Abstract: Recent developments in Australia have seen indigenous peoples' native title recognized as a legitimate prior title in many places where Australia's mineral wealth is located. This has created a challenging new setting for decision-makers in resource industries. This article examines the situation in two of Australia's major mineral export industries, bauxite and gold, and concludes that the changes underway will finally give Aboriginal Australians standing in the nation's land and resource management systems.

Abstract: Under successive nationalist governments, the nuclear industry in South Africa has received favoured access to state resources. Along with the synthetic liquid fuels sector, vast investments were made in developing local capacity to exploit indigenous fuels and to reduce reliance on fuel imports. However, South Africa never achieved full self-reliance in liquid or nuclear fuels, which, in part, continued to be imported at substantially lower prices than local production costs.

Abstract: This article studies the competitiveness of a product and divides it into two levels. The first one is named Defending competitiveness (DC), which is defined as the ability to resist import of a foreign similar product. The second one is Offensive competitiveness (OC), which is defined as the ability to export. The article reviews the state of cost and tax of Chinese iron ore in 1993 and predicts possible situation of cost and tax of Chinese iron ore in 1994. Finally, the competitiveness of Chinese iron ore is based on analyses of cost and tax. A conclusion is that royalty weakens the competitiveness of Chinese iron ore.

Abstract: Given the hi?torical record of the nuclear industry, its massive subsidisation, the secrecy within which it has operated, and the commitment it made to the apartheid regime's weapons programme, does it deserve to survive into a post-apartheid era? The paper outlines various options and argues for drastic reform of the Atomic Energy Corporation (AEC) and a serious re-evaluation of Eskom's nuclear programme. It also suggests a recall conference in five years to monitor and evaluate progress in implementing some of these reforms. This paper was presented to the Conference on nuclear policy for a democratic South Africa on 11–13 February 1994, Cape Town, South Africa.

Abstract: During the mining cycle the general rule is to observe declining grades of ores and minerals being exploited along the life of most mines. This is more evident for metal mines than for industrial minerals. One important consequence is the increasing operating cost, aggravated by the not negligible environmental compliance costs appearing in the last decades. Two examples are depicted here: copper and kaolin (high grade type) reserves. It is argued that mining of virgin reserves is presently a competitive advantage in favor of developing countries.

Among its most interesting features are innovative provisions that establish special tenure arrangements for artisanal miners. This article describes these provisions and explain the rationale for their introduction. The Papua New Guinea experience may be instructive in relation to the kinds of problems faced by policy makers in many other developing countries.

This article summarises the main points of this exercise and highlights those aspects of the Greenlandic policy changes which carry important lessons for other areas or countries hoping to attract investment in mineral exploration and production.
