Abstract: Resilience thinking addresses the dynamics and development of complex social-ecological systems (SES). Three aspects are central: resilience, adaptability and transformability. These aspects interrelate across multiple scales. Resilience in this context is the capacity of a SES to continually change and adapt yet remain within critical thresholds. Adaptability is part of resilience. It represents the capacity to adjust responses to changing external drivers and internal processes and thereby allow for development along the current trajectory (stability domain). Transformability is the capacity to cross thresholds into new development trajectories. Transformational change at smaller scales enables resilience at larger scales. The capacity to transform at smaller scales draws on resilience from multiple scales, making use of crises as windows of opportunity for novelty and innovation, and recombining sources of experience and knowledge to navigate social-ecological transitions. Society must seriously consider ways to foster resilience of smaller more manageable SESs that contribute to Earth System resilience and to explore options for deliberate transformation of SESs that threaten Earth System resilience.

Abstract: Social learning is increasingly becoming a normative goal in natural resource management and policy. However, there remains little consensus over its meaning or theoretical basis. There are still considerable differences in understanding of the concept in the literature, including a number of articles published in Ecology & Society. Social learning is often conflated with other concepts such as participation and proenvironmental behavior, and there is often little distinction made between individual and wider social learning. Many unsubstantiated claims for social learning exist, and there is frequently confusion between the concept itself and its potential outcomes. This lack of conceptual clarity has limited our capacity to assess whether social learning has occurred, and if so, what kind of learning has taken place, to what extent, between whom, when, and how. This response attempts to provide greater clarity on the conceptual basis for social learning. We argue that to be considered social learning, a process must: (1) demonstrate that a change in understanding has taken place in the individuals involved; (2) demonstrate that this change goes beyond the individual and becomes situated within wider social units or communities of practice; and (3) occur through social interactions and processes between actors within a social network. A clearer picture of what we mean by social learning could enhance our ability to critically evaluate outcomes and better understand the processes through which social learning occurs. In this way, it may be possible to better facilitate the desired outcomes of social learning processes.

Abstract: In 1990, Elinor Ostrom proposed eight design principles, positing them to characterize robust institutions for managing common-pool resources such as forests or fisheries. Since then, many studies have explicitly or implicitly evaluated these design principles. We analyzed 91 such studies to evaluate the principles empirically and to consider what theoretical issues have arisen since their introduction. We found that the principles are well supported empirically and that several important theoretical issues warrant discussion. We provide a reformulation of the design principles, drawing from commonalities found in the studies.

Abstract: Resilience and vulnerability represent two related yet different approaches to understanding the response of systems and actors to change; to shocks and surprises, as well as slow creeping changes. Their respective origins in ecological and social theory largely explain the continuing differences in approach to social-ecological dimensions of change. However, there are many areas of strong convergence. This paper explores the emerging linkages and complementarities between the concepts of resilience and vulnerability to identify areas of synergy. We do this with regard to theory, methodology, and application. The paper seeks to go beyond just recognizing the complementarities between the two approaches to demonstrate how researchers are actively engaging with each field to coproduce new knowledge, and to suggest promising areas of complementarity that are likely to further research and action in the field.

Abstract: Technology-focused literature on socio-technical transitions shares some of the complex systems sensibilities of social-ecological systems research. We contend that the sharing of lessons between these areas of study must attend particularly to the common governance challenges that confront both approaches. Here, we focus on critical experience arising from reactions to a transition management approach to governing sustainable socio-technical transformations. Questions over who governs, whose system framings count, and whose sustainability gets prioritized are all pertinent to social-ecological systems research. We conclude that future research in both areas should deal more centrally and explicitly with these inherently political dimensions of sustainability.

Abstract: Although the invention and widespread use of artificial light is clearly one of the most important human technological advances, the transformation of nightscapes is increasingly recognized as having adverse effects. Night lighting may have serious physiological consequences for humans, ecological and evolutionary implications for animal and plant populations, and may reshape entire ecosystems. However, knowledge on the adverse effects of light pollution is vague. In response to climate change and energy shortages, many countries, regions, and communities are developing new lighting programs and concepts with a strong focus on energy efficiency and greenhouse gas emissions. Given the dramatic increase in artificial light at night (0 - 20% per year, depending on geographic region), we see an urgent need for light pollution policies that go beyond energy efficiency to include human well-being, the structure and functioning of ecosystems, and inter-related socioeconomic consequences. Such a policy shift will require a sound transdisciplinary understanding of the significance of the night, and its loss, for humans and the natural systems upon which we depend. Knowledge is also urgently needed on suitable lighting technologies and concepts which are ecologically, socially, and economically sustainable. Unless managing darkness becomes an integral part of future conservation and lighting policies, modern society may run into a global self-experiment with unpredictable outcomes.

Abstract: This paper is a methodological contribution to emerging debates on the role of learning, particularly forward-looking (anticipatory) learning, as a key element for adaptation and resilience in the context of climate change. First, we describe two major challenges: understanding adaptation as a process and recognizing the inadequacy of existing learning tools, with a specific focus on high poverty contexts and complex livelihood-vulnerability risks. Then, the article examines learning processes from a dynamic systems perspective, comparing theoretical aspects and conceptual advances in resilience thinking and action research/learning (AR/AL). Particular attention is paid to learning loops (cycles), critical reflection, spaces for learning, and power. Finally, we outline a methodological framework to facilitate iterative learning processes and adaptive decision making in practice. We stress memory, monitoring of key drivers of change, scenario planning, and measuring anticipatory capacity as crucial ingredients. Our aim is to identify opportunities and obstacles for forward-looking learning processes at the intersection of climatic uncertainty and development challenges in Africa, with the overarching objective to enhance adaptation and resilient livelihood pathways, rather than learning by shock.

Abstract: Climate change presents unprecedented challenges for biological conservation. Agencies are increasingly looking to modeled projections of species' distributions under future climates to inform management strategies. As government scientists with a responsibility to communicate the best available science to our policy colleagues, we question whether current modeling approaches and outputs are practically useful. Here, we synthesize conceptual problems with species distribution models (SDMs) associated with interspecific interactions, dispersal, ecological equilibria and time lags, evolution, and the sampling of niche space. Although projected SDMs have undoubtedly been critical in alerting us to the magnitude of climate change impacts, we conclude that until they offer insights that are more precise than what we can derive from basic ecological theory, we question their utility in deciding how to allocate scarce funds to large-scale conservation projects.

Abstract: The question of how to govern the multiscale problems in today's network society is an important topic in the fields of public administration, political sciences, and environmental sciences. How scales are defined, studied, and dealt with varies substantially within and across these fields. This paper aims to reduce the existing conceptual confusion regarding scales by disentangling three representative approaches that address both governance and scaling: monocentric governance, multilevel governance, and adaptive governance. It does so by analyzing the differences in (1) underlying views on governing, (2) assumptions about scales, (3) dominant problem definitions regarding scales, and (4) preferred responses for dealing with multiple scales. Finally, this paper identifies research opportunities within and across these approaches.

Abstract: Payment for ecosystem services (PES) is a market-based approach to environmental management that compensates land stewards for ecosystem conservation and restoration. Because lowincome households and communities control much of the ecologically sensitive land in developing countries, they potentially stand to gain from PES, as environmentally responsible stewardship is assigned a value by various actors in society. To date, however, instances of PES benefiting the poor have been limited mainly to specific localities, small-scale projects, and a handful of broader government programs. We analyze the size, characteristics, and trends of PES to evaluate its future potential to benefit low-income land stewards in developing countries. We estimate that by the year 2030, markets for biodiversity conservation could benefit 10–15 million low-income households in developing countries, carbon markets could benefit 25–50 million, markets for watershed protection could benefit 80–100 million, and markets for landscape beauty and recreation could benefit 5–8 million. If payments and markets reach these potentials, they could provide a non-negligible contribution to poverty alleviation at the global level.

Abstract: In the face of apparent failures to govern complex environmental problems by the central state, new modes of governance have been proposed in recent years. Network governance is an emerging concept that has not yet been consolidated. In network governance, processes of (collective) learning become an essential feature. The key issue approached here is the mutual relations between network structure and learning, with the aim of improving environmental management. Up to now, there have been few attempts to apply social network analysis (SNA) to learning and governance issues. Moreover, little research exists that draws on structural characteristics of networks as a whole, as opposed to actor-related network measures. Given the ambiguities of the concepts at stake, we begin by explicating our understanding of both networks and learning. In doing so, we identify the pertinent challenge of individual as opposed to collective actors that make up a governance network. We introduce three learning-related functions that networks can perform to different degrees: information transmission, deliberation, and resilience. We address two main research questions: (1) What are the characteristics of networks that foster collective learning in each of the three dimensions? To this end, we consider SNA-based network measures such as network size, density, cohesion, centralization, or the occurrence of weak as opposed to strong ties. (2) How does collective learning alter network structures? We conclude by outlining a number of open issues for further research.

Abstract: Ecological resilience, adaptive cycles, and panarchy are all concepts that have been developed to explain abrupt and often surprising changes in complex socio-ecological systems that are prone to disturbances. These types of changes involve qualitative and quantitative alterations in systems’ structures and processes. This paper uses the concepts of ecological resilience, adaptive cycles, and panarchies to compare ecological and human community systems. At least five important findings emerge from this comparison. 1) Both systems demonstrate the multiple meanings of resilience—both in terms of recovery time from disturbances and the capacity to absorb them. 2) Both systems recognize the role of diversity in contributing to resilience. 3) The comparison highlights the role of different forms of capital and 4) the importance of cross-scale interactions. 5) The comparison reveals the need for experimentation and learning to build adaptive capacities. All of these ideas have broad implications for attempting to manage complex systems with human and ecological components in the face of recurring natural disasters.

Abstract: It is vitally important to identify agroecosystems that may cease functioning because of changing climate or land degradation. However, identifying such systems is confounded on both conceptual and methodological grounds, especially in systems that are moving toward thresholds, a common trait of dryland environments. This study explores these challenges by analyzing how a range of external pressures affect the vulnerability of dryland pastoral systems in the Kalahari. This is achieved by employing dynamic systems modeling approaches to understand the pathways by which communities became vulnerable to drought. Specifically, we evaluate how external pressures have changed: (1) different agroecosystems' abilities to tolerate drought, i.e., ecosystem resilience; (2) rural communities’ abilities to adapt to drought, mediated via their access to assets; and (3) the ability of institutions and policy interventions to play a role in mediating drought-related crises, i.e., socio-political governance. This is done by reanalyzing ecological and participatory research findings along with farm-scale livestock offtake data from across the Kalahari in Botswana. An iterative process was followed to establish narratives exploring how external drivers led to changes in agroecosystem resilience, access to assets, and the institutional capacity to buffer the system. We use “causal loop diagrams” and statistical dynamic system models to express key quantitative relationships and establish future scenarios to help define where uncertainties lie by showing where the system is most sensitive to change. We highlight how that greater sharing of land management knowledge and practices between private and communal land managers can provide ‘win-win-win’ benefits of reducing system vulnerability, increasing economic income, and building social capital. We use future scenario analyses to identify key areas for future studies of climate change adaptation across the Kalahari.

Abstract: Broad-scale, multi-governance level, participatory water management processes intended to aid collective decision making and learning are rarely initiated, designed, implemented, and managed by one person. These processes mostly emerge from some form of collective planning and organization activities because of the stakes, time, and budgets involved in their implementation. Despite the potential importance of these collective processes for managing complex water-related social-ecological systems, little research focusing on the project teams that design and organize participatory water management processes has ever been undertaken. We have begun to fill this gap by introducing and outlining the concept of a co-engineering process and examining how it impacts the processes and outcomes of participatory water management. We used a hybrid form of intervention research in two broad-scale, multi-governance level, participatory water management processes in Australia and Bulgaria to build insights into these coengineering processes. We examined how divergent objectives and conflict in the project teams were negotiated, and the impacts of this co-engineering on the participatory water management processes. These investigations showed: (1) that language barriers may aid, rather than hinder, the process of stakeholder appropriation, collective learning and skills transferal related to the design and implementation of participatory water management processes; and (2) that diversity in co-engineering groups, if managed positively through collaborative work and integrative negotiations, can present opportunities and not just challenges for achieving a range of desired outcomes for participatory water management processes. A number of areas for future research on co-engineering participatory water management processes are also highlighted.

Abstract: This special feature aims to further our understanding of the way in which transitions occur in water management. We contend that if we want to understand such transitions, we need to understand policy change and its opposite, policy stability. These issues have attracted considerable academic attention. Our interest is, however, very specific and thereby unique: we review the role that (groups of) individuals play in the process of preparing, instigating, and implementing policy change. In this article, a review of the literature on policy change provides the basis from which we extract a set of strategies which are available to policy entrepreneurs. The questions for the rest of this special feature are first, can we detect the influence of policy entrepreneurs in actual cases of major policy change, and second, which strategies have they actually used to affect policy change?

Abstract: Participatory research relies on stakeholder inputs to obtain its acclaimed benefits of improved social relevance, validity, and actionability of research outcomes. We focus here on participatory research in the context of natural resource management. Participants’ acceptance of participatory research processes is key to their implementation. Our first assumption is that this positive view and acceptance of participation in research processes is a public good for the whole participatory research community. We also assume that the diversity of participatory forms of research is rarely considered by potential participants when they make their decisions about whether or not to participate in a proposed process. We specifically address how to avoid stakeholders’ reluctance to be involved in participatory research projects based on disillusion with past experiences. We argue that the disappointment experienced by stakeholders and other participants (i.e., researchers and policy makers) can be avoided by being upfront and precise about how “participation” will be implemented, and what kind of involvement is expected from participants. Such a collective effort from the research community can also clarify the variety of possible implementations for potential participants. Building on earlier efforts to characterize and categorize the diversity of participatory research approaches, we develop a conceptual analytic procedural framework to make participants’ roles explicit in the implementation of different participatory research processes. This framework consists of three facets: (1) the flows of information among participants and the control over these flows for each step in a process, i.e., who will be expected to produce information, who will use this information, and who will receive the results; (2) the timing of the involvement of participants in the different steps of the research process, and the framing power that is associated with each process step; and (3) the organization of communication among participants for each information flow, i.e., in what configuration (bilaterally or as a group, mediated or face to face) the interactions among researchers, stakeholders, and policy makers will take place. This framework can accommodate a wide variety of research methods, and highlights exactly how participants are involved in research processes. We are prescriptive in dealing with the need to be procedurally explicit when engaging in participatory research. We anticipate that using this framework will lead to more thoughtful acceptances or refusals to participate in proposed research processes. Our framework is based on various experiences with participatory research. It is intended to be used from the very beginning of a participatory research process as a conceptual guide for researchers. We suggest a protocol to transform it into more practical guidelines for communicating about upcoming participatory research processes. The leader of such processes should propose at each key stage an explicit, yet adaptive, plan for the following stages. This plan should also specify in what ways participants will be involved, and how the plan itself can be questioned and revised.

Abstract: Participation is a prominent feature of many decision-making and planning processes. Among its proclaimed benefits is its potential to strengthen public support and involvement. However, participation is also known for having unintended consequences which lead to failures in meeting its objectives. This article takes a critical perspective on participation by discussing how participation may influence the ways in which citizens can become involved. Participation unavoidably involves (1) restrictions about who should be involved and about the space for negotiation, (2) assumptions about what the issue at stake is, and (3) expectations about what the outcome of participation should be and how the participants are expected to behave. This is illustrated by a case study about the Dutch nature area, the Drentsche Aa. The case study demonstrates how the participatory process that took place and the restrictions, assumptions, and expectations that were involved resulted in six forms of citizen involvement, both intended and unintended, which ranged between creativity, passivity, and entrenchment. Based on these findings, the article argues that participation does not merely serve as a neutral place in which citizens are represented, but instead creates different categories of citizens. Recognizing this means reconceiving participation as performative practice. Such a perspective goes beyond overly optimistic views of participation as a technique whose application can be perfected, as well as pessimistic views of participation as repression or domination. Instead, it appreciates both intended and unintended forms of citizen involvement as meaningful and legitimate, and recognizes citizenship as being constituted in interaction in the context of participation.

Abstract: In this paper, we explore the resilience and vulnerability of livelihoods within two different social-ecological dryland contexts of Botswana over the last 30 years. We drew on primary field data sources, including oral histories, livelihood surveys, ecological surveys, as well as documented evidence of environmental, socioeconomic, and institutional dynamics to identify a broad range of activities that combine to create a range of different household livelihood outcomes. We used this information as a starting point to assess the ways in which livelihoods have changed over time, and evaluated whether they have become more resilient or more vulnerable, and considered the factors that have contributed to these outcomes. In the context of dynamic dryland social-ecological systems, we applied a livelihood trajectory approach to explore the shocks and stresses that affect livelihoods and to elucidate the characteristics of livelihood strategies that contribute to increased resilience or vulnerability. We used a vulnerability framework as a means of framing discussion about vulnerability and resilience and as a means of identifying broader insights. The research identified "accumulator", "diversifier", and "dependent" households and the ways in which they move between these categories. More resilient livelihood trajectories can be achieved if the important role of formal and informal institutions is recognized.

Abstract: This paper focuses on the role of policy entrepreneurs in realizing water policy transitions. The central questions are to what extent have policy entrepreneurs played a role in realizing major change in water policies, who are these policy entrepreneurs, and what strategies have they used to bring about change? The policy science literature suggests that policy entrepreneurs have an "arsenal" of possible strategies for achieving change. Based on a comparative analysis of water policy changes in 15 countries around the globe and the European Union, we investigate which strategies have in practice been used by policy entrepreneurs, to what effect, and which lessons for managing water transitions we can draw from this. The comparative case analysis shows that individuals play complementary roles; hence, entrepreneurship in water management is often collective entrepreneurship. Strategies of coalition building, the manipulation of decision making forums, and the strategic framing of issues and windows are crucial to understanding water policy change, which suggests that the management of water policy transitions is a highly political game. We conclude by listing recommendations for those who would like to direct water policy change.

Abstract: This paper examines the success of small-scale farming livelihoods in adapting to climate variability and change. We represent adaptation actions as choices within a response space that includes coping but also longer-term adaptation actions, and define success as those actions which promote system resilience, promote legitimate institutional change, and hence generate and sustain collective action. We explore data on social responses from four regions across South Africa and Mozambique facing a variety of climate risks. The analysis suggests that some collective adaptation actions enhance livelihood resilience to climate change and variability but others have negative spillover effects to other scales. Any assessment of successful adaptation is, however, constrained by the scale of analysis in terms of the temporal and spatial boundaries on the system being investigated. In addition, the diversity of mechanisms by which rural communities in southern Africa adapt to risks suggests that external interventions to assist adaptation will need to be sensitive to the location-specific nature of adaptation.

Abstract: Modeling has emerged as a key technology in analysis of social–ecological systems. However, the tendency for modeling to focus on the mechanistic materiality of biophysical systems obscures the diversity of performative social behaviors and normative cultural positions of actors within the modeled system. The fact that changes in the biophysical system can be culturally constructed in different ways means that the perception and pursuit of adaptive pathways can be highly variable. Furthermore, the adoption of biophysically resilient livelihoods can occur under conditions that are subjectively experienced as the radical transformation of cultural systems. The objectives of this work are to: (1) highlight the importance of understanding the place of culture within social–ecological systems, (2) explore the tensions between empirical and normative positions in the analysis of social–ecological resilience, and (3) suggest how empirical modeling of social–ecological systems can synergistically interact with normative aspects of livelihoods and lifeways.

Abstract: The growing awareness about the need to anticipate the future of land systems focuses on how well we understand the interactions between society and environmental processes within a complexity framework. A major barrier to understanding is insufficient attention given to long (multidecadal) temporal perspectives on complex system behavior that can provide insights through both analog and evolutionary approaches. Analogs are useful in generating typologies of generic system behavior, whereas evolutionary assessments provide insight into site-specific system properties. Four dimensions of these properties: (1) trends and trajectories, (2) frequencies, thresholds and alternate steady states, (3) slow and fast processes, and (4) legacies and contingencies, are discussed. Compilations and analyses of past information and data from instruments and observations, palaeoenvironmental archives, and human and environmental history are now the subject of major international effort. The embedding of empirical information over multidecadal timescales in attempts to define and model sustainable and adaptive management of land systems is now not only possible, but also necessary.

Abstract: Models in land change research are often chosen arbitrarily based on practical rather than theoretical considerations. More specifically, research on land change is often based on a research framework with three crucial elements - driving forces, actors, and land change - in an ad hoc and case- specific configuration. The lack of solid and widely applicable concepts about the conceptual link between these three elements can negatively affect individual research projects and hamper communication and generalizations beyond the individual project. We present four basic models for linking land change with driving forces and actors. These models are illustrated with examples from the research literature. Based on the main characteristics of the models and practical considerations, we propose guidelines for choosing among the four models for specific studies. More generally, we want to raise awareness that land change research is especially demanding with respect to conceptual backgrounds and that conceptual considerations will help improve the scientific quality of individual studies as well as their potential contribution towards generic theories of land change.

Abstract: Coastal wetland plants are expected to respond to global sea level rise by migrating toward higher elevations. Housing, infrastructure, and other anthropogenic modifications are expected to limit the space available for this potential migration. Here, we explore the ecological and economic effects of projected Intergovernmental Panel on Climate Change (IPCC) 2007 report sea level changes at the plant community scale using the highest horizontal (1 m) and vertical (0.01 m) resolution data available, using a 6 x 6 km area as an example. Our findings show that salt marshes do not always lose land with increasing rates of sea level rise. We found that the lower bound of the IPCC 2007 potential rise (0.18 m by 2095) actually increased the total marsh area. This low rise scenario resulted in a net gain in ecosystem service values on public property, whereas market-based economic losses were predicted for private property. The upper rise scenario (0.59 m by 2095) resulted in both public and private economic losses for this same area. Our work highlights the trade-offs between public and privately held value under the various IPCC 2007 climate change scenarios. We conclude that as wetlands migrate inland into urbanized regions, their survival is likely to be dependent on the rate of return on property and housing investments.

Abstract: We contend there are currently two competing scenarios for the sustainable development of shrimp aquaculture in coastal areas of Southeast Asia. First, a landscape approach, where farming techniques for small-scale producers are integrated into intertidal areas in a way that the ecological functions of mangroves are maintained and shrimp farming diseases are controlled. Second, a closed system approach, where problems of disease and effluent are eliminated in closed recirculation ponds behind the intertidal zone controlled by industrial-scale producers. We use these scenarios as two ends of a spectrum of possible interactions at a range of scales between the ecological, social, and political dynamics that underlie the threat to the resilience of mangrove forested coastal ecosystems. We discuss how the analytical concepts of resilience, uncertainty, risk, and the organizing heuristic of scale can assist us to understand decision making over shrimp production, and in doing so, explore their use in the empirical research areas of coastal ecology, shrimp health management and epidemiology, livelihoods, and governance in response to the two scenarios. Our conclusion focuses on a series of questions that map out a new interdisciplinary research agenda for sustainable shrimp aquaculture in coastal areas.

Abstract: Both global and local environmental problems call for the transformation of many contemporary and unsustainable governance approaches. Therefore, recent interest has sprung up around factors that facilitate and hinder societies from transforming governance of natural resources. Using a social-network approach, we study links between informal power structures and knowledge sharing and consensus building. We examine how this interaction may have affected the (in)ability of a community to move from open-access to some form of collective action for resource management. Individuals occupying central positions in a knowledge network can be instrumental in determining which knowledge and interpretation of ecological signals is most dominant. If the same individuals are also influential in other areas, they are highly likely to become opinion leaders. We use this notion of opinion leaders to frame our study. The study is set in a rural fishing community in East Africa where access to fishing equipment is of utmost importance for generating household income, but such gear ownership is not evenly distributed in the village. Hence, we use gear-exchange networks to explore power. Our results show a clear and strong relationship between centrality in the knowledge network and in-degree centrality (reflecting gear-lending capacity) in the gear-exchange network, supporting the idea that opinion leaders exist. We also indicate that a majority of these potential opinion leaders demonstrate little recognition of declining fisheries. We relate our findings to existing theories of influence and governance transformability at the community level, and explore ideas about how social networks can help identify potential change agents in communities experiencing inertia with respect to collective action for improved resource management.

Abstract: There is growing scientific evidence that improving the sustainability of consumer products can lead to significant gains in global sustainability. Historically, environmental policy has been managed by bureaucracies and institutions in a mechanistic manner; this had led to many early successes. However, we believe that if policy concerning product sustainability is also managed in this way, negative unintended consequences are likely to occur. Thus, we propose a social-ecological systems approach to policy making concerning product sustainability that will lead to more rapid and meaningful progress toward improving the environmental and social impacts of consumer products.
