Abstract: The new standard IEC 60270/FDIS[2000] for partial discharge(PD) measurement has been published in September 2000, which builds up an integral quality assurance system for PD measurement based on the IEC 60060-2[1994] It takes traceability of quantity as its core in order to ensure accuracy of measuring results, comparability and consistency of different instruments and different measuring methods Furthermore it treats digital PD measuring instruments as important as the analogue one except that some additional test items are required This paper discusses the feature of the new standard as well as its influence on PD measuring activity

Abstract: Experiments conducted and contrast analysis have been taken to the repulsion mechanism and permanent magnetic mechanism,and some differences in performance parameters have been obtained.The results show that the repulsion mechanism has good performances in energizing time,initial acceleration and average velocity.The experimental results give a good guidance to the operation mechanism design of high-voltage switch.

Abstract: In this paper, an improved closing strategy is proposed and applied in restraining inrush currents when energizing no-load Y0 /Δ power transformer. It uses a combination of series resistor insertion and controlled closing technology. Considering the effects of residual flux to inrush transient, the grounding resistor connected to the transformer neutral point is used to restrain the inrush transient of the first closeing phase and then a "delayed closing-strategy" is employed to reduce the inrush current magnitude of the last two phases. The simulation by EMTP indicates that the strategy would restrain the inrush transient efficiently when the residual flux can't be measured.

Abstract: This paper reviews the development of mechanical fault vibration diagnosis of high-voltage circuit breakers during the past decade.It analyzes comprehensively the vibration signal feature extraction and fault identification methods of mechanical fault in detail.It also proposes the trend of vibration diagnosis technology for mechanical fault diagnosis of high-voltage circuit breakers,and builds the foundation for further studies.

Abstract: Power cables are widely used in urban power systems and have experienced the process from OF Cable to XLPE cable. With the increasing demands for electrical energy,energy transmission voltages of cable system are also increasing. Today,the operation voltage of extruded transmission power cables has increased to 500 kV. Recently,because of the excellent properties of XLPE cable,more and more countries have tendency to adopt XLPE cables,thereby paying special attention to the security operation of cable system is very necessary. In this paper,recent research status home and abroad of the techniques of power cables and accessories are reviewed,and possible trends of development of cable techniques have been stated.
