Abstract: or claims; and limited by date. Pre-grant publication of patent applications, a new information product since spring of 2001, can be searched in the same way. In addition to searching patents by field and patent number, the agency offers searching by U.S. Patent Classification (http://www.uspto.gov/go/ classification/). This system has been in use for over 100 years, but has been subject to nearly constant revision and amendment to keep it up to date. A classification search offers the advantage of bringing together patents that have specific features in common, regardless of the language used to describe those features, which is a challenge when searching by keyword. Once a class and subclass are selected, the system provides a complete and current list of all patents associated with that classification. Abstract: Searching for information on foreign patents has always been a difficult task, especially before the advent of computer technology. Prior to the Internet becoming easily accessible for the average person, there were very few options available. The Derwent World Patents Index was probably the most used resource, but it is an expensive system, usually requires an experienced searcher, and is only available through subscriber-based online systems like Dialog. With the advance of the World Wide Web and recent improvements in Web browser technology, more options began to appear. Many countries now offer Web sites that allow searchers limited access to their patent collections, but the process of searching multiple sites can be both time consuming and confusing. What searchers need is a site that allows them to query many countries at once, so they can get a preliminary search done on as many countries as possible at the same time. Additionally, users often need other related materials such as legal notices, assistance with the application process, search files, and publications that provide patent information. While not perfect, the Web site of the European Patent Office (http://www.european-patent-office.org/) has done the best job to date at accomplishing this task.

Abstract: AACSB International (http://www.aacsb.edu) is the premier accreditation body for business education programs in the United States. In addition to this activity, the organization promotes management education through programs and written reports that explore current trends in management education. It is a membership organization, and member institutions include corporations or educational institutions that are not accredited by AACSB. Prior to this review, it was my understanding that the major activity of the AACSB was accreditation. From the Web site it is not clear if this activity is indeed the major work of the group or if the two purposes described above are more equally represented in the group’s activities. The organization was founded in 1916 and is currently located in Florida. The purpose of accreditation is to certify quality, in this case the quality of a business school or program. In the United States, the federal government does not certify schools. In many other countries the government performs this activity, often through powerful Ministries of Education. In the United States the relationship among the U.S. Department of Education, accrediting organizations like AACSB, and the schools is significant and complex. Schools are highly motivated to seek accreditation for several reasons. The stamp of quality bestowed by accreditation attracts the best students, permits students to transfer credits, and is a prerequisite for receiving federal student aid and other federal money. Schools, through membership dues, fund the activities of accrediting organizations like AACSB. The U.S. Department of Education has the freedom to choose which accrediting organizations it recognizes. Only schools accredited by organizations recognized by the U.S. Department of Education can participate in federal student aid programs and receive other forms of federal aid.
