TL;DR: In this article, a study was conducted to find out whether academic libraries are ready and adequately equipped to perform basic services during the COVID-19 pandemic, and the study revealed that 64 per cent of the libraries have failed to secure their score of 50 per cent on predefined criteria.
Abstract: In an academic set up the ‘library’ plays a pivotal role. It stores, analyses, interpret and disseminate information among the users to fulfil their information needs. It has been observed that recent technological advancement has revolutionised library services to a great extent. Now libraries are providing both physical as well as web-enabled library services to their users. In this context, library websites act as a major gateway in providing web-enabled library services. The sudden outbreak of the COVID-19 pandemic has disrupted the physical mode of library services. However, to support the ongoing teaching and learning process, libraries need to continue their services despite the lockdown. Therefore, the present study seeks to find out whether academic libraries are ready and adequately equipped to perform basic services during this critical juncture. The present study was directed towards exploring the readiness among the academic libraries by assessing their websites based on selected evaluation criteria. Hence, in this study top, 100 NIRF ranked institutes websites were examined by adopting 30-point evaluation criteria. These criteria were selected from the extant literature. These criteria were grouped into 04 categories i.e., basic website information, resource discovery, availability of resources and reference services. The readiness index of each library was calculated based on the availability and non-availability of the said criteria. The findings of the study reveal that 64 per cent of the libraries have failed to secure their score of 50 per cent on predefined criteria. It was also found that the preparedness index is independent of NIRF ranking. Overall findings of the study make it clear that academic libraries need to improve and up to date their web-based services to play a proactive role in the present and post-pandemic situation.

TL;DR: In this article, the authors analyse and explore Malaysia's public university institutional repository visibility, the numbers of an external link, page count, PDF count and URL web mention, and a visualisation was created using the force-directed graphing method to interpret the IR network in the webspace.
Abstract: An institutional repository (IR) is one of the resources available in most university libraries that have attracted external publishers, search engines and social media to link, share and index IR content. The traditional citation-based indicators of a publication may not reflect the IR quality and have led to the creation of new indicators such as webometrics or web metrics. This study aims to analyse and explore Malaysia’s public university IR visibility, the numbers of an external link, page count, PDF count and URL web mention. We utilised backlinks web crawler and web search engine to collect raw data. A visualisation was created using the force-directed graphing method to interpret the IR network in the webspace. This study revealed that two research universities, Universiti Malaya (UM) and Universiti Putra Malaysia (UPM), dominate web visibility based on webometrics indicators. All non-research universities are at the bottom of the rankings. This study shows institutional repositories from research universities are more visible in academic social networks and digital library sites. In contrast, non-research universities need to improve their visibility by mapping the universities’ IRs websites through hyperlink exchange and collaboration activities between each university and promoting the university publication to the academic social network sites.

TL;DR: The results revealed that Indonesian journals did not exhibit the same patterns as international journals, and found that developing an automatic citation detection system for local journals challenging.
Abstract: In-text citations have been put forward as a new way to overcome the bias inherent in bibliographic citation analysis. In-text citation patterns have been used as the basis for citation analysis previously, but all the evidence has come from international journals. However, many countries have more local journals than international journals. This paper uses in-text citation analysis to examine local journals in Indonesia. The paper aims to determine the location-based citation pattern in the text and its effect on the articles’ and authors’ rankings. We collected articles from seven food science journals and then parsed these articles to detect the citations and their locations within the text. Pre-processing included normalizing section names, developing a database, and matching citation identities. The rankings were based on sections and then evaluated using the Spearman rank correlation in the final step. The results revealed that Indonesian journals did not exhibit the same patterns as international journals. There were differences in the section locations of the highest percentages of citations, the distributions of publication years, and the ranking methods. The correlations between sections indicated that the citations in the results and discussion section should be give the highest weight, followed by those in the method section, while the lowest weight should be assigned to citations in the introduction. These results need to be strengthened with further research using more extensive data and fields. Other findings, such as nonstandard and inconsistent citations, made developing an automatic citation detection system for local journals challenging.

TL;DR: The International Federation of Library Association and Institutions (IFLA) has its programme entitled 'Freedom of Access to Information and Freedom of Expression (FAIFE)' and developed the MIL Guidelines.
Abstract: Paul G. Zurkowski was the first to introduce the term information literacy in 1974 to describe the techniques and skills necessary for utilizing “a wide range of information tools and primary sources”. It also included the ability to measure information value to “mold information to [meet] needs” and to create solutions to problems.1-2 Since then, media literacy and information literacy has gained a base in advanced countries. But UNESCO is now promoting the composite concept of media and information literacy (MIL). To promote MIL and MIL research, it has founded the MIL Alliance and the Media and Information Literacy and Intercultural Dialogue (MILID UniTwin) to enable people to use information critically, ethically and legally in quality decision-making. Other useful initiatives of UNESCO include “MIL MOOC; Media and Information Literacy: Critical-thinking, Creativity, Literacy, Intercultural, Citizenship, Knowledge and Sustainability (MIL CLICKS); MIL Policy and Strategy Guidelines; MIL Curriculum for Teachers; MIL Indicators; MIL Framework; and MIL Week Feature Conference and Youth Agenda Forum. The International Federation of Library Association and Institutions (IFLA) has its programme entitled 'Freedom of Access to Information and Freedom of Expression (FAIFE)' and developed the MIL Guidelines. IFLA/FAIFE' programme is committed to ensure freedom of access to information and freedom of expression to empower people to realize their “right to be.”3 There are many models and standards to promote information literacy and MIL but MIL is not yet effectively imbedded in the developing countries. Hence, to sensitize the stakeholders about the concept and practice of MIL in India, this theme issue of the DESIDOC Journal of Information Technology (DJLIT) has been planned.

TL;DR: The present study has identified metrics which can be considered seriously to achieve better performance in research output and is a fused index metrics which explains along with Scholarly Output, the importance of Cited and Uncited Publications and different types of Collaborations and its impact on the overall performance of an institution.
Abstract: It is a general trend that higher education institutions must undergo one or more ranking agencies evaluation to get reputed in the field of education. Institutions must have a place in the ranking to attract students, faculty and even for successful foreign student exchange programs. Prominence in research is an important parameter to scale the eminence of an institution. A quantum of quality publications is one of the factors judging the prevailing research environment of an institution. While doing an institutional level evaluation on research output, we always go for quantitative measures like total publication, citation and h-index. In the present scenario, the institution must set to have a strategy in achieving ambitious scientific goals. This paper presents some innovative analysis of research data by choosing valuable metrics. The samples selected for the study are the top-ranked institutions in India. The same approach can be applied to any institutions in the world for evaluation and excellence. We have done qualitative-quantitative analysis using different parameters of research output to explain the importance of various metrics. The present study has identified metrics which can be considered seriously to achieve better performance in research output. It is a fused index metrics which explains along with Scholarly Output, the importance of Cited and Uncited Publications and different types of Collaborations and its impact on the overall performance of an institution.

TL;DR: In this paper, the potency of the combined metric for quality assessment of publications (QP) in India's National Institutional Research Framework (NIRF) exercise in 2020 was evaluated.
Abstract: The debate on quality versus quantity is still persistent for methodological considerations. These two approaches are highly contrasting in their epistemology and contrary to each other. A single composite indicator that reasonably senses both quality and quantity would be significant toward performance. This paper evaluates the potency of the combined metric for quality assessment of publications (QP) in India’s National Institutional Research Framework (NIRF) exercise in 2020. It also suggests a potential improvement in quality measurement to obtain the rankings more rationally with finer tunings.

TL;DR: Differentiating the e-ARTISTS Model from the Big6 Model and the Empowering 8 Model of Information Literacy, it justifies the need for e- ARTISTS MIL Model for managing timely access to quality information for facilitating quality decision-making.
Abstract: Information is necessary for eliminating uncertainty and facilitating decision-making. Quality of decisions depends upon the quality of information available to the stakeholders. But to manage access to quality information, information seekers have to depend upon different sources of information, media, and other information providers. Unfortunately, the commercial media is controlled by corporate tycoons, governments, politicians and various non-government organisations (NGOs). These information providers have some motive behind the stories flashed by them. Hence, media and information literacy (MIL) skills are necessary for ascertaining truth behind the story. Earlier, information literacy and media literacy were used as separate concepts but now UNESCO is using (MIL) as a composite concept, appreciating the symbiosis between media and information. This article gives an overview of a few MIL related developments and describes the e-ARTISTS MIL Model developed by Jagtar Singh and Alton Grizzle. Differentiating the e-ARTISTS Model from the Big6 Model and the Empowering 8 Model of Information Literacy, it justifies the need for e-ARTISTS MIL Model for managing timely access to quality information for facilitating quality decision-making.

Abstract: The current study was conducted with the aim of identifying effective factors in students’ utilise of e-books by combining the Expectancy Disconfirmation Theory and Technology Acceptance Model. The current study is a descriptive-analytical study using confirmatory factor analysis. The study population included students of Tabriz University of Medical Sciences. A randomised sampling method was used from the available population, including 140 participants selected as the study population, and the research instrument was a questionnaire constructed based on the Expectance Disconfirmation Theory (EDT) and Technology Acceptance Model (TAM). The findings indicate that factors of the TAM, that is, perceived usefulness (PU) (=β0.64) and perceived ease of use (PEOU) (=β 0.42) have a positive and significant effect on student’s use of e-books. Other findings indicate that the suggested model is able to depict over 47 per cent of effective factors in using e-books by students. Thus, the combination of TAM and EDT models is appropriate for depicting students’ behavior in using e-book. The results of this study clearly identified the effective factors in student’s use of e-books, including PU, PEOU, confirmation, and user satisfaction. The results of current study can be beneficial for the implementation of e-books in libraries and educational settings.

Abstract: This article analyses data on five years of India Rankings to assess its impact on performance parameters of institutions of higher education in terms of publications, citations, patents, highly-cited publications and research funding under broad category of parameter named “Research and Professional Practices”. The analysis on data on five years of India Rankings, i.e. 2016 to 2020 on various performance parameters of HEIs provides an interesting insight and reveals that participating institutions are making strenuous effort to improve their performance on various parameters or sub-parameters identified by the NIRF for ranking of HEIs. It is note that the number of publications, citations, and highly-cited publications (HCP) by eligible applicant institutions have increased exponentially over a period of five years from 2016 to 2020. It is interesting to note that per cent of publications, citations, and HCP by the 100 top-ranked institutions has decreased with corresponding increase of publications, citations, and HCP of the remaining institutions. This trend indicates that a good number of remaining institutions have not only intensified their research and publications activities but are also attracting their share of citations. It is also observed that a significant number of NIRF eligible applicants did not have any publication, however, per cent of institutions having “0” publications have decreasing gradually every year from 2017 to 2020. Noticeable and consistent increase in total publications of India, NIRF Eligible Applicants, 100 top-ranked institutions and remaining institutions in Overall category was noticed during past four years, i.e. 2017 to 2020. However, per cent increase in publications of the 100 top-ranked institutions was the highest in overall category.

TL;DR: In this paper, the authors investigated the research productivity of Sri Lanka state universities depicted in reputed international university ranking systems during 2015-2020 and identified the areas that can be used to develop the research-related productivity of the state universities.
Abstract: The objective of this study is to investigate the research productivity of the Sri Lankan state universities depicted in reputed international university ranking systems during 2015-2020 and to identify the areas that can be used to develop the research productivity of the state universities. Research–related scores of the Sri Lankan state universities from 2015-2020 in four ranking systems (THE, QS, SIR, and URAP) were analysed. The study established that the research productivity, impact, and collaboration are the major aspects considered by the ranking systems. Only a few universities are ranked and the scores have a considerable scope to be improved. Several recommendations are made on how the university librarians can support the improvement of research-related related rankings. This is the first study on research productivity scores of Sri Lankan state universities based on international ranking systems. Hence the findings will be useful for the university policymakers in Sri Lanka as well in other countries with similar educational contexts.
