Abstract: By 2050, global livestock production is expected to double—growing faster than any other agricultural sub-sector—with most of this increase taking place in the developing world. As the United Nation’s four-hundred-page report, Livestock’s Long Shadow: Environmental Issues and Options, documents, livestock production is now one of three most significant contributors to environmental problems, leading to increased greenhouse gas emissions, land degradation, water pollution, and increased health problems. The paper draws on the UN report as well as a flurry of other recently published studies in order to demonstrate the effect of intensive livestock production on global warming and on people’s health. The paper’s goal is to outline the problems caused by intensive livestock farming and analyze a number of possible solutions, including legislative changes and stricter regulations, community mobilizing, and consumers choosing to decrease their demand for animal products.

Abstract: This article examines the diversity of food networks that fit within the alternative food system of the United States. While farmers' markets, community supported agriculture schemes, and corporate organic food markets all fit within the alternative food system, they differ greatly in the conventions and beliefs that they represent. The alternative food system has divided into two movements: corporate, weak alternative food networks; and local, strong alternative food networks. The weak corporate version focuses on protecting the environment; however, it neglects issues concerning labor standards, animal welfare, rural communities, small-scale farmers, and human health. Local, strong alternative food networks not only assure environmental protection, but they also address the issues that weak alternatives neglect. Using three case studies from the Washington, D.C. metro area, the author explains that strong alternative food networks are better suited to create social and political change because they challenge the foundations of the conventional food system: standardized and generic products, price-based competition, consolidated power, and global scale. To affect true social and political change in the United States, the author recommends supporting strong alternative food networks by creating the requisite cultural and political space for them to succeed.

Abstract: The actions performed by individuals, as consumers and citizens, have aggregate negative consequences for the environment. The question asked in this paper is to what extent it is reasonable to hold individuals and institutions responsible for environmental problems. A distinction is made between backward-looking and forward-looking responsibility. Previously, individuals were not seen as being responsible for environmental problems, but an idea that is now sometimes implicitly or explicitly embraced in the public debate on environmental problems is that individuals are appropriate targets for blame when they perform actions that are harmful to the environment. This idea is criticized in this paper. It is argued that instead of blaming individuals for performing actions that are not environmentally friendly we should ascribe forward-looking responsibility to individuals, a notion that focuses more on capacity and resources than causation and blameworthiness. Furthermore, it is important to emphasize that a great share of forward-looking responsibility should also be ascribed to institutional agents, primarily governments and corporations. The urge to ascribe forward-looking responsibility to institutional agents is motivated by the efficiency aim of responsibility distributions. Simply put, if responsibility is ascribed to governments and corporations there is a better chance of creating a society in which the opportunities to act in an environmentally friendly way increase.

Abstract: Industrial shrimp farming has been promoted by international development and financial institutions in coastal indebted poor countries as a way to obtain foreign exchange earnings, reimburse external debt, and promote development. The promotion of the shrimp industry is a clear example of a more general trend of support of export-oriented primary products, consisting in monocultures of commodities, as opposed to the promotion of more diverse, traditional production directed to feed the local population. In general, it is assumed that export-oriented aquaculture and agriculture, in a framework of liberalization policies, facilitates economic growth and this is associated with poverty reduction and the improvement of food security. However, it has been shown that the promotion of export-oriented production, mostly in the hands of big corporations, can have detrimental consequences for the livelihoods of local populations and the environment. As a result, international institutions, NGOs, and the industry aim to minimize these impacts by promoting sustainable export-oriented production. But some impacts may remain, since the main issue is the primary focus on international deregulated markets and the search for cheap primary products. To illustrate the relationships between the mainstream concept of development, the environmental and social impact of industrial farming systems, and the promotion of export-oriented production in developing countries, this article analyzes the case of the shrimp aquaculture industry.

Abstract: EurepGAP is a pioneering field level food safety protocol called ‘good agricultural practices’ currently exercising influence over the global food quality assurance system. Developed by a consortium of major European retailers, this private standard enforces codes of conduct that address issues of health and safety for producers and consumers, as well as working conditions and environmental management on the farmland. Despite various merits and benefits that the standard is premised to offer, the institutional design gives a financial edge to powerful large farms and exporters while diminishing opportunities for smaller growers and exporters to remain in the profitable agricultural export sector of the Global South. This paper explores the institutional origin and evolution of EurepGAP, discusses entry barriers and risks that EurepGAP imposes on the global value chain stakeholders, as well as the ethical implications from broader theoretical perspectives. Subsequently, it examines the evolving nature of a new trend in the fresh fruit and vegetable sector, i.e., the rise of public GAP standards. Promoted by some governments in the Global South, these GAP standards emphasize support for horizontal partnerships among value chain stakeholders, farmer participation, and less capital-intensive agricultural innovations. The paper argues that, within certain limitations, these GAP standards have the potential to be the major alternative GAP approach by encouraging a much broader inclusion of small-scale producers towards the attainment of various social, economic, and environmental benefits.

Abstract: As environmental and conservation efforts increasingly turn towards agricultural landscapes, it is important to understand how land management decisions are made by agricultural producers. While previous studies have explored producer decision-making, many fail to recognize the importance of external structural influences. This paper uses a case study to explore how consolidated markets and increasing corporate power in the food system can constrain producer choice and create ethical dilemmas over land management. Crop growers in the Central Coast region of California face conflicting demands regarding environmental quality and industry imposed food safety standards. A mail survey and personal interviews were used to explore growers' perceptions and actions regarding these demands. Results indicate that in many cases growers face serious ethical dilemmas and feel pressured by large processing and retail firms to adopt measures they find environmentally destructive and unethical. Future strategies to address environmental issues on agricultural landscapes should consider the economic constraints producers face and the role of large firms in creating production standards.

Abstract: Developmental states are criticized for rapid “industrialization without enlightenment.” In the last 30 years, China’s breathtaking growth has been achieved at a high environmental and food safety cost. This article, utilizing a recent survey of China’s livestock industry, illustrates the initiating role of China’s developmental state in the exponential expansion of the country’s livestock production. The enthusiastic response of the livestock industry to the many state policy incentives has made China the world’s biggest animal farming nation. Shortage of meat and dairy supply is history. Yet, the Chinese government is facing new challenges of no less a threat to political stability. Production intensification has created a welfare crisis impacting the world’s biggest number of farm animals. The resulting food safety incidents are affecting consumer confidence and health. Untreated waste contributes to the nation’s environmental degradation. Developmental states may have a proud record of growth in the initial stage of industrialization. Their prospects for sustained development have long been questioned. China has come to an important juncture to march towards a sustained development.

Abstract: This paper examines the identity of Asian swamp buffalo (Bubalus bubalis) from different value orientations. Buffalo were introduced into Northern (Top End) Australia in the early nineteenth century. A team of transdisciplinary researchers, including an ethicist, has been engaged in field research on feral buffalo in Arnhem Land over the past three years. Using historical documents, literature review, field observations, interviews with key informants, and interaction with the Indigenous land owners, an understanding of the diverse views on the scientific, cultural, and economic significance of buffalo was obtained. While the diverse stakeholders in buffalo exploitation and management have historically delivered divergent value orientations on the nature of the human-buffalo relationship, we argue that over time there is the possibility of values and ethical convergence. Such convergence is possible via transdisciplinary and transcultural agreement on the value stances that constitute the construction of the being or identity of buffalo in the face of the overwhelming need to manage population density and gross numbers.

Abstract: The conditions of life of many companion animals and the rate at which they are surrendered to shelters raise many ethical issues. What duties do we have towards the dogs that live in our society? To suggest answers to these questions, I first give four possible ways of looking at the relationship between man and dog: master-slave, employer-worker, parent-child, and friend-friend. I argue that the morally acceptable relationships are of a different kind but bears family resemblances to the latter three. As dogs are beings with an interest in their wellbeing, society has certain duties towards the dogs, which can be translated in legislation. But human beings also have special respon- sibilities towards the dogs they take into their care. Such responsibilities entail caring for their emotional and physical welfare, but also ensuring a bond of trust, which should not easily be broken.

Abstract: China is currently experiencing rapid economic growth. The price of this, however, is environment pollution. Many Chinese corporations are lacking in corporate environmental responsibility (CER). Therefore, this study employs data from Chinese and multinational corporations to identify why Chinese corporations seldom engage in CER by investigating their motivations and stakeholders. The results show that the most important reason why Chinese corporations do not engage in CER is the fact that their competitive strategy of cost cutting makes them limited in resources, such as money, employees, information, or added value. Further study implies that Chinese corporations face more survival pressure, though they are willing to take environmental responsibilities as multinational corporations do. The results also imply that government and social surroundings can play an important role to arouse CER consciousness of Chinese corporations in all stakeholders. Consequently, Chinese government has a heavy duty to promote corporations to respond to their CER in the long run.

Abstract: As the issue of food safety became one of the important public agenda, consumer concern for food safety became the general public concern. The Korea U.S. Free Trade Agreement (KORUS FTA) completion allowing import of U.S. beef to Korea has turned into a massive public uproar and a series of demonstrations, revealing widespread concerns on the part of Korean producers and consumers about government food safety regulations and mishandling of the beef trade requirement. The mishandling of public concerns for BSE on U.S. beef import by the administrators led to a breakdown of the relationship between the public and the government and a loss of consumer confidence in Korea’s food safety system. The KORUS FTA beef crisis raised the issues of government accountability and the importance of understanding moral and ethical aspects of food safety management that pose perceived risk for BSE by the Korean citizen. The aim of this paper is to address the importance of understanding consumer concerns, food ethics and of appropriate risk communication in dealing with politically and publically sensitive food safety issues. This is achieved by assessing the factors that contributed to the conflict between the Korean government and the Korean public over the KORUS FTA beef agreement.

Abstract: In this paper, we present and defend the theoretical framework of an empirical model to describe people’s fundamental moral attitudes (FMAs) to animals, the stratification of FMAs in society and the role of FMAs in judgment on the culling of healthy animals in an animal disease epidemic. We used philosophical animal ethics theories to understand the moral basis of FMA convictions. Moreover, these theories provide us with a moral language for communication between animal ethics, FMAs, and public debates. We defend that FMA is a two-layered concept. The first layer consists of deeply felt convictions about animals. The second layer consists of convictions derived from the first layer to serve as arguments in a debate on animal issues. In a debate, the latter convictions are variable, depending on the animal issue in a specific context, time, and place. This variability facilitates finding common ground in an animal issue between actors with opposing convictions.

Abstract: Up to now, several scientific works have noted that the organic sector resembles more and more conventional farming’s structures, what is widely known as the “conventionalization” thesis. This phenomenon constitutes an area of conflict between organic farming’s original vision and its current reality and raises ethical and social questions concerning the structure of agricultural systems of production and their interactions with the socio-economic and natural environment. The main issue of this dialogue is the concept of sustainable agriculture, which for scientists and policymakers is a means to express their vision of a better agriculture. In this article we focus on agricultural sustainability in the context of capitalist production as conducted by the two subsystems of agro-industrial system. As we have proposed in this article, the relationship between organic agriculture, defined by two essential components (prevention and direct marketing), and the agro-industrial complex, defined by two subsystems, indicates the degree of agricultural sustainability. The investigation of this relationship can be extremely useful as it may lead those involved in the discussion of sustainability to identify the key aspects of sustainable agriculture. In order to investigate the interaction of organic farming with the agro-industrial complex, a survey was conducted in Central Macedonia, Northern Greece, involving local organic farms. The results of our study indicate that a large proportion of organic producers did not differ substantially from their counterparts in conventional agriculture in so far as their relationship with the agro-industrial complex is concerned. Finally, this research highlights two scenarios for the evolution of organic farming. The first is the full absorption of organic farming to the existing economic system and the second one is the development of organic farming in a radically opposite direction to conventional farming.

Abstract: It has become increasingly clear that the use of antibiotics in conventionally raised livestock contributes to the emergence of antibiotic-resistant bacteria. In this paper, I argue that the harm principle of classical liberalism should guide agricultural policy in general, and the regulation of antibiotics in livestock in particular. After developing an interpretation of the harm principle, and framing the choice to produce and consume animals treated with antibiotics as a classic prisoner's dilemma, I consider some policy responses to the problem, including a ban on the non-therapeutic use of antibiotics.

Abstract: In this paper, I provide some evidence for the view that a common charge against those who adopt vegetarianism is that they would be sentimental. I argue that this charge is pressed frequently by those who adopt moral absolutism, a position that I reject, before exploring the question if vegetarianism might make sense. I discuss three concerns that might motivate those who adopt vegetarian diets, including a concern with the human health and environmental costs of some alternative diets, a concern about inflicting pain on animals, and a concern with the killing of animals. While I argue that vegetarianism does not make sense in some situations, I hope that this paper shows that there are many good reasons why the adoption of vegetarian, and—even more so—vegan diets might be appropriate in some situations. In carving out this position, I focus primarily on the question whether a morally relevant distinction between the killing of plants and the killing of animals should be made. I engage primarily with the views of two of the most prominent authors on this issue, arguing that neither Peter Singer nor Tom Regan provide a satisfactory account on the ethics of killing nonhuman organisms. Two views are challenged in particular, the view that relatively simple animals such as molluscs, as well as plants, lack awareness, and the view that animals without a preference to continue living stand to lose little or nothing by being killed. I provide some evidence to support the claim that many share my view that it is more problematic to kill animals than to kill plants, before analyzing why some suppress the negative feelings they associate with killing animals. By exploring these issues I hope to shed some light on the issue of whether the feelings of those who adopt vegetarianism are sentimental or make sense, and to stimulate reflection amongst those with an interest in food ethics.

Abstract: Debates on the role of biotechnology in food production are beset with notorious ambiguities. This already applies to the term “biotechnology” itself. Does it refer to the use and modification of living organisms in general, or rather to a specific set of technologies developed quite recently in the form of bioengineering and genetic modification? No less ambiguous are discussions concerning the question to what extent biotechnology must be regarded as “unnatural.” In this article it will be argued that, in order to disentangle some of the ambiguities involved, we have to broaden the temporal horizon of the debate. Ideas about biotechniques and naturalness have evolved in various socio-historical contexts and their historical origins will determine to a considerable extent their actual meaning and use in contemporary deliberations. For this purpose, a comprehensive timetable is developed, beginning with the Neolithic revolution ~10,000 years ago (resulting in the emergence of agriculture and the Common Human Pattern) up to the biotech revolution as it has evolved from the 1970s onwards—sometimes referred to as a second “Genesis.” The concept of nature that emerged in the context of the “Common Human Pattern” differs considerably from traditional philosophical concepts of nature (such as coined by Aristotle), as well as from the scientific view of nature conveyed by the contemporary life sciences. A clarification of these different historical backdrops will allow us to understand and elucidate the conceptual ambiguities that are at work in contemporary debates on biotechnology and the place of human beings in nature.

Abstract: The principles of organic farming espouse a holistic approach to agriculture that promotes sustainable and harmonious relationships amongst the natural environment, plants, and animals, as well as regard for animals’ physiological and behavioral needs. However, open aquaculture systems—both organic and conventional—present unresolved and significant challenges to the welfare of farmed and wild fish, as well as other wildlife, and to environmental integrity, due to water quality issues, escapes, parasites, predator control, and feed-source sustainability. Without addressing these issues, it is unlikely that open net-pen aquaculture production can be compatible with the principles inherent to organic farming.

Abstract: In their fine paper, Evans et al. (2009) discuss the proposition that invasive non-native species (INS) are harmful. The question to ask is, “Harmful to whom?” Pathogens that make people sick and pests that damage their property—crops, for example—cause harms of kinds long understood in common law and recognized by public agencies. The concept of “harm to the environment,” in contrast, has no standing in common law or legislation, no meaning for any empirical science, and no basis in a political consensus other than might be drawn from the Endangered Species Act. As a generalization, the proposition that INS cause “environmental harm”—since this concept is empty of legal, scientific, and political meaning—must rest on definition, diktat, or diatribe. As Evans et al. suggest, however, the idea of “harm to the environment” is not always and certainly need not be arbitrary; it might gather significance in the context of a particular place through a political process that weighs economic concerns with cultural, religious, aesthetic, and other relevant beliefs, practices, and commitments that people who care about that place present. It is not clear, however, that adaptive management, which Evens et al. propose, will provide that democratic political process.

Abstract: Although contract sugarcane farming is the most dominant and popular land use among farmers in Nzoia Sugarbelt, results from a 2007 study suggests that the intended goal of increasing farmers’ incomes seems to have failed. With a mean monthly income of Kenya Shillings 723 (US $ 10) from an average cane acreage of 0.38 hectares, it would be difficult for a household of eight family members to meet their basic needs and lead a decent life. Analysis of farmer statements showed that up to 86% of the changes in net income were significantly determined by six cost variables as a group (i.e., acreage, tillage costs, seedcane costs, transport costs, yield, and farmer’s education level). Area under sugarcane had the greatest influence on net income whereby an increase in one hectare under cane would result in an increase of Kenya Shillings 110,427 in net income (per crop cycle of 21 months), holding other variables constant. This translates into Kenya shillings 5,258 per month (or 175 per day per household, or for a family of eight people—KES 22 or US $ 0.3) per member, which is far below the international standard of absolute poverty. Key net income depressors were tillage, seedcane, and transportation costs, all of which were determined by the company with no input from farmers. To bridge income gaps between the company and farmers in favor of sustainable community livelihoods, this paper argues strongly for the need to institutionalize Corporate Social Responsibility within the daily operations of the company particularly to address net-income depressors. Ten key building blocks for such a policy for Nzoia Sugar Company are suggested, based on farmers’ responses and ethical considerations.

Abstract: The cause of poor welfare in broilers is multifactorial, but genotype is a major contributor. Modern broilers have been bred for rapid growth, and this leads to increases in lameness and ascites as the legs and hearts of the heavier birds find it difficult to cope with the extra demands placed on them. Visible lameness indicative of pain is more common in New Zealand than in Europe. The government, however, insists that New Zealand welfare standards are higher than Europe. The government also appears to have a strong antipathy to those demanding better welfare for broilers. Reasons for this antipathy and disparities between government statements and research results are discussed. Government publications reveal that animal welfare is seen as a question of image for market access and that there is little concern with animal welfare as an ethical imperative for its own sake. The Animal Welfare Act in theory makes it an offence to ill treat an animal, but in practice allows exemptions for industrial agriculture. The interests of animals may be better protected by an independent animal welfare advisory service.

Abstract: The process of risk assessment of biotechnologies, such as genetically modified organisms (GMOs), has normative dimensions. However, the US' Food and Drug Administration (FDA) seems committed to the idea that such evaluations are objective. This essay makes the case that the agency's regulatory approach should be changed such that the public is involved in deciding any ethical or social questions that might arise during risk assessment of GMOs. It is argued that, in the US, neither aggregative nor deliberative (representative) democracy ought to be used to make such determinations. Instead, participatory (deliberative) democracy should be the means by which members of the polity decide which normative concerns ought to underlie FDA's assessment of GMOs. This paper uses a hypothetical case involving a new GM seed to make that argument.

Abstract: In this paper I critique two popular, non-scientific attitudes toward genetically engineered foods. In doing so, I will be employing the concepts of ambiguity, purity/impurity, control/resistance, and unity/diversity as developed by Latina feminist metaphysicians. I begin by casting a critical eye toward a specific anti-biotech account of transgenic food crops, an account that I will argue relies on an anti-feminist metaphysics. I then cast that same critical eye toward a specific pro-biotech account, arguing that it also relies on such an anti-feminist metaphysics. I will argue further that this metaphysics yields a less accurate account of genetics. I end by arguing that if we adopt a Latina feminist metaphysics we can more accurately understand plants, genetics, and genetic engineering.

Abstract: European animal disease policy seems to find its justification in a “harm to other” principle. Limiting the freedom of animal keepers—e.g., by culling their animals—is justified by the aim to prevent harm, i.e., the spreading of the disease. The picture, however, is more complicated. Both during the control of outbreaks and in the prevention of notifiable, animal diseases the government is confronted with conflicting claims of stakeholders who anticipate running a risk to be harmed by each other, and who ask for government intervention. In this paper, we first argue that in a policy that aims to prevent animal diseases, the focus shifts from limiting “harm” to weighing conflicting claims with respect to “risks of harm.” Therefore, we claim that the harm principle is no longer a sufficient justification for governmental intervention in animal disease prevention. A policy that has to deal with and distribute conflicting risks of harm needs additional value assumptions that guide this process of assessment and distribution. We show that currently, policies are based on assumptions that are mainly economic considerations. In order to show the limitations of these considerations, we use the interests and position of keepers of backyard animals as an example. Based on the problems they faced during and after the recent outbreaks, we defend the thesis that in order to develop a sustainable animal disease policy other than economic assumptions need to be taken into account.

Abstract: Livestock production in both industrial systems, where livestock are packed tightly together, and in highly traditional systems, where a shepherd follows her herd in dispersed rangelands, are cited as key contributors in some of the most acute environmental problems around the globe. Israel is one of the few countries where both of these systems exist, with surprisingly little contact between them. The environmental impact of the sectors were examined along with Israel’s public policies in the field. While historically, much attention has been placed on the contribution of the Bedouin pastoralists to desertification and erosion, this may be linked to historic misapprehension about actual impacts of goats on local rangelands as well as political motivations and concerns about losing national sovereignty over large areas of rangelands. The true environmental effects appear to be minor. A far more critical concern is water pollution caused by the industrial sector of livestock production—an issue that recently has attracted considerable government attention and investment in a successful dairy infrastructure initiative. The divisions between governmental supports for the Jewish and Arab sectors of livestock management are inconsistent with efficient environmental management. Policies should be designed to encourage Bedouin to find ways to sustainably continue their traditional livestock husbandry practises, which today are largely associated with ecological benefits and constitute a unique cultural asset for Israel and the world.

Abstract: Evans et al. (Journal of Agricultural and Environmental Ethics, 2008) have attempted to enmesh me in their dispute with the Florida Bureau of Invasive Plant Management about a specific system, Kings Bay/Crystal River. In so doing, they repeatedly mischaracterize my positions in order to depict, incorrectly, invasion biology as monolithic and me as a representative of one extreme of a false dichotomy about management of introduced species. In addition, they introduce an issue irrelevant in this case (extinctions) and cite incorrect data. Proposing to manage people, manatees, introduced plants, and cyanobacteria in Kings Bay by participative adaptive management, they ignore the fact that living organisms can both disperse autonomously and hitchhike. Finally, they present few details on any aspect of their management proposal and do not address the myriad problems that have beset previous attempts at scientific adaptive management, especially at large scales. Until such a management approach is fleshed out and implemented, it is impossible to assess its validity for Kings Bay, and it is very premature to suggest it as a general model for dealing with invasive species disputes.

Abstract: The ethics of food and agriculture is confronted with enormous challenges. Scientific developments in the food sciences promise to be dramatic; the concept of life sciences, that comprises the integral connection between the biological sciences, the medical sciences and the agricultural sciences, got a broad start with the genetic revolution. In the mean time, society, i.e., consumers, producers, farmers, policymakers, etc, raised lots of intriguing questions about the implications and presuppositions of this revolution, taking into account not only scientific developments, but societal as well. If so many things with respect to food and our food diet will change, will our food still be safe? Will it be produced under animal friendly conditions of husbandry and what will our definition of animal welfare be under these conditions? Will food production be sustainable and environmentally healthy? Will production consider the interest of the worst off and the small farmers? How will globalisation and liberalization of markets influence local and regional food production and consumption patterns? How will all these developments influence the rural areas and what values and policies are ethically sound? All these questions raise fundamental and broad ethical issues and require enormous ethical theorizing to be approached fruitfully. Ethical reflection on criteria of animal welfare, sustainability, liveability of the rural areas, biotechnology, policies and all the interconnections is inevitable. Library of Environmental, Agricultural and Food Ethics contributes to a sound, pluralistic and argumentative food and agricultural ethics. It brings together the most important and relevant voices in the field; by providing a platform for theoretical and practical contributors with respect to research and education on all levels.

Abstract: Elizabeth Anderson’s “pluralist–expressivist” value theory, an alternative to the understanding of value and rationality underlying the “rational actor” model of human behavior, provides rich resources for addressing questions of environmental and animal ethics. It is particularly well-suited to help us think about the ethics of commodification, as I demonstrate in this critique of the pet trade. I argue that Anderson’s approach identifies the proper grounds for criticizing the commodification of animals, and directs our attention to the importance of maintaining social practices and institutions that respect the social meanings of animals. Her theory alone, however, does not adequately address the role of the state in this project. Drawing on social contract theory to fill this gap, I conclude that the state’s role in regulating the pet trade should be limited to ensuring the welfare of animals in the stream of commerce, not prohibiting their mass marketing altogether.
