Abstract: This article analyzes the present situation of HSE management by objectives for project construction and explains the necessity of HSE objective management.It focuses on the realization process of HSE objectives.Combing with practical projects,the article puts forward some thoughts on MBO.HSE objective responsibilities are fulfilled well and safety technology measures are set in details through setting scientific and reasonable HSE construction objectives and decomposing HSE goals into sub-goals covering the possible aspects.Measures involving controlling before and during the process,strengthening supervision and inspection,discovering deviations in implementing HSE objectives in time and correcting them are taken to improve HSE management continuously,achieve HSE construction objectives and create good HSE achievements.

Abstract: Security risks exist in Natural Gas Purification Plant of Puguang Branch because of the large storage of bulk sulfur and multi links.Aiming at such problems,this paper presents a series of key technologies for the storage of bulk sulfur and fire control.And it introduces the mechanism of sulfur dust combustion and explosion.This article also recommends the operation and management measures for fire control.

Abstract: DNV's AST RBI software is used in the quantitative risk assessment of large storage tank group based on API581 risk based inspection principle, and the failure possibility,failure effect and risk grade of wall plate and bottom plate of storage tank are obtained.The main failure mode and damage mechanism of storage tank are identified based on the analysis results,and corresponding inspection strategies are developed according to different failure possibility grade and risk grade with an aim to focus the limited maintenance resources on storage tanks in need of maintenance while minimizing the risk in operation of storage tanks and to guarantee the maximum utilization of storage tank.
