Abstract: The article presents the new national curriculum guidelines for initial and continuing training for teaching professionals in Basic Education, based on the National Council for Education (CNE) decision (CNE/CP 02/2015), as approved by the Plenary Board of the National Education Council, on June 9th, 2015, and approved by MEC (Ministry of Education) on June 24th, 2015. It considers the process of building these new National Curriculum Guidelines - objects of discussion and debate for more than a decade in the National Education Council. This was carried out by a Bicameral Commission which considered the different conceptions and disputes in the field, studies and research on the subject, the legal frameworks highlighting the CF 1988, the LDB and the National Education Plan (2014/214) as well as the resolutions of the National Conference on Education (Conae, 2010 and 2014) - aiming to ensure greater organic structure to the initial and continuing education of basic education teaching professionals.

Abstract: En las ultimas decadas, la Nueva Gestion Publica (NGP) ha penetrado con fuerza en la agenda educativa global. Muchos gobiernos, tanto de paises industrializados como en vias de desarrollo, han introducido medidas de NGP en uno o mas sectores, incluyendo el educativo. En aquellos lugares donde la NGP ha influido de forma mas marcada los procesos de reforma educativa, principios como la autonomia escolar, la rendicion de cuentas, la gestion basada en resultados o la libertad de eleccion de escuela han condicionado como se regulan, proveen y financian los servicios educativos. En este articulo reflexionamos sobre la relacion entre la NGP y la politica educativa y, en concreto, aportamos elementos teoricos y conceptuales para el estudio de dicha tematica desde la perspectiva de la difusion internacional y la re-contextualizacion. Concretamente, las preguntas que estructuran y orientan los contenidos de este articulo son: ?Por que los gobiernos y los policy-makers de diferentes paises adoptan politicas de NGP en el marco de procesos de reforma educativa? ?Que elementos institucionales y politicos median en la transposicion y la re-contextualizacion de las politicas de NGP en el sector educativo? ?Que obstaculos y otras dificultades se asocian a la promulgacion y aplicacion de las ideas de NGP en realidades educativas concretas? Parte de los argumentos presentados en este articulo se basan en los estudios de caso que conforman este monografico sobre NGP y politica educativa y que cubren paises y territorios tan diversos como son la provincia de Buenos Aires, Brasil, Cataluna, Chile, Inglaterra, Francia, Italia, Noruega y Quebec.

Abstract: This article aims to explain how ‒ within an ultra-liberal economy with financial dominance and a semi-private State, that is functionally useful to this economy ‒ the frontier between the public and the private/mercantile spheres is being annulled. It also aims to show how an expansion of higher education is being promoted that remains elitist and highly qualified for a few, on the one side, and as a mass product and of low quality for many, on the other. This calls into question its intended democratization. The interpretation of the data concerning the legal status of the institutions and their respective enrollments, the concentration by area of knowledge, the presence of national and transnational investment funds associated to large companies in the education sector etc., allow the hypothesis that higher education, in Brazil, lives an intense process of transformation of a right into a merchandise.

Abstract: This article discusses the predominance of public management models introduced in Brazil in the 1990s, even with the coming of an opposition government. It also discusses the concept of new public management and its introduction in the Brazilian reality. The focus is on educational management in the federal organization of the country with different political orientations in its administrative spheres, identifying contradictions among the different governments, as well as internally to the federal government. Despite the advances related to the expansion of rights, along with poverty reduction and greater social inclusion, the changes promoted by the "popular-democratic governments" did not break with the previous rationality, introducing a fundamental contradiction in the educational sphere as the social movements that form the political base of these governments bring other realities, conceptions and pedagogical practices.

Abstract: In this paper, I discuss the meanings of education as subjective public right and private good, whose performance is measured by the State. The analysis is focused on the national common core for the curricula, released for public consultation in September 2015. My argument, after bringing out these two meanings, is that they are articulated ‒ creating a normative meaning for curriculum ‒ as they share the antagonism toward the unpredictability of the school daily life. Theoretically, I assume, based on the discursive theory, that the political debate operates to produce order, without being able to erase the social antagonism. From the political point of view, my commitment is to bring out possible directions for curriculum that have been deleted by the articulations in progress.

Abstract: El presente articulo examina las distintas fases en las que se ha edificado el mercado escolar y la nueva gestion publica en Chile, de 1979 a 2009. Este proceso se ha dibujado paulatinamente, transitando de un "mercado salvaje" hacia un mercado preformativo, arbitrado por el Estado, que combina soportes programaticos y curriculares, con una compleja matriz institucional de evaluacion, inspeccion y rendicion de cuentas. La nueva gestion publica (NGP) se consolida como un acuerdo entre las coaliciones de derecha y centroizquierda, comprendido como salvaguardia de las desregulaciones y "fallas" del sistema mercantil. Los cambios no significan la reduccion de un esquema de mercado, sino que mas bien su mantencion y sofisticacion, por medio de nuevos dispositivos de control, diferenciacion y competencia. A partir de la indagacion de los discursos oficiales y escritos de la epoca, el estudio ofrece un analisis de las politicas que tejen el modelo y las narrativas que le dan sustento.

Abstract: This study portrays and discusses the distribution and expansion of higher education in Brazil. The analysis of statistical data, articles, laws and news articles reveals the current scenario: a reduced percentage in the 18 to 24-year-old population attending higher education and the growth in the provision of places, especially in the private higher education system. Our reflection is guided by public policies for the expansion and democratization of higher education, seeking to highlight the main advances. We assume that the biggest challenge for the overall rise of the population's schooling level is the commitment - from the State, the National System of Education and the civil society -, to the improvement of basic public education quality.

Abstract: The purpose of this article is to disseminate the results of a study on the Quality of Work Life (QWL) of professors. The methodology used in the study was a case study carried out in a Brazilian Federal University which originated from the current policy for the expansion of higher education. In this perspective, the Federal University of Tocantins (UFT) was selected as the object of study, due to the fact that it is located in one of the central regions aimed by the expansion policy; it is the institution which has shown the highest growth in the number of teachers and courses among the Federal universities in the Northern Region of the country and it has several campuses (seven in total). The study was carried out during the second half of 2012, when 130 QWL evaluation questionnaires (10-point Likert-type scale) were applied. The SPSS software was used for the treatment of closed questions and the NVivo 10 software for open questions. Finally, the data obtained from the questionnaires were cross-referenced with illness data obtained from SIASS/UFT. The results show that the greater the integration of the professor's life project with the institution, the greater the QWL, even in unfavorable working conditions. On the other hand, the greater the distance of the personal/collective project from the institutional objectives, the lower the QWL. Relational factors have direct implications on the QWL of teachers and the adoption of Policies for Promotion and Support for the permanence of teachers contributes to the reduction of illnesses.

Abstract: La Nueva Gestion Publica (NGP) es un programa de reforma del sector publico que ha inspirado numerosos procesos de reforma educativa a nivel internacional. En el campo de la educacion, la NGP ha cristalizado en politicas como la autonomia de centro, la profesionalizacion de las direcciones escolares, la evaluacion estandarizada y los sistemas de rendicion de cuentas de los docentes. En este articulo se analiza como y por que la NGP ha sido adoptada y re-contextualizada en un escenario educativo del sur de Europa, como es Cataluna. Este articulo muestra que las razones por las que se ha adoptado la NGP en Cataluna no son tan diferentes de las existentes en otros paises en los que estas politicas se han aplicado con anterioridad. Contra-intuitivamente, aunque la NGP es un programa de reforma del sector publico historicamente vinculado a fuerzas conservadoras, en Cataluna, como ocurrio previamente en otros paises del Centro y del Norte de Europa, la NGP ha sido aprobada y regulada con un gobierno de corte socialdemocrata. En todos estos lugares, los socialdemocratas han tendido a aproximarse a los postulados de la NGP como un intento de hacer frente a la crisis de legitimidad del Estado de bienestar y de los servicios publicos en particular. Sin embargo, la reforma educativa de NGP se ha promulgado y regulado de forma irregular en Cataluna. Razones de naturaleza politica, institucional y economica, junto a las multiples representaciones y reinterpretaciones que los policy-makers locales hacen de las politicas de NGP, explican por que estas politicas han seguido una trayectoria que se podria calificar de erratica y a momentos paradojica en el contexto analizado. A nivel empirico, el estudio se basa en, por un lado, entrevistas con responsables politicos y actores clave del sistema educativo catalan y, por el otro, analisis de informes oficiales, comunicados de prensa y marco normativo. El estudio de caso ha sido estructurado siguiendo el metodo del process-tracing, el cual nos ha guiado en la sistematizacion de la informacion recogida en la observacion empirica y nos ha permitido vincular los sucesos clave del proceso politico con su consiguiente impacto en el sistema educativo.

Abstract: Este texto analisa a proposta de avaliacao de competencias socioemocionais - Social and Emotional Non-cognitive Nationwide Assessment (SENNA) - que vem sendo disseminada como consensual e inovadora no Brasil. O artigo explicita controversias; examina os fundamentos do construto Big Five que sustenta a proposta; discute a utilizacao da analise fatorial como base para o estudo da personalidade; problematiza a separacao das dimensoes cognitiva e emocional e contesta a reducao da personalidade a poucos tracos analisaveis separadamente. Diante dos riscos de simplificar a complexidade do desenvolvimento humano e de estigmatizar alunos que nao demonstrem as competencias estipuladas como desejaveis, questiona-se a pertinencia de se assumir tal proposta como politica publica.

Abstract: The article proposes a reflection on the book The Inheritors published in 1964, in France, by Bourdieu and Passeron. The text starts by characterizing the work's social and sociological context, as well as the empirical data that supports the authors' analysis. It continues by dealing with their thesis on the inequalities of access to higher education, disparities in choice of majors and in pathways, as well as the different ways of relating with the legitimate culture and the university world, according to their different social groups. It ends with an examination of the proposal of a "rational pedagogy", defended at the end of the book, as the only possible way to neutralize the action of cultural inheritance over the individuals' schooling destinies.

Abstract: The reform of education in England has been closely associated with a wider programme of new public management focused upon the reform of public services. This article analyses the characteristics of this NPM inspired reform programme as the English education system has moved from a civic-welfarist mode to one in which neo-liberalism has emerged in the ascendancy. Particular attention is paid both to the centralising aspects of reform where there has been a marked increase in central government intervention in education and the decentralising aspects of reform including the creation of schools as business units and the marketization of education more generally. The origins of the reforms are located within a New Right inspired discursive construction of an educational crisis that found later expression in a series of legislative changes that arose from and cemented a cross-politi, nocal party educational consensus that has now endured for over thirty years in this context. The article examines the effects of these NPM reforms on education in England and the continuities and discontinuities between different political administrations as it has moved through successive waves of reform to a new post-NPM period. It concludes that the permanent instability of the English education system can be located within tensions that go to the very heart of the NPM process itself in ways, it is anticipated, that will continue to bedevil a rapidly privatising sector.

Abstract: The article discusses data from an empirical research carried out with fifty higher education students enrolled in private institutions who were awarded scholarships from the University for All Program (ProUni) in Sao Paulo, by establishing a dialogue with reflections present in The Inheritors. Qualitative methodology was used in the analysis of interviews and questionnaires through the articulation of family and working conditions and access and permanence experiences in the for-profit higher education sector in Brazil. The results suggest important differences among three subgroups of scholars (who are either pursuing a bachelor's degree, a teaching licensure or a technologist degree), with marked positive aspects for scholars pursuing a bachelor's degree with regard to their educational background, social and economic origin, cultural conditions as well as access to more prestigious courses and universities.

Ce processus a ete decrit lentement, passant d'un "marche sauvage" a un marche preformatif, dirige par l'Etat combinant des supports programmatiques et scolaires, a un ensemble complexe d'evaluation institutionnelle, d'inspection et de reddition de comptes. La NGP est vue comme un accord entre les coalitions de droite et de centre-gauche, comprise comme une garantie de la dereglementation et de "manque" dans le marche de l'education. Les changements ne representent pas la reduction d'un regime de commercialisation, mais si son entretien et sophistication a travers les nouveaux dispositifs de controle, de differenciation et de competence. A partir des discours et des documents officiels de l'epoque, nous y fournissons une analyse des politiques qui tissent le modele et les recits qui le soutiennent.

Abstract: This paper presents reflections on the principles of educational flexibility and their impact on the quality of teaching-learning proposals for Distance Education (DE). In this research, the Horizon Group ( Grupo Horizonte - Research and Study Group on Innovation in Education, Technologies and Languages) analyzes the space, time and curriculum organization , conceived as the founding elements of flexibility. Being qualiquantitative, the research adopted semi-structured interviews and virtual questionnaires to collect data. A comparative matrix was structured to analyze DE experiences in Brazil and Portugal in order to identify successful flexibility strategies in Portugal that could enrich Brazilian DE. We observed that the Portuguese and Brazilian DE experiences are still seeking greater malleability in the pedagogical model and both are searching for more knowledge on pedagogical flexibility: where (space), when (time) and how(curricular organization) teaching and learning takes place in cyberculture.

Abstract: Qual seria a melhor estrategia de educacao corporal? Esse foi um debate que progressivamente foi se apresentando como importante em um pais que necessitava forjar seus discursos identitarios. Analisar esse debate pode ajudar a melhor compreender os projetos de modernidade em conflito no Brasil das primeiras decadas do seculo XX. Tendo em vista tal consideracao, esse estudo tem por objetivo discutir as defesas e contestacoes a ginastica e aos esportes apresentados em artigos publicados nos periodicos: Educacao Physica e Revista de Educacao Fisica do Exercito. Adotou-se como recorte temporal a decada de 1930, momento crucial tanto no que se refere a construcao de representacoes identitarias sobre o pais quanto no que tange a estruturacao da educacao fisica e do esporte nacional.

Abstract: Este artigo apresenta os resultados parciais de uma pesquisa sobre as caracteristicas sociais dos estudantes da Universidade Federal de Sao Paulo (Unifesp), instituicao de ensino que apresentou expressivo crescimento da matricula nos ultimos dez anos. Os procedimentos incluiram uma analise de dados estatisticos sobre os ingressantes do ano de 2011 e a realizacao de entrevistas com estudantes. O objetivo principal do estudo foi interrogar como antigos padroes de ingresso no ensino superior brasileiro teriam sido preservados ou modificados apos a expansao. Os resultados permitem identificar uma "democratizacao quantitativa" do acesso, mas tambem os significados do ingresso em uma universidade publica na percepcao de estudantes que se beneficiaram dessa recente expansao.

Abstract: This article presents the trajectory (BALL, 1997) of the Quebec education policy called "Gestion axee sur les resultats" (GAR) or "results-based management" implemented since 2000, drawing on the sociology of public action (MULLER, 2000). In order to do this, we study the various "policy narratives" (RADAELLI, 2000) put forward by the policy makers and the stakeholders involved in and affected by the policy. The results of the analysis highlight the layering and hybridization of measures pertaining to different logics, "community-based accountability" and "performative" accountability. The paper argues that there is "neo-statist" recontextualisation of the new public management in the Quebec education policy, which reinforces the place of the State in the management of the education system.

Abstract: This article analyses the relations and mediations between the State and public professional education policies, in order to understand the socioeconomic, political-educational and ideological arguments used to justify the implementation of Pronatec - National Program for Technical Education and Employment Access. This program was created by president Dilma Rousseff's government, based on the assumption that there is a higher demand for professional qualification of adults and young people regarding occupations in the labor market that are required by the socioeconomic sectors in face of the macroeconomic policies which have been implemented in Brazil, and also due to the competitiveness required by economic globalization.

Abstract: La historia de la administracion publica francesa en educacion se encuentra solidamente vinculada al legado napoleonico y al nacimiento de la Tercera Republica. La importancia del legalismo presenta un impacto en la accion de los disenadores de politicas, inspectores y directores de los diferentes niveles jerarquicos, situandoles en posiciones de mando, autoridad y subordinacion. Debido al peso de los servicios publicos y del funcionariado en Francia, es principalmente el Estado quien se esta viendo transformado con algunos efectos sobre el sector de la educacion. Este orden burocratico es hoy dia desafiado por la implementacion de la nueva gestion publica o new public management (NPM). La ley para la modernizacion de las finanzas publicas ha reorganizado el gasto publico en educacion de acuerdo a amplios programas que implementan los 3 principios del NPM: economia, eficiencia, efectividad. Sin embargo, Francia ha desarrollado una rendicion de cuentas carente de mercado educativo. Se trata ademas de un NPM sin demasiada descentralizacion y flexibilidad. Mientras otros sectores implicados en las politicas publicas, como el sanitario, han conocido ya importantes cambios en su organizacion y condiciones de trabajo, el educativo parece adentrarse en una nueva etapa marcada por la reestructuracion de las profesiones relacionadas con la ensenanza. La mejora de la comprension del proyecto de modernizacion y NPM en el sector de la educacion pasa por observar su relacion con algunas transformaciones importantes y globales dentro del Estado central. Abstract: A brief analysis of the new adult education public policy adopted in Portugal after 1999 is made in this article. This discussion is based on elements which have an educational and political nature, more specifically, on the professional profiles of adult educators, according to three public educational policy models. This article discusses empirical data collected in two research projects, by means of semi-structured and open interviews, as well as direct observation of the work carried out by adult educators in their workplaces. These data were the object of content analysis. Final considerations stress the tensions inherent to the work conducted by these practitioners.

Abstract: Since the end of the 1980s the Norwegian education system has gone through major reform, largely influenced by new managerialist ideas. Strategies to renew the public sector were promoted as the new public management (NPM). This paper investigates the way ideas connected to NPM reforms have been introduced and interpreted in the Norwegian education sector. Based on our studies of selected policy documents from the last two decades, we have identified three areas of discursive struggle. The first one is linked to ideologies and the national history of schooling, the second to contested issues of teacher professionalism and the third is associated with strategies for modernising and improving education. A main argument is that NPM reforms changed direction and sped up when Norway was listed among the 'lower-performing' countries according to Pisa and other international tests. Leadership and accountability became the dominant themes in Norwegian education.

Abstract: Que condicoes objetivas orientam os investimentos academicos dos estudantes do ensino superior? O presente artigo discute essa questao apresentando os resultados de uma analise dos recursos sociais e culturais mobilizados pelos estudantes do curso de Pedagogia na construcao de suas trajetorias universitarias. As informacoes foram obtidas por meio de um questionario aplicado a 114 estudantes em vias de conclusao do curso. O artigo aponta a importância da trajetoria escolar pregressa dos investigados (se estudou em escolas publicas ou privadas; se conciliou ou nao estudo e trabalho durante o ensino medio), a religiao declarada pelos estudantes e o tipo de atividade remunerada realizada durante o curso de Pedagogia na constituicao dos diferentes percursos universitarios.
