Abstract: The beggar-donor relationship raises a wide range of social and moral issues, and the study of begging can provide an interesting perspective on social structure and the impact of social welfare policies. This article discusses these issues by analyzing the practice of begging in the city of Cali, Colombia, by reviewing the portrayals of begging in the local press, by presenting six case studies of individual beggars, and by discussing the roles and functioning of the various social welfare institutions which receive beggars. The numerical significance and level of organization of begging are usually exaggerated in the local press and other communications media, and the sensationalized popular image of begging is used to justify repressive policies towards beggars. Contrary to such images, begging is shown to be relatively small-scale and atomistic, and beggars are generally severely disadvantaged and usually have very low incomes. Abstract: This paper discusses the 'caring' and 'controlling' aspects of social workers' roles and some ways in which role conflict and ambiguity are dealt with in client-social worker interaction. The ways in which individuals interpret each other's behaviour and reveal their motives and the meanings of their communications are considered and some studies of client-social worker relationships are reviewed. Practitioners' perspectives on social work are examined with reference to certain aspects of the relationship between probation officers and their clients. A study of the views of one hundred probationers and their officers is reported: it was found that a large number of probationers saw 'care' and 'control' as complementary. For probation officers the dual function was regarded as problematic: their ways of dealing with this role conflict and dissonance are described and discussed. The unprecedented increase in the involuntary movement of individuals and families across national boundaries most often due to political oppression is more marked during the last quarter of this century. Despite the magnitude and the reality of the refugee problem the response of the international community to this very human situation has been fragmented, conflicted and crisis oriented. The response of international agencies and national governments to the predicament oi the &dquo;boat people&dquo; in recent years, illustrates the severe limitations of current policies and approaches pertaining to refugees. Abstract: A new approach to admissions decision making in schools of social work was developed by using decision tables. Existing admission policies were explicated and specific admissions requirements were developed for five types of applicants. The initial goal of reducing faculty time spent on reviewing applications was achieved and an important by-product is greater consistency in the decisions. Explicitness of the decision elements clarifies policy and facilitates analysis and research. Decision tables are amenable to manual or computer applications.
