TL;DR: In this article, the authors explored how the Indian federal structure impacts health care and argued that a stronger, more decentralized, and better regulated public health care system should improve human welfare in India, while fostering the development of a stronger sense of national identity derived from shared, universal social citizenship.
Abstract: This article explores how the Indian federal structure impacts health care India has a history of central planningand concentration of power at the federal level This concentration of power has left state and local levels ofgovernment in a subordinate position Such a situation has distorted incentives, and a by-product of this has beena rather disorganized health care system Disorganization and fiscal limitations have become major obstacles tolarge-scale reform of India’s health care system However, reform is necessary As argued, a stronger, moredecentralized, and better regulated public health care system should improve human welfare in India, whilefostering the development of a stronger sense of national identity derived from shared, universal socialcitizenship

TL;DR: Investigation of institutional factors which affect the performance of Public Administration students in a Nigerian University concluded that students’ academic performance could be influenced by some other factors which should be investigated in future research.
Abstract: This study investigated the institutional factors which affect the performance of Public Administration students in a Nigerian University. Primary data were obtained through the administration of questionnaires on 131 final year students of Public Administration using the purposive sampling technique. The instrument yielded a positive reliability test of 0.76 using the cronbach alpha. Retrieved data were analysed using Pearson’s Correlation, factor analysis and simple percentages. Results showed that just 53% of the students performed above average with a CGPA of 3.0. However, the result of the Pearson correlation coefficient (r = - 0.052, 0.152 and - 0.071) generally revealed that the institutional variables considered (such as unfavourable learning conditions, interrupted water supply, poorly equipped library etc) did not have any significant impact on students’ performance (p > 0.05). The study therefore concluded that students’ academic performance could be influenced by some other factors which should be investigated in future research.

TL;DR: In this paper, an analysis of success stories and cases where challenges and difficulties have arisen were investigated using the Mayring (2008) four-step process model to gain insight into this situation.
Abstract: Procurement reforms are seen as essential for achieving a long term improvement in financial management within Africa. To gain insight into this situation an analysis of success stories and cases where challenges and difficulties have arisen were investigated. This material was content analysed using Mayring (2008) four-step process model. The findings demonstrate some initial improvement within African public sector financial management; however the complete and successful implementation of these reforms is fraught with problems. These issues that limit improved financial management through procurement reform included; inadequate education and training, legislative constraints, especially those associated with procurement technology, and a lack of political support for the reform process. In political terms the study identified that the current political position coupled with socio-cultural sensitivities of participating countries, has created a neglect of ethical and environmental considerations which in turn has slowed the pace and acceptance of reforms.
