Abstract: Desde os anos de 1980, a profissionalizacao domina o discurso reformista internacional sobre a educacao. Este texto analisa os resultados do movimento de profissionalizacao nos ultimos trinta anos. E realmente possivel observar uma consolidacao do movimento profissional no inicio do seculo XXI? Vamos mostrar que, vista de uma perspectiva internacional, a evolucao do ensino nada tem de linear, que ela e feita de continuidades, de desvios, de retrocessos. Alem disso, o ensino tem uma evolucao desigual de acordo com os paises, ou ate mesmo de acordo com as regioes num mesmo pais: ele nao evolui no mesmo ritmo por toda parte e formas antigas convivem com formas contemporâneas, o que gera diversas tensoes. Finalmente, observa-se, num grande numero de paises, obstaculos a profissionalizacao: escolas publicas em dificuldade, concorrencia, mercantilizacao da educacao, entre outros. Como, entao, conceber uma verdadeira profissionalizacao?

Abstract: IDEB (Basic Education Quality Indicators) regards that schools should be evaluated not only by their teaching and management processes or by the resources available to them, but also by the success of their students on learning the basic skills as well as their schooling trajectories. The first objective of this article, achieved by describing IDEB's algorithms, is to present the concepts of quality and equity of schools, latent in IDEB's definition. This allows the identification of the direct and indirect effects of IDEB's use in schools that reorient their policies and practices, seeking their maximization. Then it is shown that some choices made in its design have undesirable pedagogical consequences. Lastly, this paper presents suggestions on how to make IDEB more pedagogically relevant, along with proposals for improving its dissemination and use.

Abstract: Schools participate in large-scale assessments without questioning its limits and possibilities for analyzing their reality. Although the importance of such assessments has been recognized for the pursuit of educational quality, this paper questions their use in the context of public policies, problematizing the influence of external factors on the composition of the performance, the utilization of Ideb as the unique measure to represent the quality of institutions and the concept of school effectiveness. Relying on data from the Geres Project, a longitudinal study of the panel type (2005-2008), this paper discusses aspects considered in the analysis of the results of large-scale assessments and their measuring instruments, since these are not always able to reliably represent the work developed by the schools, neither are they neutral or infallible.

Abstract: O presente trabalho objetiva promover uma reflexao sobre a metodologia da pesquisa-acao quanto aos seus principios, aplicacao e contribuicoes para a area educacional. Caracterizada pelo envolvimento de grupos sociais no processo de tomada de decisoes, a pesquisa-acao, assim como outras metodologias participativas, surge diante da insatisfacao para com metodos classicos de pesquisa. Remete ainda a necessidade de promover maior articulacao entre a teoria e a pratica na producao do conhecimento e solucao de problemas. Para enriquecer a discussao, de forma complementar, sera apresentado um panorama do desenvolvimento da pesquisa-acao na area educacional, a partir de revisao bibliografica.

Abstract: Propomos uma discussao sobre a diversidade das ferramentas e dos arranjos institucionais que sao mobilizados para que sejam implantadas as politicas de accountability. Primeiramente, apresentamos as dimensoes comuns dessas politicas, mas tambem a diversidade das formas que tomam em diferentes contextos. A seguir, discutimos as tipologias existentes dessas politicas e seus limites antes de desenvolver nossa proposta de tipologia evolutiva das politicas e dos instrumentos de accountability numa terceira secao. A analise da evolucao das ferramentas utilizadas pelos governos publicos permite-nos assim delimitar o que ha de novo nas "novas" politicas de accountability, e identificar os significados e os desafios sociopoliticos atuais.

Abstract: O texto discute os obstaculos para a efetivacao do direito a educacao, diante dos quais e preciso instituir o Sistema Nacional de Educacao (SNE). Situa, assim, os limites do federalismo brasileiro, o marco legal e as politicas e gestao da educacao, ressaltando as assimetrias no campo educacional e a revisao do pacto federativo, sob a regulamentacao do regime de colaboracao entre os entes federados e a coordenacao federativa. Ao final, ressalta a necessidade de instituir o SNE junto aos demais sistemas de ensino, como base para a garantia ao direito a educacao basica e sua democratizacao.

Abstract: A criacao do Sistema Nacional de Educacao no Brasil tem sido justificada por diversos elementos, entre os quais nao aparece a laicidade da educacao publica. Para o autor, tal omissao expressa a insuficiente compreensao do Estado republicano e de suas politicas, em especial as politicas educacionais. Esse conveniente (conivente?) silencio propicia a situacao atual da disciplina Ensino Religioso nas escolas publicas, marcada pela anomia juridica e pela folia pedagogica. Ambas as "patologias" prosperam no aparato educacional brasileiro, fragmentado em multiplos sistemas, o que abre espaco para a luta pela hegemonia religiosa no campo educacional, privando a escola publica de uma condicao essencial da pratica republicana - a liberdade de pensamento e de crenca, uma e outra propiciadas pela laicidade do Estado.

Abstract: This article aims to describe some aspects of the inequality in educational opportunities in Brazil. The descriptive and quantitative analysis made use of micro data from the Census, PNAD and School Enrollment Census. It was verified that 3.8 million children and teenagers between the ages of 4 and 17 did not attend school in 2010. Most of them were poor, black and lived in the countryside. BR$ 11.8 billion were designated per year to bring them into the system. Analysis at city level suggests a positive correlation between the social economical level of the population and contexts with better conditions to provide and achieve quality education. Likewise, it was verified that using statistical measurements which depict the educational reality at national and state levels may often hide serious inequalities at city levels.

Abstract: This article intends to bring out a theoretical contribution from urban sociology studies, as well as a methodological contribution using social-spatial analysis (geocoding) to analyse educational inequalities in large urban centers. It integrates the dimension of educational inequalities and the dynamics of residential segregation in urban centers in order to deal with questions that were, up to now, not frequently considered in the studies about educational inequality. As an analytical strategy, we have selected the city of Rio de Janeiro to observe the potentialities of the theoretical-methodological approach adopted. The analyses have used information from different databases (Prova Brasil 2011, Censo Escolar, 2011). In the concluding remarks, the article discusses recent experiences in educational policies that have used geocoding tools and/or focused on schools in vulnerable territories and their consequences on the distribution of educational opportunities.

Mostra, em seguida, a acelerada e questionavel mercantilizacao desse nivel de educacao, enfatizando, em especial, os desafios que tal fato representa para a regulacao estatal de carater publico. Para responder as principais questoes formuladas na problematizacao do tema, este artigo examina conceitos tais como os de estatal, publico, privado, privado/mercantil, regulacao, agencias reguladoras e o de regulacao, dita supervisao e avaliacao, da educacao superior.

Abstract: This article examines intergovernmental relations, the concept of equalization (peculiar to a federalism of a cooperative matrix) and its relations with collaboration regulations, as well as the recent contours being shaped by the actions and propositions for collaborative partnerships regarding education in Brazil. The analytical path indicates that there is - besides the permanence of the strong inductor power of the federal government in defining the forms of collaboration for education and the relationship that this federal entity directly establishes with the municipalities, disregarding the states - significant growth in the role of the private sector, along with the federal government, in attempting to seek other forms of regulations for collaboration, being the arrangements for the development of education the most expressive one.

Abstract: The article discusses collaboration initiatives developed in education in the state of Ceara (Brazil), which has been recognized for its positive experience in this area. In order to frame the subject into its context a few elements of its current debate are presented as well as some considerations on the nature of the collaboration process. The analysis focuses three mutually articulated issues: the collaboration at the state and municipal levels, through direct mechanisms of cooperation, the collaboration at the state, municipal and school levels through regional institutions and the collaboration among schools, through financial incentives promoted by the state. Understanding collaboration as a two-way process, the central argument is that the collaboration agreement in Ceara has been historically built, being stimulated by both the state and the municipalities throughout time and that is why the experience has been successful.

Abstract: Este artigo explora as implicacoes em justica social de dois desenvolvimentos de governanca "relacionados" que foram instrumentais para a reforma de muitos sistemas educacionais em todo o mundo: a "privatizacao" e a "globalizacao" da educacao (KLEES; STROMQUIST; SAMOFF, 2012). Argumento que tais inovacoes em governanca educacional demandam um engajamento explicito as teorias de justica social, tanto nelas proprias como uma oportunidade para abordar questoes de justica social que vao alem da re/distribuicao das contribuicoes e dos resultados da educacao, embora estes sejam importantes, e que levam em consideracao questoes politicas e de prestacao de contas, levantadas pela globalizacao da atividade de governanca educacional. Para tanto, resgato o conceito de "estrutura basica", de Iris Marion Young, e o seu "modelo de conexao social" de responsabilidade (YOUNG, 2006a; 2006b), para desenvolver um relato relacional da justica em modelos de governanca educacional.

Abstract: O artigo analisa a expansao e o comportamento da oferta dos cursos superiores de tecnologia no âmbito da educacao superior brasileira. Resgata a origem da educacao profissional, das legislacoes e acoes publicas que constituiram o processo de desenvolvimento da educacao superior tecnologica no Brasil. Apresenta evidencias da estrutura da oferta de cursos superiores de tecnologia, em nivel de categoria academica, administrativa e distribuicao regional, no periodo de 2000 a 2010, um recorte de dados secundarios extraidos do banco de dados do Inep/MEC. Os dados revelam que houve uma expansao substancial dos cursos superiores de tecnologia no periodo analisado, quando comparados aos demais cursos de graduacao, com maior enfase no setor privado e no âmbito academico das universidades.

Abstract: Este artigo trata da democratizacao da gestao escolar como componente imprescindivel de uma educacao de qualidade que vise a transformacao social, abordando inicialmente os temas mais abrangentes de modo a desencadear a reflexao sobre o proprio conceito de gestao, numa perspectiva critica, a partir de determinados quadros teoricos de referencia nos assuntos em questao. Nessa tonica, demonstram-se as convergencias teoricas entre as concepcoes de gestao escolar democratica e os Estudos Organizacionais Criticos apresentados, recomendando a ampliacao de espacos de discussao entre teorias educacionais e organizacionais e tambem a consideracao da proposta autogestionaria como via democratizante.

Abstract: The present article aims at clarifying the new forms of dispute over public funds extended to national education, due to an institutional design of the National System of Education being foulated based on the National Education Plan, its guidelines, goals and strategies for the decade. It describes the newly created Intergovernmental management structures, complementary regulations emanating from the National Council of Education and institutional measures of the Ministry of Education in this new context. Highlighting narratives of the very social actors in the so called third sector, it presents their strategies to conform to a normative legal structure that allows direct actions over federal funds from the National Fund for Maintenance and Development of Basic Education and Education Professionals Valorization (Fundeb) and the National Fund for Education Development (FNDE), taking advantage of the possibility of offering municipal public education management consultancy by means of the Arrangements for the Development of Education.

Abstract: Este texto describe los resultados obtenidos en una experiencia de formacion de docentes, que son estudiantes de la Maestria en Informatica Educativa de la Universidad de La Sabana, dentro de la asignatura electiva Tecnologias Emergentes en la Educacion, que cuyo objetivo es: "ofrecer al estudiante un espacio de reflexion y conceptualizacion sobre las principales tecnologias emergentes (TE) y sus usos en la educacion". Entre los principales resultados, se encuentra que los estudiantes analizaron, indagaron y reflexionaron sobre las siguientes TE: Computacion en la Nube, Inteligencia Colectiva, Mashups de Datos, Webs en Colaboracion y Redes sociales. Asimismo, propusieron definiciones desde el punto de vista academico de cada una de ellas y disenaron ocho ambientes de aprendizaje que integran de forma pedagogica una o varias TE en diferentes contextos educativos.

Abstract: O presente artigo analisa os obstaculos enfrentados para a exigibilidade do direito a educacao, por meio do recurso ao Judiciario, relacionados aos argumentos sobre a escassez de recursos para a concretizacao deste direito, a impossibilidade de interferencia do Judiciario no poder discricionario do Executivo e a satisfacao das demandas difusas e coletivas referentes a formulacao e a concretizacao de politicas publicas. Os temas sao discutidos a partir dos limites apresentados para a efetivacao deste direito social e das proposicoes para a sua superacao, recorrendo a literatura e as decisoes judiciais do Supremo Tribunal Federal e do Tribunal de Justica de Sao Paulo.

Abstract: Since the 1980s, professionalization has dominated international reformist ideology regarding teaching. This text questions the result of the professionalization movement over the past thirty years. Is the professional movement truly stronger as we are entering the 21st century? We are going to show that, from an international perspective, the evolution of teaching is far from linear; it consists of recurring patterns, detours, and setbacks. Furthermore, teaching has evolved differently in different countries, even varying among the regions within a single country. Teaching does not evolve with the same rhythm everywhere and traditional and contemporary forms exist side by side, which gives rise to a variety of tensions. Finally, in a large number of countries we observe obstacles to professionalization: school populations facing difficulties, competition, commercialization of education, etc. How, then, can we conceive of attaining real professionalization for teachers?

Abstract: Territory does not constitute a category of analysis, the category is used territory, because - when used socially - it is shown to be inclusive, mingling with ordinary space, the space of all: companies, institutions and people, where coexistences are authorized by organic solidarity and contiguity. This is how one can consider another federation, to the extent that the base of the federation - the territory - can be interpreted not as the space of exercise of the State and the major hegemonic agents of the economy, but rather as spaces that support and explain the set of localized and interdependent actions.

Abstract: A Constituicao Federal de 1988 preve, no paragrafo unico do artigo 23, a regulamentacao do regime de cooperacao entre a Uniao, os estados, o Distrito Federal e os municipios por leis complementares. Porem, isso ainda nao aconteceu e formas de colaboracao federativa para a oferta de educacao profissional e tecnologica se intensificaram a partir de 2003. Baseado em pesquisa bibliografica e documental, este artigo analisa a questao, em especial alguns aspectos sobre a importância, avancos e limitacoes desse processo colaborativo em face da necessidade e dos desafios da integracao sistemica dessa modalidade educacional na edificacao do Sistema Nacional de Educacao e da regulamentacao do regime de cooperacao institucional.

Abstract: Explorar la formacion ciudadana a partir de la biblioteca publica se traduce en indagar su dimension ciudadana en la busqueda del analisis contextualizado de dicha institucion, segun los marcos de la pedagogia y la educacion social, valiendose de acciones comprometidas con la realidad local y con su transformacion. Para lograr lo propuesto se revisaron y analizaron los discursos rectores y los contextos de la biblioteca publica, contrastados con los testimonios de los actores de esta institucion. Para concluir como la educacion social desde sus funciones de socializacion y de sociabilidad dinamizan las practicas ciudadanas de la convivencia, la participacion y la autonomia en la biblioteca publica; practicas que reconfiguran la funcion de esta institucion en la sociedad.

Abstract: The article explores the merging of security and development policies by western development agencies operating in conflict affected states, and its broad effects on the education sector. The article explores the way education has become increasingly intertwined with post 9/11 security discourses and traces the history, rationales and outcomes of this shift. The article also explores the multiple and competing discourses of a range of actors engaging with education in conflict affected states, demonstrating the way a ‘common sense’ discourse linking development to security masks deep divisions amongst key actors. This is then followed by a reflection on the contradictory nature of development assistance and presents some examples of the way aid to education was used during the Cold War for military rather than development purposes. Finally the article ends with a call for more research and critique on this important issue.

Abstract: Explora-se a literatura nacional e internacional sobre resiliencia e educacao, por meio de um estudo de revisao critica. A base de analise foi a hermeneutica dialetica. Identificamos dois nucleos tematicos: a dimensao relacional da resiliencia e a estrutura educacional; a estrutura da politica educacional e a resiliencia na pratica docente. O primeiro subdivide-se em dois campos: um relacionado a psicologia do desenvolvimento, valorizando o lugar do individuo na construcao de posturas e comportamentos resilientes, e outro que se vincula a perspectiva sistemica das instituicoes, incluindo escola e familia. Concluimos que na educacao sao produzidos "processos resilientes" e muito menos resiliencia como conceito destituido de contexto, realidade e reflexao. Sugerimos que uma analise dos campos simbolicos, dos capitais gerados nesse universo e do dialogo entre tradicoes pode ser util para analises futuras da tematica da resiliencia e da educacao.

Abstract: A integracao europeia na perspectiva educacional - a construcaoda Area Europeia de Ensino Superior e de Investigacao - inicia-se por intermedio do Processo de Bolonha, cujo documento-simbolo, a Declaracao de Bolonha (1999), imprime uma nova direcao a reforma das instituicoes de ensino superior e das universidades. Nesse contexto, as tarefas das universidades sao reformuladas no sentido da producao da inovacao tecnologica e da formacao de novas competencias para o mundo do trabalho, tarefas requeridas pelo desenvolvimento economico ora em curso, pautado em processos de globalizacao e na centralidade do conhecimento no setor produtivo.

Abstract: Nous proposons une discussion sur la diversite des outils et arrangements institutionnels qui sont mobilises pour mettre en oeuvre les politiques d'accountability. Nous presentons d'abord les dimensions communes de ces politiques mais aussi la diversite des formes qu'elles revetent dans divers contextes. Nous discutons ensuite les typologies existantes de ces politiques et leurs limites avant de developper notre proposition de typologie evolutive des politiques et instruments d'accountability dans une troisieme section. L'analyse de l'evolution des outils mobilises par les pouvoirs publics nous permet ainsi de cerner ce qui fait la nouveaute des « nouvelles » politiques d'accountability, et d'en degager les significations et les enjeux socio-politiques actuels. Abstract: O trabalho apresenta a expansao da educacao superior privada, a partir da analise de um caso exemplar: o da Universidade Estacio de Sa (Unesa). Para tal, foram analisados dados e documentos do Conselho Federal de Educacao, das associacoes que representam o empresariado da educacao, da Unesa, alem da legislacao pertinente. O texto sistematiza, inicialmente, os rumos privatistas da educacao superior no pais, acompanhando seus movimentos da ditadura militar a denominada "era das consolidacoes". A Unesa e tomada como fio condutor da argumentacao, permitindo discussao aprofundada dos desenvolvimentos contemporâneos do setor, que compreendem: a concentracao institucional, a financeirizacao e a internacionalizacao da educacao superior (Faperj, Capes, Uerj).
