Abstract: * Ms. Chizeck holds an M. A. in East Asian Studies from Stanford University 1972, and an M.A. in Sociology from Princeton University, 1974. Since 1976, she has been executive assistant for a research programme on development studies, Woodrow Wilson School of Public and International Affairs, Princeton University. Miss Chizeck, at present, is a Ph.D. student in the Graduate School of Social Work, Rutgers University. HERE is a wealth of material on the T People’s Republic of China (PRC) in English. Materials dealing specifically with social welfare issues are not as common, and found in diverse sources under diverse headings. One problem, of course, is deciding just what comes under the heading of social: welfare and how far into talngential fie,lds one is willing to go to look four it. One can find a paragraph or two dealing with some aspect of sociol welfare in almost any article or book dealing wi,th the PRC, but for those with specialized interests wading through such masses of materials would be an inefficient use of time. Therefore I have tried to incl’ude only major works distinctly dealing with social wel’fare and related topics, and also to incl:ude only representative works when there is much repetition of the same information in different sources, emphasizing more recent works over older ones. Therefore, in this paper I am assu~ming the desirability and feasibitity of such participation and am moving on to consider of-her matters, such as: What structures are necessary to promote participation? What other structural changes, for example in government decision making channels, are required in order to m.ake use of the people’s input?.

Thus, family planning assistance has become a standard component of public health and welfare services. The intent of the movement has been well realized in the government-supported maternity and infant care program designed to serve mothers and children of low-income families.
