Abstract: Mental models are personal, internal representations of external reality that people use to interact with the world around them. They are constructed by individuals based on their unique life experiences, perceptions, and understandings of the world. Mental models are used to reason and make decisions and can be the basis of individual behaviors. They provide the mechanism through which new information is filtered and stored. Recognizing and dealing with the plurality of stakeholder's perceptions, values, and goals is currently considered a key aspect of effective natural resource management (NRM) practice. Therefore, gaining a better understanding of how mental models internally represent complex, dynamic systems and how these representations change over time will allow us to develop mechanisms to enhance effective management and use of natural resources. Realizing this potential, however, relies on developing and testing adequate tools and techniques to elicit these internal representations of the world effectively. This paper provides an interdisciplinary synthesis of the literature that has contributed to the theoretical development and practical application of the mental model construct. It explores the utility and applicability of the construct in the context of NRM and includes a review of elicitation techniques used within the field. The major theoretical and practical challenges that arise in drawing on the construct to provide a cognitive dimension to NRM are also addressed.

Abstract: Complex challenges demand complex solutions. By their very nature, these problems are difficult to define and are often the result of rigid social structures that effectively act as “traps”. However, resilience theory and the adaptive cycle can serve as a useful framework for understanding how humans may move beyond these traps and towards the social innovation that is required to address many complex problems. This paper explores the critical question of whether networks help facilitate innovations to bridge the seemingly insurmountable chasms of complex problems to create change across scales, thereby increasing resilience. The argument is made that research has not yet adequately articulated the strategic agency that must be present within the network in order for cross scale interactions to occur. By examining institutional entrepreneurship through case studies and examples, this paper proposes that agency within networks requires specific skills from entrepreneurs, including ones that enable pattern generation, relationship building and brokering, knowledge and resource brokering, and network recharging. Ultimately, this begins to build a more complete understanding of how networks may improve human capacity to respond to complex problems and heighten overall resilience.

Abstract: Climate change is but one expression of the internal contradictions of capitalism that include also economic inequality and political alienation. Seen in this way analysis of human responses to climate change must engage with social relations of power. We explore the potential for resilience theory to meet this challenge by applying a framework that integrates the adaptive cycle heuristic and structuration theory to place power at the heart of the analysis and question the transformational qualities of social systems facing climate change. This theoretical frame is applied to Mahahual and Playa del Carmen, two rapidly expanding towns on Mexico’s Caribbean coast. The resilience lens is successful in highlighting internal contradictions that maintain social relations of rigidity above flexibility in the existing governance regimes and development pathway. This generates a set of reinforcing institutions and actions that support the status quo while simultaneously undermining long-term flexibility, equitable and sustainable development. One outcome is the placing of limits on scope for adaptation and mitigation to climate change which are externalized from everyday life and development planning alike.

Abstract: Despite the increasing trend worldwide of integrating indigenous and scientific knowledge in natural resource management, there has been little stock-taking of literature on lessons learned from bringing indigenous knowledge and science together and the implications for maintaining and building social-ecological system resilience. In this paper we investigate: (1) themes, questions, or problems encountered for integration of indigenous knowledge and science; (2) the relationship between knowledge integration and social-ecological system resilience; and (3) critical features of knowledge integration practice needed to foster productive and mutually beneficial relationships between indigenous knowledge and science. We examine these questions through content analyses of three special journal issues and an edited book published in the past decade on indigenous, local, and traditional knowledge and its interface with science. We identified broad themes in the literature related to: (1) similarities and differences between knowledge systems; (2) methods and processes of integration; (3) social contexts of integration; and (4) evaluation of knowledge. A minority of papers discuss a relationship between knowledge integration and social-ecological system resilience, but there remains a lack of clarity and empirical evidence for such a relationship that can help distinguish how indigenous knowledge and knowledge integration contribute most to resilience. Four critical features of knowledge integration are likely to enable a more productive and mutually beneficial relationship between indigenous and scientific knowledge: new frames for integration, greater cognizance of the social contexts of integration, expanded modes of knowledge evaluation, and involvement of inter-cultural “knowledge bridgers.”

Abstract: Road ecology has developed into a significant branch of ecology with steady growth in the number of refereed journal articles, books, conferences, symposia, and “best practice” guidelines being produced each year. The main objective of this special issue of Ecology and Society is to highlight the need for studies that document the population, community, and ecosystem-level effects of roads and traffic by publishing studies that document these effects. It became apparent when compiling this special issue that there is a paucity of studies that explicitly examined higher order effects of roads and traffic. No papers on landscape function or ecosystem-level effects were submitted, despite being highlighted as a priority for publication. The 17 papers in this issue, from Australia, Canada, the Netherlands, and USA, all deal to some extent with either population or community-level effects of roads and traffic. Nevertheless, many higher order effects remain unquantified, and must become the focus of future studies because the complexity and interactions among the effects of roads and traffic are large and potentially unexpected. An analysis of these complex interrelations requires systematic research, and it is necessary to further establish collaborative links between ecologists and transportation agencies. Many road agencies have “environmental sustainability” as one of their goals and the only way to achieve such goals is for them to support and foster long-term and credible scientific research. The current situation, with numerous small-scale projects being undertaken independently of each other, cannot provide the information required to quantify and mitigate the negative effects of roads and traffic on higher levels. The future of road ecology research will be best enhanced when multiple road projects in different states or countries are combined and studied as part of integrated, well-replicated research projects.

Abstract: The societies and ecosystems of the Nigerien Sahel appeared increasingly vulnerable to climatic and eonomic uncertainty in the late twentieth century. Severe episodes of drought and famine drove massiv livestock losses and human migration and mortality. Soil erosion and tree loss reduced a woodland to a scrub steppe and fed a myth of the Sahara desert relentlessly advancing southward. Over the past two decades this myth has been shattered by the dramatic reforestation of more than 5 million hectares in the Maradi and Zinder Regions of Niger. No single actor, policy, or practice appear beind this successful regreening of the Sahel. Multiple actors, institutions and processes operated at different levels, times, and scales to initiate and sustain this reforestation trend. We used systems analysis to examine the patterns of interaction as biophysical, livelihood, and governance indicator changed relative to one another during forest decline and rebound. It appears that forest decline was reversed when critical interventions helped to shift the direction of reinforcing feedbacks, e.g.,vicious cycles changed to virtuous ones. Reversals toward de-forestation or reforestation were preceded by institutional changes in governance, then livelihoods and eventually in the biophysical environent. Biophysical change sustained change in the other two domains until interventions introduced new ideas and institutions that slowed and then reversed the pattern of feedbacks. However, while society seems better at coping with economic or climatic shock or stress, the resilience of society and natue in the Maradi/Zinder region to global sources of uncertainty remains a pressing question in a society with one of the highest population growth rates on Earth.

Abstract: The rapidly growing biofuel sector in Africa has, in recent years, been received with divided interest. As part of a contemporary wave of agricultural modernization efforts, it could make invaluable contributions to rural poverty. Conversely, it could also engender socioeconomically and environmentally detrimental land use changes as valuable land resources are converted to plantation agriculture. This research analyzes the impacts and impact pathways of biofuel feedstock development in Ghana. It finds that companies are accessing large contiguous areas of customary land through opaque negotiations with traditional authorities, often outside the purview of government and customary land users. Despite lack of participation, most customary land users were highly supportive of plantation development, with high expectations of ‘development' and ‘modernization.' With little opposition and resistance, large areas of agricultural and forested land are at threat of being converted to plantation monoculture. A case study analysis shows that this can significantly exacerbate rural poverty as communities lose access to vital livelihood resources. Vulnerable groups, such as women and migrants, are found to be most profoundly affected because of their relative inability in recovering lost livelihood resources. Findings suggest that greater circumspection by government is warranted on these types of large-scale land deals.

Abstract: Understanding the nexus between energy and water - water used for energy and energy used for water - has become increasing important in a changing world. As growing populations demand more energy supplies and water resources, research aims to analyze the interconnectedness of these two resources. Our study sought to quantify the energy-water relationship in Texas, specifically the relationship between electricity generation and water resources as it pertains to policy and society. We examined the water requirements for various types of electricity generating facilities, for typical systems both nationwide and in Texas. We also addressed the energy requirements of water supply and wastewater treatment systems, comparing national averages with Texas-specific values. Analysis of available data for Texas reveals that approximately 595,000 megaliters of water annually - enough water for over three million people for a year - are consumed by cooling the state's thermoelectric power plants while generating approximately 400 terawatt-hours of electricity. At the same time, each year Texas uses an estimated 2.1 to 2.7 terawatt- hours of electricity for water systems and 1.8 to 2.0 terawatt-hours for wastewater systems - enough electricity for about 100,000 people for a year. In preparing our analysis, it became clear that substantially more site-specific data are necessary for a full understanding of the nature of the energy-water nexus and the sustainability of economic growth in Texas. We recommend that Texas increase efforts to collect accurate data on the withdrawal and consumption of cooling and process water at power plants, as well as data on electricity consumption for public water supply and wastewater treatment plants and distribution systems. The overarching conclusion of our work is that increased efficiency advances the sustainable use of both energy and water. Improving water efficiency will reduce power demand, and improving energy efficiency will reduce water demand. Greater efficiency in usage of either energy or water will help stretch our finite supplies of both, as well as reduce costs to water and power consumers.

Abstract: Conservation and development visions in and around protected areas generate confrontation and uncertainty that damage the biodiversity and ecosystem services which maintain human well-being. To address this issue, we applied the participatory scenario planning framework to the protected area of the Donana social-ecological system in southwestern Spain. This work explores the social perceptions regarding the conditions, trends, trade-offs, and future of ecosystem services and human well-being, and seeks management strategies for the Donana social-ecological system and its protected areas. We found that participatory scenario planning (1) can create different visions of the future of the system addressing its uncertainty and the main ecosystem services trade-offs, and (2) can propose consensual management strategies to determine a path toward a desirable future.

Abstract: Ten case studies from seven major pastoral regions across six continents were studied in this paper by conceptualizing three factors (agro-ecosystem resilience, livelihood options, and institution capacity) as the axes of a three-dimensional vulnerability framework. This analysis highlights the vulnerability of agriculture-based livelihood systems to global changes and helps identify what institutions have the potential to mobilize effective relief in different pastoral regions. In terms of results, this vulnerability assessment shows that the vulnerability of pastoralism was very different in all the cases across the globe. As such, a further analysis, based on the pressure-state-response (PSR) model was undertaken to enhance our understanding of the ways that global changes put pressures on pastoral livelihoods worldwide. From this we conclude that climate change and climate variability are driving fragile pastoral ecosystems into more vulnerable conditions. Socioeconomic factors, such as changes in land tenure, agriculture, sedentarization, and institutions are fracturing large-scale pastoral ecosystems into spatially isolated systems. The implications of this analysis are that professionals, practitioners, and policy makers should jointly develop a coupled human and natural systems approach that focuses on enhancing the resilience of pastoral communities and their practices. This requires institutional developments to support asset building and good governance to enhance adaptive capability. In addition, pastoralists’ adaptation strategies to global change need to be supported by public awareness and improved by institutional decisions at different scales and dimensions.

Abstract: Over 40% of the earth's land surface are drylands that are home to approximately 2.5 billion people. Livelihood sustainability in drylands is threatened by a complex and interrelated range of social, economic, political, and environmental changes that present significant challenges to researchers, policy makers, and, above all, rural land users. Dynamic ecological and environmental change models suggest that climate change induced drought events may push dryland systems to cross biophysical thresholds, causing a long-term drop in agricultural productivity. Therefore, research is needed to explore how development strategies and other socioeconomic changes help livelihoods become more resilient and robust at a time of growing climatic risk and uncertainty. As a result, the overarching goal of this special feature is to conduct a structured comparison of how livelihood systems in different dryland regions are affected by drought, thereby making methodological, empirical, and theoretical contributions to our understanding of how these types of social-ecological systems may be vulnerable to climate change. In introducing these issues, the purpose of this editorial is to provide an overview of the two main intellectual challenges of this work, namely: (1) how to conceptualize vulnerability to climate change in coupled social-ecological systems; and (2) the methodological challenges of anticipating trends in vulnerability in dynamic environments.

Abstract: The outcomes of a series of tests of the ARDI (Actors, Resources, Dynamics and Interactions) method in complex cases or conflict-ridden situations is reported. ARDI is part of a companion modelling approach that makes it possible to engage a broad spectrum of stakeholders in the design and development of land and water management plans. It is essentially based on participatory workshops that set out to collaboratively imagine a future open, dynamic management system, capable of adaptation and anticipation, by gathering the various affected stakeholders in a partnership dedicated to preserving the natural resources and promoting a sustainable development. Its originality lies in the co- construction of a "conceptual model" of the functioning of the territory, according to a main negotiated development question. The approach is based on the collective articulation of the key elements of a territory and context by affected stakeholders such as managers, representatives, socio-professional technicians, NGOs, experts and scientists, and local policy makers. This sharing of representations is done by means of a series of collective workshops during which Actors, Resources, Dynamics and Interactions (ARDI), making up the stakes of the territory are identified and clarified. This work of co-construction is conducted within a precise methodological framework that we present in a step-by-step format. The method is also illustrated with concrete examples gleened from the tests carried out by the authors during the last 5 years. Finally, the need for skills development and pitfalls to avoid when applying the method are discussed.

Abstract: This paper presents a comparative study of forest management across four countries in East Africa and Latin America: Kenya, Uganda, Bolivia, and Mexico. It focuses on one question: Do varying proportions of women (low, mixed, high) in forest user groups influence their likelihood of adopting forest resource enhancing behavior? We found that higher proportions of females in user groups, and especially user groups dominated by females, perform less well than mixed groups or male dominated ones. We suggest that these differences may be related to three factors: gender biases in technology access and dissemination, a labor constraint faced by women, and a possible limitation to women's sanctioning authority. Mixed female and male groups offer an avenue for exploiting the strengths of women and men, while tempering their individual shortcomings.

Abstract: Northern China’s grasslands have been losing productivity since the 1980s, when a policy known as the “grassland contracting policy” allocated commonly used grazing lands to individual herder households. Examined here is the connection between implementation of the grassland contracting policy and the loss of grassland production using the analytic concepts of ability to benefit and community failure. A gacha (village) of the Sunite Left Banner of the Xilingol League in Inner Mongolia is used as a case study to compare herder ability to benefit from rangeland resources during adverse climate events before and after policy implementation. Social-ecological resilience, access to social and ecological assets, and institutions supporting crisis relief have been affected. We find that the privatization of grassland use rights has weakened pastoralist ability to benefit from rangelands by weakening or dismantling what are identified as the rights-, structure-, and relations-based abilities that enabled pastoralists to cope with nonequilibrium conditions. This has led to a community failure that engenders feedbacks of increased impoverishment and environmental deterioration. The inflexible boundaries of quasi-private household property rights have caused the pastoral system to lose capacity to respond to drought and weather events through the flexibility of “otor” and other forms of herd movement, increasing vulnerability to environmental change.

Abstract: Many contemporary societal challenges manifest themselves in the domain of human-environment interactions. There is a growing recognition that responses to these challenges formulated within current disciplinary boundaries, in isolation from their wider contexts, cannot adequately address them. Here, we outline the need for an integrated, transdisciplinary synthesis that allows for a holistic approach, and, above all, a much longer time perspective. We outline both the need for and the fundamental characteristics of what we call "integrated history." This approach promises to yield new understandings of the relationship between the past, present, and possible futures of our integrated human-environment system. We recommend a unique new focus of our historical efforts on the future, rather than the past, concentrated on learning about future possibilities from history. A growing worldwide community of transdisciplinary scholars is forming around building this Integrated History and future of People on Earth (IHOPE). Building integrated models of past human societies and their interactions with their environments yields new insights into those interactions and can help to create a more sustainable and desirable future. The activity has become a major focus within the global change community.

Abstract: An increase in the frequency and intensity of environmental crises associated with accelerating human-induced global change is of substantial concern to policy makers. The potential impacts, especially on the poor, are exacerbated in an increasingly connected world that enables the emergence of crises that are coupled in time and space. We discuss two factors that can interact to contribute to such an increased concatenation of crises: (1) the increasing strength of global vs. local drivers of change, so that changes become increasingly synchronized; and (2) unprecedented potential for the propagation of crises, and an enhanced risk of management interventions in one region becoming drivers elsewhere, because of increased connectivity. We discuss the oil-food-financial crisis of 2007 to 2008 as an example of a concatenated crisis with origin and ultimate impacts in far removed parts of the globe. The potential for a future of concatenated shocks requires adaptations in science and governance including (a) an increased tolerance of uncertainty and surprise, (b) strengthening capacity for early detection and response to shocks, and (c) flexibility in response to enable adaptation and learning.

Abstract: Integrated water resources management (IWRM) and adaptive management (AM) are two institutional and management paradigms designed to address shortcomings within water systems governance; the limits of hierarchical water institutional arrangements in the case of IWRM and the challenge of making water management decisions under uncertainty in the case of AM. Recently, there has been a trend to merge these paradigms to address the growing complexity of stressors shaping water management such as globalization and climate change. However, because many of these joint approaches have received little empirical attention, questions remain about how they might work, or not, in practice. Here, we explore a few of these issues using empirical research carried out in Brazil. We focus on highlighting the potentially negative interactions, tensions, and trade-offs between different institutions/ mechanisms perceived as desirable as research and practice attempt to make water systems management simultaneously integrated and adaptive. Our examples pertain mainly to the use of techno-scientific knowledge in water management and governance in Brazil's IWRM model and how it relates to participation, democracy, deliberation, diversity, and adaptability. We show that a legacy of technical and hierarchical management has shaped the integration of management, and subsequently, the degree to which management might also be adaptive. Although integrated systems may be more legitimate and accountable than top-down command and control ones, the mechanisms of IWRM may be at odds with the flexible, experimental, and self-organizing nature of AM.

Abstract: A review is presented of research contributions that use social learning in research on natural resource management. The review is based on an extensive survey of peer-reviewed journal articles appraised against the following selected analytical items: (1) characterizing features, (2) level of analysis, and (3) operational measures. Together, these allowed for an assessment of underlying assumptions and emerging themes. The findings suggest that, within natural resource management literature, three research approaches to social learning have been developed, each with its own assumptions about the learning process, learning outcomes, and operational practices. Hence, we find that a group of publications showed an interest for participants' learning experiences and focused on the type of outcomes that arise from their attendance in participatory workshops and similar activities. Also, findings indicate that a second group of publications showing an interest for learning in other types of settings, such as groups, networks, and associations, have framed social learning as a process that results in a change in resource management practices, or in how things are done. On the other hand, a third group of publications showed an interest in social-ecological systems emphasizing learning as an emergent property.

Abstract: The growing awareness of the complexities and uncertainties in water management has put into question the existing paradigms in this field. Increasingly more flexible, integrated, and adaptive policies are promoted. In this context, the understanding of how to effect policy change is becoming more important. This article analyzes policy making at the micro level, focusing on the behavior of policy entrepreneurs, which we understand here as risk-taking bureaucrats who seek to change policy and are involved throughout the policy-change process. Policy entrepreneurs have received a certain level of attention in the adaptive co-management literature and the policy sciences in past decades. Yet, the understanding of the actions they can take to facilitate policy change remains limited. This study addresses this gap in focusing on the strategies that policy entrepreneurs employ in their efforts to effect policy change. The article draws on both theoretical exploration and in-depth field research on water management in the Netherlands, which included a series of semi-structured interviews and a focus group with policy entrepreneurs. We conclude that policy entrepreneurs employ four types of strategies: (1) attention and support-seeking strategies, to demonstrate the significance of a problem and to convince a wide range of participants about their preferred policy; (2) linking strategies, to link with other parties, projects, ideas, and policy games; (3) relational management strategies, to manage the relational factor in policy-change trajectories; and finally, (4) arena strategies, to influence the time and place wherein decisions are made. Our study suggests that by employing these strategies when the "time is right," the development of policy streams and consequently their coupling can, to some extent, be influenced and steered. In other words, policy entrepreneurs can, to a degree, prepare for a window of opportunity and hence direct policy change.

Abstract: Any present day approach of the world's most pressing environmental problems involves both scale and governance issues. After all, current local events might have long-term global consequences (the scale issue) and solving complex environmental problems requires policy makers to think and govern beyond generally used time-space scales (the governance issue). To an increasing extent, the various scientists in these fields have used concepts like social-ecological systems, hierarchies, scales and levels to understand and explain the "complex cross-scale dynamics" of issues like climate change. A large part of this work manifests a realist paradigm: the scales and levels, either in ecological processes or in governance systems, are considered as "real". However, various scholars question this position and claim that scales and levels are continuously (re)constructed in the interfaces of science, society, politics and nature. Some of these critics even prefer to adopt a non-scalar approach, doing away with notions such as hierarchy, scale and level. Here we take another route, however. We try to overcome the realistconstructionist dualism by advocating a dialogue between them on the basis of exchanging and reflecting on different knowledge claims in transdisciplinary arenas. We describe two important developments, one in the ecological scaling literature and the other in the governance literature, which we consider to provide a basis for such a dialogue. We will argue that scale issues, governance practices as well as their mutual interdependencies should be considered as human constructs, although dialectically related to nature's materiality, and therefore as contested processes, requiring intensive and continuous dialogue and cooperation among natural scientists, social scientists, policy makers and citizens alike. They also require critical reflection on scientists' roles and on academic practices in general. Acknowledging knowledge claims provides a common ground and point of departure for such cooperation, something we think is not yet sufficiently happening, but which is essential in addressing today's environmental problems.

Abstract: An increase in the frequency and intensity of environmental crises associated with accelerating human-induced global change is of substantial concern to policy makers. The potential impacts, especially on the poor, are exacerbated in an increasingly connected world that enables the emergence of crises that are coupled in time and space. We discuss two factors that can interact to contribute to such an increased concatenation of crises: (1) the increasing strength of global vs. local drivers of change, so that changes become increasingly synchronized; and (2) unprecedented potential for the propagation of crises, and an enhanced risk of management interventions in one region becoming drivers elsewhere, because of increased connectivity. We discuss the oil-food-financial crisis of 2007 to 2008 as an example of a concatenated crisis with origin and ultimate impacts in far removed parts of the globe. The potential for a future of concatenated shocks requires adaptations in science and governance including (a) an increased tolerance of uncertainty and surprise, (b) strengthening capacity for early detection and response to shocks, and (c) flexibility in response to enable adaptation and learning.

Abstract: Even in the absence of climate change, freshwater ecosystems and the resources they provide for people are under great pressure because of increasing demand for water and declines in water quality. The imminent onset of climate change will exacerbate these impacts, placing even greater pressure on already stressed resources and regions. A plethora of national climate change policies have been adopted that emphasize structural adjustment in the energy sector and increasing carbon sinks. To date, most public debate on water has focused on the direct impacts of climate change on hydrology. However, there is growing evidence that climate change policies themselves may have substantial additional and negative impacts on freshwater resources and ecosystems and may thus result in maladaptation. To avoid such maladaptation, integrated, coordinated policy making is required. In this paper, national climate change policies from Australia, Brazil, China, the European Union (EU), India, Mexico, South Africa, Tanzania, and the United Kingdom are compared to: (i) identify where negative trade-offs exist between climate change policies and freshwater resources, (ii) analyze where institutions and structures exist to optimize integration among climate, water, and biodiversity policies, and (iii) provide a much needed overview from a broad selection of countries with a view to identifying further opportunities for theoretical exploration and testing. The synergies and conflicts among climate, energy, water, and environmental policies create additional challenges for governments to develop integrated policies to deliver multiple benefits. Success factors for better policy development identified in this assessment and synthesis include engagement of senior political leaders, cyclical policy development, multi-agency and stakeholder processes, and stronger accountability and enforcement measures.

Abstract: We investigate the impact of trauma on cross-scale interactions in order to identify the major social-ecological factors affecting the pace and trajectory of post-Katrina rebuilding in New Orleans, Louisiana, USA. Disaster and traumatic events create and activate networks and linkages at different spatial and institutional levels to provide information and resources related to post-trauma recovery and rebuilding. The extension, intensification, and acceleration of cross-scale linkages and interactions in response to trauma alter organizational couplings, which then contribute to the vulnerability and resilience of social-ecological systems. Rather than viewing urban ecosystems as either resilient or vulnerable, we conceptualize them as embodying both resilient and vulnerable components. This integrated approach directs analytical attention to the impact of socio- legal regulations, government policies, and institutional actions on resilience and vulnerability, which are also systemic properties of urban ecosystems.

Abstract: Natural resource scientists and managers increasingly recognize traditional ecological knowledge (TEK) for its potential contribution to contemporary natural resource management (NRM) and, through this, to more resilient social-ecological systems. In practice, however, inadequate cross-cultural means to organize and communicate TEK can limit its effective inclusion in management decisions. Indigenous seasonal knowledge involving temporal knowledge of biota, landscapes, weather, seasonal cycles, and their links with culture and land uses is one type of TEK relevant to this issue. We reviewed the literature on Australian Aboriginal seasonal knowledge to characterize contemporary and potential applications to NRM. This knowledge was often documented through cross-cultural collaboration in the form of ecological calendars. Our analysis revealed a variety of basic and applied environmental information in Aboriginal seasonal descriptions and calendars that can contribute directly to NRM. Documented applications have been limited to date, but include fire management, inclusion as general material in NRM plans, and interpretative information about environments. Emerging applications include water management and climate change monitoring. Importantly, seasonal knowledge can also contribute indirectly to NRM outcomes by providing an organizing framework for the recovery, retention, and crosscultural communication of TEK and linking to its broader cultural and cosmological contexts. We conclude that by facilitating the combination of experiential with experimental knowledge and fostering complementarity of different knowledge systems, Aboriginal seasonal knowledge can increasingly contribute to more resilient social-ecological outcomes in NRM. Nevertheless, the seasonal framework should augment, rather than override, other approaches to cross-cultural NRM such as those with spatial and/or social-ecological emphasis.

Abstract: Although hydropower is a source of low-carbon energy, without careful consideration and management, dams have the potential to degrade river ecosystems and the goods and services they provide to society. Today, a broad range of hydropower interests and stakeholders are seeking approaches to hydropower development and operation that are more environmentally and socially sustainable. The Penobscot River Restoration Project ('the Project') illustrates that basin-scale approaches can provide a broader set of solutions for balancing energy and riverine environmental resources than can be achieved at the scale of individual projects. The Penobscot basin is the largest in Maine and historically supported culturally and economically significant populations of migratory fish. These migratory fish populations declined dramatically following the construction of a series of hydropower dams on the main stem river and major tributaries in the early 20th century. The Project, negotiated between a power company (PPL Corporation) and a coalition including the Penobscot Indian Nation, resource agencies, and nongovernmental conservation organizations, features the removal of two main stem dams on the lower Penobscot and improved fish passage at the dams that remain. Because of various capacity and/or operational changes, power production will be increased at the remaining dams and total hydropower energy production from the basin will be maintained or increase slightly. The Project is expected to expand considerably the proportion of the basin accessible to migratory fish and contribute to significant increases in fish populations. The Project illustrates that a basin-scale approach can potentially yield more comprehensive solutions for sustainable hydropower than can be achieved at the project scale, and we recommend that such large-scale planning processes can improve the sustainability of both regulatory licensing of existing dams as well as the planning of future dams in regions undergoing the expansion of water-management infrastructure.

Abstract: As the complexity and interconnectedness of present-day social-ecological systems become steadily more apparent, there is increasing pressure on governments, policy makers, and managers to take a systems approach to the challenges facing humanity. However, how can this be done in the face of system complexity and uncertainties? In this paper we briefly discuss practical ways that policy makers can take up the systems challenge. We focus on resilience thinking, and the use of influence diagrams, causal-loop diagrams, and system archetypes. As a case study, set in the context of the climate-energy-water nexus, we use some of these system concepts and tools to carry out an initial exploration of factors that can affect the resilience of the Australian National Electricity Market. We stress the need for the electricity sector to prepare for the impacts of global change by encouraging innovation and diversity, supporting modularity and redundancy, and embracing the need for a policy making approach that takes account of the dynamics of the wider social-ecological system. Finally, taking a longer term view, we conclude by recommending that policy makers work to reduce reliance on conventional market mechanisms, institute continuing cross- sector dialogue, and promote basic education in system dynamics.
