Abstract: Much has been said and written about Western influence on socicrl work education throughout the developing world, and this influences has indeed been considerable. Through the United Nations social’ welfare advisory services program and bi-lateral technical assistance activities, western educators were widely used after the second war to start or improve schools of social work in Asia and, to o lesser extent, in Africa and Latin America. American educators were recruited to introduce new areas of study (primarily casework) into establishes schools in Europe and Latin America, and tended to serve as role models for scores of foreign students who flocked to the United States to obtain what they and the world regorded as the ultimate in professional education for social work. Abstract: The paper first summarises the policy issues that have preoccupied governments and theorists alike: what should be the relative tax/benefit treatment of parents and childless couples at various income levels and what are the best methods to achieve this differential treatment (tax allowances, tax credits or cash transfers or some combination of these instruments) ? It then describes the instruments actually used in practice in OECD member countries under tax and transfer systems. Finally, it illustrates the results of the interaction of the various instruments by comparing what happens in practice to the disposable income of parents and childless couples at two different income levels.5

Abstract: The author was recently invited by the Chinese Association for Friendship with Foreign Countries to visit China on a special U.S.-China Relations Tour. One of the most impressive characteristics of the visit was the impact that the social system has upon individuals in China. Consequently, China's human services structure is designed to cooperate in the building of a strong, socialist state. This article is an attempt to briefly discuss four significant social policy areas in the Peoples Republic of China. These policy areas include: marriage and family; family planning; child care, and health care. These particular social policy areas will have a major influence as to whether China will have the domestic resources in order to achieve its goal of the four modernizations (agriculture, industry, national defense and science and technology). For those of us who perceive ourselves as world citizens, China should be of special interest because it now cares for over one-fifth of the total world population.

Abstract: One of the changes brought about by the increasing employment of women outside the home is the demand for both custodial and developmental care for their pre-school age children 1. The demand situation for extra-maternal child care in Nigeria seems to be aggravated by the gradual erosion of the traditional resources for extramaternal childcare such as the community of friends and relations, hired nursemaids and servants, and the inadequate provision of extrafamilial institutions such as nurseries and daycare centres. Rather than quantify the demand for extramaternal care for children, this study assesses the childcare arrangements of working mothers and inquires into the existing resources for meeting this demand both within and outside the household. Abstract: The increase in the need for social services and the decrease in available resources may intensify the conflict between professional and organizational loyalties of social workers. Unless this conflict is resolved social workers will remain frustrated and uncooperative. The paper suggests the continuing seminar as a framework for action research and training.
