Measurement of Policy, Coordination of Policy and Economic Performance: An Empirical Study on Innovation Policy (1978-2006)

Abstract: Taking innovation policy as an example, this paper explores how to measure policy. On the basis of the qualified policy, we have measured the coordination of policy, and used the classical C-D function to find the relationship between the coordination of policy and technological performance. The main contribution of this paper is to give out the manual for measuring policy and to draw some new findings by econometrical model: Firstly, the power of policy has positive effect on performance, while the effect of the coordination among departments on technological performance varies significantly. Secondly, the coordination between the introduction of foreign capital and innovation has significant and positive effect on the grant of patent, while it has no significant effect on the important invent and creation, but has negative effect on the ratio of new product output. At last, the coordination between administration and personnel measure has significant negative effect on the grant of patent, while has significant positive effect on important invent and creation and the ratio of new product output.

An Analysis of Zhongguancun Industrial Cluster's Innovation Ability Based on Complex Network Structure

Abstract: This paper first analyzes the network's structure and development of Zhongguancun industrial cluster,and proposes that Zhongguancun industrial cluster is a complex network.Investigating the complex network's structure,we find that Zhongguancun industrial cluster has short average path length,uneven degree distribution and high clustering coefficient,which make Zhongguancun industrial cluster's innovation ability operate in risk.Corporation's technology innovation ″wait,rely and want″,cluster's innovation ability depends on several large companies;network was somehow lock-in.We propose that intellectual property protection strategy should be perfected,hub's resources and social linkages should be decentralized,and cluster's linkages with outside should be established,so that Zhongguancun industrial cluster has proper average path length,degree distribution and clustering coefficient,and Zhongguancun industrial cluster's innovation ability could operate normally.

Research on Basic Elements and Theoretical Model of Enterprise Management Innovation

Abstract: Its meaning and value for the enterprise reflect the significant role in the development of enterprise, which is also the meaning and value of the paper. With the reviewing of the literatures on the problem of enterprise management innovation at home and abroad, traditional categorical definition is used to bring forward the definition of management innovation and the analytical framework of concept. With practice of management on twelve ″Most Admired Enterprises in China″ as an example, the paper uses integrated case studies and KJ method to carry out comparative studies on twelve cases. According to the four key dimensions of the framework, the paper analyses management innovation activities of the twelve enterprises and concludes basic elements of enterprise management innovation. Moreover, it puts forward the theoretical model of enterprise management innovation combining with the theoretical research and cross case-study. The paper concludes by introducing the further research direction of enterprise management innovation.

Research on Project Management Capability System Construction of Organization Based-OPM3

Abstract: OPM3 is a new subject which is proposed in international project management research area in the recent years. The core concepts of OPM3 model is utilized, the current situation of China's project management and related research results are concerned, through the combination methods of fundamental research and empirical study, the system of organization project management capability is established which suits for China's current situation of organization project management development, and further the capability elements of OPM3 and the application of the mechanism in orientation and improving project management capability is localized to meet the needs of the domestic project management practice and enhance their applicability.

Relationship between Organizational Justice and Pay Satisfaction

Abstract: The survey data were from 609 questionnaires of 21 companies of different districts in ChinaOn the base of controlling some individual and organizational variables,the results of HRA(hierarchical regression analysis) showed that interactional justice was the total mediator between procedural and distribute justice and pay administration satisfaction \ pay level satisfaction;And distribute justice was the total mediator between procedural and interactional justice and add pay satisfaction \ benefit satisfactionThere was significant interaction between international justice and position on pay administration satisfaction;and there was significant interaction between distributes justice and position on adds pay satisfaction

Review on the Research of TRIZ Technological Evolution Theory and It's Application

Abstract: The researches on the technological evolution theory of TRIZ are reviewed and the features and drawbacks of these researches are also discussed. It is discovered that most of the researches are focusing on the application of the patterns and lines of technological evolution, so it is suggested that the theoretical researches, including the relations between the patterns, the relations between TRIZ technological evolution theory and other TRIZ instruments heuristics, and the application researches from the perspectives of firms rather than that of the industries should be strengthened in the future.

Abstract: In 21st century, electronic commerce (EC) has become new bright spot and trend of future business development gradually. Therefore, the paper analyzes the necessary to carry out intellectual property conflict management in Chinese EC enterprises, then, it provides the new orientation for knowledge management research in EC--research on intellectual property conflicts management in knowledge transferring among EC enterprises, and explores its theoretic significance and practice significance, finally, the paper gives future research orientation.

Improving the Indigenous Innovation Capabilities in Chinese Enterprises through Open Innovation

Abstract: The open innovation paradigm brought forward by Henry Chesbrough offers a new way of thinking and managing about innovation. This paper introduces the practice of open innovation in Chinese firms. This paper considers that open innovation can reduce the uncertainty of technology and market. In the open innovation paradigm technological innovations are based on multi -beneficiaries. The paper uses the experiences of improving indigenous innovation capabilities through the open innovation mode in Hisun pharmaceutical firms. The case shows that firms can strengthen their technological innovation capabilities through using external resources based on intensive internal RD activities.

A Study of Enterprise Technological Innovation Capability Model Based on the Excellent Performance

Abstract: This paper puts forward an index system of technological innovation ability based on the theoretical study of enterprise technological innovation capability and the excellent performance at home and abroad, and constructs a technological innovation capability model which includes four sub-systems: the input capability of innovation, the process capability of innovation, the output capability of innovation and the environmental support of innovation. Then the racial application effect of the model in 54 enterprises in Hunan is introduced briefly. At last, the conclusion is obtained.

The theory states that corporate social responsibility is partially predicted by managerial background characteristics, and explores the relations between important independent variable and corporate social responsibility.

Recognition of Generic Technology in Technology Foresight Delphi Survey

Abstract: Generic technology has enormous impetus on a country's industrial technology ability.Because of its characteristics,the government should play an important role during its supply and diffusion.However,countries allover the world have no effective methods for recognizing generic technology.In each country's Technology Foresight,the Delphi survey has not yet been used to recognize the generic technology subject.In this paper,we will analyze the technology subject correlation degree of energy technologies in ″Technology foresight of China towards 2020″ and then get the generic technologies.It will provide some advice in selection of national critical technologies and the preferential technology areas.

Research on Factors Influencing Technology-Based Mergers and Acquisitions Synergy

Abstract: Technology based merger and acquisition has being become an important way for companies to enhance their core capabilities. In technology based merger and acquisition,factors that affect synergy have been paid more and more on. In order to do further research on technology based merger and acquisition synergy,this paper focuses on the research on factors that affect technology based merger and acquisition, relationship among them. Firstly, this paper analyses technology based merger and acquisition synergy. It proposed 13 main factors that affect technology based merger and acquisition synergy based on the work of case study, literature review and professional consulting;Secondly,it analyses the relationship among the factors by using interpretation structure model(ISM) and reach a model of affecting factors of technology based merger and acquisition synergy;Finally,it carries our a case study of Lenovo acquiring IBM PC to test the model. The result of the case study shows the model has good interpreting ability for technology based merger and acquisition synergy.

Research among Relationship between Perceived Organizational Support,the Ways of Knowledge Sharing Behavior and Sharing Effectiveness

Abstract: Because of the situation ″having knowledge sharing behavior,no knowledge sharing efficiency″,this article based on ″ person″,from the Employee-Organization perspective,analyzes the relationship among perceived organizational support,employee knowledge sharing ways with the effectiveness of knowledge sharing.On the basis of the effectiveness of knowledge sharing,combined of behavioral characteristics of Chinese employees,the article tries to divide knowledge sharing behavior into based-organization knowledge sharing behavior and based-person knowledge sharing behavior,and analysis the impact of two different types of knowledge sharing behaviors on the effectiveness of knowledge sharing.Then the article analyzes the impact of the internal structure of perceived organizational support on the way of knowledge sharing behavior and the contents of knowledge sharing.This study shows that job-related perceived organizational support would significantly improve the effectiveness of knowledge sharing,through the based-organization knowledge sharing behavior.

Research on Optimization of Experts' Indicators Weight in Science and Technology Evaluation

Abstract: For optimizing experts' weight in ST assessment, firstly, we put up an integrated index system, then using weighted mean method and dumpster theory to combine different experts' weight to make comment, and then we divide the results into three parts at the proportion of 20:60:20. Comparing the coherence of the results from different experts' conclusion, calculating sensitivity ratio of each expert, we can find out the biggest divergence on experts' weight value, then provide a method for experts to revise their own weight. The results show that evidence theory thinks highly of every expert's idea, but the composed result may be very low, even may be nearing to zero when low index value have. So it may not fit with some kinds of new ST assessment. As for composing some common ST assessment, it's better to use weighted mean method, and then adjust experts' weight based on the result of sensitivity analysis.

The Evaluation of Enterprises' Competitiveness of Science and Technology Based on Credal Network Method

Abstract: Through the limitation analysis of existing evaluation method of scientific and technological competitiveness for enterprises,an evaluating system on the enterprises' scientific and technological competitiveness has been proposed based on Credal Network with latent variables.It expresses the uncertainty and complexity of the enterprises' scientific and technological competitiveness system well.The forecast and diagnosis for enterprises' scientific and technological competitiveness has been realized by the use of it.A general evaluating model for enterprises' scientific and technological competitiveness has been developed.Combined with an example,the inference process of the network has been demonstrated with enumeration method.The inference result showed the method is valid.

Research on the Relationship between SMEs Tech-Innovation and Growth: Evidence from Listed Companies in China's SME Board

Abstract: The indicators of technicians in top management team and the patent quantity are added to the tech-innovation factors model. Based on the tech-innovation factors model and growth-innovation model for SMEs, the empirical study on 153 Listed SMEs in China analysis shows that the more SMEs input tech staff, RD or tech improvement, the effectiveness of innovation transformation, technicians in top management team and the patent quantity is, the better tech-innovation of SMEs is. The growth of SMEs and the tech-innovation of SMEs present an inverted U-shaped relationship. Among all the tech-innovation factors, techni-cians in top management team, and the patent quantity contribute the biggest, while RD and tech improve-ment contribute less.

The University Innovation Ability Appraisal Based on PCA-BP and Cluster Method

Abstract: This paper proposed a university innovation ability appraisal method based on the PCA-BP neural network,which should simplify perpendicularly the numerous indexes of the index system and appraise the innovation ability with keeping a large number of index information.After the completion of real examples' appraisal,this paper does not rank by the score directly,but arranges those universities into different groups based on the K-mean cluster method.With this method,it will avoid the negative effect of direct rank.The experiment result proves the validity of the appraisal method.

Effects of University Type on University Knowledge Transfer in China:A Resource-Based View

Abstract: From the perspective of resource-based view, this paper examined the effects of university type on knowledge transfer. Using negative binomial regression model, the paper empirically analyzed the knowledge transfer of 98 major universities in 2007. The results showed that: under the control of universities' prestige, location, number of staff and investment, science engineering universities transfer the most; and then is agriculture forestry universities and integrative universities, and medical universities transfer the least.

Innovation Ability, Technology Transformation and Innovation Performance - An Empirical Analysis of China's Electronic Industry's Listed Companies

Abstract: By using Stochastic Frontier Approach, this paper analyzes China's electronic information industry's innovation performance. The empirical result indicates: (1) Capital and employees are the main factors for the enhancement of innovation performance, which proofs that the electronic industry is still in low performance status. (2) The performance of technicians is limited. (3) The amount of exclusives plays important roles for the improvement of innovation performance. (4) The innovation performance in east area takes advantage of other areas, but the innovation performance in western area improves fast in these years.
