Abstract: Blended teaching advocates integrating the advantages of traditional classroom teaching and modern network teaching,and then adopting various teaching patterns in the instructional design.Computer-and-classroom-based Multimedia College English Teaching Model is an embodiment of the blended teaching idea.Moodle is a course management system based on constructivism,which contributes to the establishment of efficient teaching environment.This article discusses the construction of blended teaching model of College English and then proposes the concrete teaching procedure of this model.

Abstract: The present paper introduces the implementation of HTTP protocol in J2ME and develops a mobile phone weather forecast inquiry procedure based on HTTP protocol.All types of classes and major interfaces and objects used in the procedure are also introduced in this paper.This procedure can obtain the weather forecast data in 24,48,72 hours on the network in real time more effectively.The result of the procedure on the simulator and the mobile phone is also given.

Abstract: How to compensate for watershed services is the core part of payment for watershed services (PWS) study. The literatures and casestudies of PWS are reviewed,compared and summarized,and the approaches of PWS are categorized. It is concluded that the government-oriented approach is the mainstream of PWS in China while the market-based approach is well developed and implemented abroad.

Abstract: Environmental effect assessment aims to find out the environmental effects,including cumulative effect,and trends of development in coastal areas. Taking Xiamen Bay as the case study,the index assessing method and the trend analyzing method are used to assess chemical effects and the numerical simulating method is used to assess physical effects on the environment. Results indicated that inorganic nitrogen and active phosphate have been increased rapidly in recent years. Coastal construction,especially reclamation,has been showed to have significant physical effects to the hydrodynamic conditions. The relationships between environmental effects and coastal development were also discussed.

Abstract: The ecological effect,including the accumulative effect and the trend of change caused by human activities in coastal areas,could be revealed by retrospective ecological assessment. The results will be very helpful for the resource and environmental management in coastal areas. Based on the statistical analysis of historical data,the results of ecological assessment show that the ecosystem in Xiamen Bay is in a sub-health level and the ecological safety level is at the medium vulnerable state (warning state). The relationships between ecological effects and human activities were also discussed.
