Abstract: Uncertainty is of paramount importance in modern day decision making. In response to this, it has been suggested that policy analysts have to be more careful in communicating the uncertainties that are inherent in policy advice. To support policy analysts in identifying uncertainties and communicating these uncertainties to decision makers, an uncertainty matrix was proposed by Walker et al. (2003), which synthesised various taxonomies, frameworks and typologies of uncertainties from different decision support fields. Since its publication, this framework has been applied to different domains. As a result, the framework has undergone changes resulting in a proliferation of uncertainty frameworks. This proliferation runs counter to the purpose of the original framework. This paper presents an extensive review of the literature that builds on Walker et al. (2003). In light of this, a synthesis is presented, which can be used to assess and communicate uncertainties in model-based policy analysis studies.

Abstract: Complex technological systems like telecom, energy and transport infrastructures are subject to institutional (re)design. Institutions concern different levels of analysis like laws and regulations as well as contracts and organisations which regulate and coordinate the behaviour of actors in complex networks. In relation to technological and process design, we discuss how efficient and effective institutions can be designed according to structure behaviour in such a way that socially desired objectives are realised. After analysing the stabilising and instrumental role of institutions, we introduce a four-layer model, which offers the building blocks for identifying the steps to be considered in processes of institutional design. After having discussed the constraints in designing institutions, we present a generic model meant to be helpful in structuring the process of designing institutions in complex technological systems.

Abstract: The purpose of this paper is to analyse the relationship between public and private research expenditures since can provide main information to policy makers to improve the economic performance of country. Data from Eurostat are used. The methodology applies econometric models based on regression analyses. The main results are: public research and development (R&D) expenditure is a complement for private R&D one but the latter has to be higher than the former to be a determinant for productivity growth of countries. These results can be affected by several factors concerning the structure and specificity of National System of Innovation. In addition, this research shows that the composition of public and private magnitude of national investment in research depends on the size and level of country development.

Abstract: Today, many organisations are concerned with how to successfully transition to organisations utilising information technology to its fullest strategic extent. It has become widely recognised that an organisation's enterprise architecture plays a key role in the transition and many organisations are now investing significant amounts of resources into developing or improving their enterprise architecture. From a functional perspective, an enterprise architecture explains how all the information technology elements in an organisation – systems, processes, organisations, and people – work together as a whole. For an organisation to continue to justify expending resources on enterprise architecture, it must be able to show positive effects of enterprise architecture efforts. However, demonstrating the positive effects of enterprise architecture is difficult because it is always changing and its effects cannot be directly or easily measured. There are a number of methods for demonstrating effectiveness of enterprise architecture. These include developing measures of effectiveness for the enterprise architecture based on critical operational issues or objectives of the enterprise architecture. This paper discusses these methods and suggests strategies for measuring the effectiveness of enterprise architectures.
