Abstract: We like to talk about the evaluation of management training as if it were "a riddle wrapped inside an enigma." The riddle would seem to be, What do managers think about management education? and the enigma, How appropriate is it to "measure" the value of training by means of managerial opinions? In other words, we seem uncertain about the methodology of evaluation (criteria, units of measurement, range of generalizations). If this is our approach, we are fooling ourselves to some extent; for the methodology of evaluation has been fairly well advanced for a good many years (1), not least in the area of management training. As amply demonstrated by Campbell and others (2) in their summary of the methodology of evaluation of training, significant and lasting contributions to the solution of these problems date back to the late 1940s and mid-' 50s.
