Abstract: Discussion paper that aims to highlight information literacy and lifelong learning as resources to achieve competitive advantage in learning organizations. This discuss is made from bibliographic resources published all over the world, whose subjects involves information literacy, lifelong learning and knowledge management in organizations. It begins by addressing the crisis in traditional systems of learning and administration, noting that these are not in line with the characteristics of the new world order, which is marked by the fluidity and unpredictability of business. It inserts in the discussion the proposal elaborated by Peter Senge (2013), denominated organizational learning, that is founded on five disciplines: personal domain; mental models; shared vision building; team learning and systemic thinking. Together with the proposal of a new model of learning of Senge, it presents information literacy and lifelong learning as movements related to Senge´s proposal. Also, it relates information literacy as an element for knowledge management in organizations. It ends by arguing that these movements may contribute to the re-signification of traditional systems of administration and learning.

TL;DR: In this paper, the authors present different paths for the study of form and subject cataloging under a semiotic point of view, and two researches on cataloging with different theoretical approaches on semiotics are presented.
Abstract: The creation of bibliographic records is a fundamental process in libraries. Information professionals provide access to documents of a collection through bibliographic records in a catalog. Domain analysis and semiotic aspects are important aspects to consider during documentary reading. This research presents different paths for the study of form and subject cataloging under a semiotic point of view. Form and subject cataloging require contact with the document, which involves complex interpretative processes from the professionals. Two researches on cataloging with different theoretical approaches on semiotics are presented here. The models illustrate the relationship between the document`s subject and its treatment. When the aspects presented in this theoretical study are considered, it is possible to categorize how the professional behaves in contact with the documents.

TL;DR: In this paper, the authors analyzed the potential and limitations of public libraries when designing and applying information and digital literacy services for their users, based on qualitative techniques such as the interview and the discussion groups.
Abstract: Public libraries already assume, as one of their priorities, to facilitate access to information and digital literacy, understood as a requirement for the basic human right to information. Because of it, libraries facilitate information and digital literacy services devoted to improving users’ competences for a critical, reflexive and intentional use of information. This function has been recently valued as a compensatory factor of the digital divide of vulnerable user, and a way to reduce their degree of social exclusion. The aim of this research is to analyze the potential and limitations that public libraries present when design and apply information and digital literacy services for their users. The methodology is based on qualitative techniques as the interview and the discussion groups. Interviews to librarians were carried out to ten considered expert ones using a questionnaire including ten questions linked with the social function and about the role that public libraries should play for social inclusion of citizens. Points of view of public librarians of the Region of Murcia was obtained by means of three groups of discussion selected according with population size of cities where are located their libraries following the same script, structured according with topics about social inclusion services as their human and material resources, competences needed by librarians, typology of users, and so on. The discourses obtained confirm that librarians have different conceptions about the social function of the library and, therefore, manifest a different degree of commitment to this role. This commitment is conditioned by aspects such as resources, the type of users or the training of the librarian and, above all, the attitudes of librarians as well as local political leaders are very relevant. To minimize these restrictions, a set of leadership and collaboration strategies must be developed with other agents, external and internal, which are described in the document.

TL;DR: In this article, the authors investigated the differences between two groups of adolescents of different educational levels when they share information, and the influence in this behavior of the emotions and feelings of need for relationship and personal motives.
Abstract: The information behavior implies aspects of collaboration, since most of the behaviors applied in the search and use of information processes are executed in interaction with other people. New approaches address "collaborative information behavior", that is, the behavior of the use of information that is expressly directed at the use of another person or persons belonging to an actor's personal networks. It is an individual and group conduct of search, retrieval and use of information, which may include information found accidentally, expressly directed to the benefit of other people. In the research conducted, we investigated the differences between two groups of adolescents of different educational levels (n: 94), when they share information, and the influence in this behavior of the emotions and feelings of need for relationship and personal motives. We expose two practical cases to the participants that consist of looking for information, that they want, about leisure content, and another about educational content, to share them once they are located through their mobile devices. Then they responded to a survey, recording their observations of what happened when sharing the contents. The results obtained indicate that, according to the academic level, young people use different means when disseminating information. There are also different types of relationship emotions and personal motives as factors that are influential when sharing information.

TL;DR: In this paper, the authors identify the library concept used in data collection, how the data is collected and how it has been presented, and conclude that inconsistencies and ambiguities observed in the collection and presentation of data make it impossible to accurately estimate the amount of school libraries to be created according on the requirement of the Law no 12244.
Abstract: Brazilian Federal Law no 12244 of May 24th, 2010, determines that every Brazilian public and private school of basic education must be equipped with a library. There are expectations that such Law would solve the problem of shortage of libraries in schools. The objective of the present study was to understand the nature and consistency of data on school libraries, from the School Census of Basic Education, conducted annually by the National Institute of Educational Studies and Research (INEP). Specifically, we sought to identify the library concept used in data collection, how the data is collected and how it has been presented. The methodology was the analysis of data collection instruments and documents that disclose the data, called Technical Abstracts. The results showed that the statistical data were collected irregularly over the study period (2003-2015), differing from year to year, and stabilizing from 2011. In conclusion, the inconsistencies and ambiguities observed in the collection and presentation of data make it impossible to accurately estimate the amount of school libraries to be created according on the requirement of the Law no 12244.

TL;DR: In this paper, the authors identify the competencies needed by the librarian to act as mediator of information in the university library, trying to specify the demands of implicit and explicit mediation.
Abstract: The principles of mediation have been applied in diverse cultural and social contexts by allowing the appropriation of information directly or indirectly In the environment of university libraries, the interaction between the user and the librarian is indispensable not only for the exchange of experiences but, mainly, for the construction of knowledge The purpose of this study is to identify the competencies needed by the librarian to act as mediator of information in the university library, trying to specify the demands of implicit and explicit mediation The concept of mediation of information requires the involvement of protagonist subjects, who appropriate knowledge and who direct actions for collaborative construction Although it is a fundamental action of the librarian, mediation is not always part of the daily life of libraries in an efficient way To perform the role of mediator, the librarian needs a series of competences, which are related to the organization, representation, access, use, appropriation of information and human behavior in front of informational needs, among others We have identified that the activities of explicit mediation may require a greater number of librarian competences, however, the actions developed in implicit mediation have a direct influence on the quality of explicit mediation, demonstrating the need for cooperative work among professionals from different sectors We conclude that the librarian should seek to trace cognitive trajectories and consciously undertake them based on the principles of implicit or explicit mediation, so that the process of mediation is always focused on the needs of the user and directed to a continuous process of appropriation of information

TL;DR: It is concluded that the metrics, despite having many evaluation variables, do not establish clarity in their definition nor justify the percentages and points assigned to each variable, and since they are still recent instruments, their use may lead to more maturity.
Abstract: The open data ventures initiated in 2009 brought a new context on the reuse of Open Government Data (OGA). Government information is a source for a variety of information products and its potential, yet little explored, has been increasingly valued by citizens, businesses and governments themselves. This exploratory research with a qualitative approach has the objective of carrying out a literature review to investigate the experience of other countries regarding the metrics, indicators and models to evaluate the available OGA. Metrics can be used by consumers and especially by OGA producers to measure return on investment and data - opening efforts. The metrics presented were Metric for Releasing Open Data, Open Data Maturity Model, OpenGovB and UNE Standard 178301. It is concluded that the metrics, despite having many evaluation variables, do not establish clarity in their definition nor justify the percentages and points assigned to each variable. However, since they are still recent instruments, their use may lead to more maturity. Besides governments benefiting from the use of the se metrics, they can be used and adapted to other countries and contexts of society

TL;DR: It is proposed that a concept of information relevant for Information Science to be justified by Popper's Epistemology, Aristotle's metaphysics and Schrader's research, and concluded that "Information is recorded knowledge", whose meaningfull content is obtained from writing and reading processes.
Abstract: The term 'information' has a varied semantics in Information Science, and for this reason it is complex to understand that this new science does not have a meaning consistency about the conceptualization of its own object of study, i.e., 'information'. A bibliographic survey on this theme results in countless number of concepts for Information Science, a few of them coherent, while others are meaningless. Further in - depth investigation of consistent information concepts for Information Science is needed. The discipline of Social Epistemology as the foundation of information as recorded knowledge; moreover, additional studies are required to comprehend how recorded knowledge is produced by the collective. It is proposed that a concept of information relevant for Information Science to be justified by Popper's Epistemology, Aristotle's metaphysics and Schrader's research. It is concluded that "Information is recorded knowledge", whose meaningful content is obtained from writing and reading processes
