatory pedagogies provide a promising mechanism for reaching out-of-school refugees in host communities. However, a series of intersecting factors, namely the perception that empowerment education is antithetical to the goal of gaining certification, leads to manipulation of the pedagogies. Hence, empowerment education risks being co-opted by the ‘banking model’ of education. The paper critiques the dominant market-oriented education and suggests an alternative approach to engage with challenges in refugee contexts.

Abstract: The metaphor of an ‘education hub’ was initially promoted as also a policy concept for reversing cross-border student flows to the West in both Malaysia and Singapore. The Singapore version of ‘Asian education hub policy’ represents a distinct economic policy model of higher education which has since also influenced the very Western contexts it was derived from. However, it appears the Singaporeans might have actually borrowed the policy concept from the Malaysians whose aspirations to reverse international student flows to the West was rather aligned to related national capacity development plans as still something of a public good. Abstract: Indonesia has dramatically increased school enrolment at the secondary level over the past several decades, as reflected in national statistics. However, significant variation in enrolment rates remains across regions and genders. In some areas, nearly all youth complete secondary school; in others fewer than half attend. This study investigates the reasons for secondary school dropout in Banten and Aceh, two provinces of Indonesia with lower-than-average secondary school enrolment rates. We interviewed 28 out-of-school youth and conducted focus groups and observations at non-formal education programs serving dropouts. We find that high costs for secondary school were the overwhelming reason for dropout, with a subset of boys also reporting behavioural issues as a contributing factor. While costs affected adolescent boys and girls equally, the options facing them after dropout differed sharply. The findings point to the need for easier paths back into formal education for youth who have dropped out.

Abstract: Recent policies in Ethiopia put students at the heart of school improvement through structures for peer leadership and school-level consultation, evaluation and decision-making. This article draws on an ethnographic study of a government school in Tigray, Ethiopia, to explore how the participation and influence of students is achieved and mediated by structures and processes in school. Three key contexts of student participation are explored: positions of peer leadership (monitor, ‘one-to-five’ network leader); public evaluation sessions (gim gima); and the Parent Student Teacher Association (PSTA). Recommendations are made for sharing and strengthening democratic practices and for future research.

Abstract: To what extent, if at all, did the introduction of free primary education in Kenya in 2003 have positive equity effects, in terms of both access and achievement. Access is based on the number of candidates sitting the Kenya Certificate of Primary Education (KCPE) examination and the KCPE score is used to measure achievement levels. The study uses data that reflects Kenya’s 47 devolved governance counties. A quantitative measure of poverty in all 47 counties was then entered as an independent variable of regression analysis, and a negative association with KCPE performance noted (high poverty levels associated with low KCPE scores). Also noted was a contrast between counties showing high enrolment impact and improved KCPE scores, and those showing high enrolment impact and lower KCPE scores. Counties in the former group are located almost entirely in arid and semi-arid areas, those in the latter group in the coastal region.

Abstract: History education has been continually challenged by political competition in Cyprus. The education systems on both sides of the divide reflect the ongoing ethnic conflict and suffer from ethnocentrism. In particular, the history textbooks are used to convey and legitimise official narratives and reinforce identities defined vis-a-vis the other. As a result of the political debates in the early-2000s, a challenging process of educational reform and revision of history textbooks started in North Cyprus. This paper provides a historical perspective on the changes in the Cypriot history textbooks, and undertakes an in-depth comparative analysis of the old, revised and re-revised Cyprus history textbooks that have been used in schools from 1971 until the present day. The data was collected from document analysis of the textbooks used in lower- and upper-secondary schools both before and after the education reform.
