Abstract: Scholarly publishing by Blacks is placed in an historical and socio-political perspective. Reasons are given to show how racial discrimination and other factors have impeded the work of Black scholars and intellectuals. The concerns of Black writers are discussed, and the importance of the Black experience, as exemplified in the works of these writers, is emphasized. Growth in the number of Black journals over the past twenty years' time is examined, and the founding, early history and future of The Western Journal of Black Studies are outlined.

Abstract: Historically, serials departments have been organized in diverse ways. The integrated serials department arrangement, including all serials functions, facilitates bibliographic control, provides effective service to the library user and promotes better communication. This study maintains the need for the integrated central serials department, with the University of Oklahoma Libraries Serials Department used as an example. The conclusion is reached that the automation of serials reinforces the need for a separate serials department.

Abstract: During the last twelve years there has been a phenomenal increase in the number of periodicals focusing on women's studies and feminism. Initially these titles were ignored by most indexing and abstracting services. The earliest indexing, by the Alternative Press Index and Women Studies Abstracts appeared in 1971 and 1972. Since 1975 there has been a marked increase in the indexing of these periodicals; and the Wilson indexes have added half a dozen new titles so far in the 1980s. The interdisciplinary nature of women's studies requires that researchers and librarians be aware of the indexes which can best satisfy their needs.

Abstract: A practical method of evaluating periodical use within the Undergraduate Library at the University of Illinois was developed in 1980. This methodology involves limited labor and costs. No complicated computer tabulations were involved in the study, which: identified individual periodical titles and ranked them according to use; identified the status of the user; identified bound volume use by title and year; and determined the loss rate, by title, of current issues. The study also contrasted current issue use with bound volume use for each title. Using this information, those titles that will satisfy 90% of the patrons' needs were identified.

Abstract: Costs of serials havc risen to the point where the purchase of monographs is endangered. While there are historical reasons for the present predicament, concerted action by librarians must now be taken. Governmental subsidies are not likely to be forthcoming. Cancellation of subscriptions to journals has taken place across the nation, but hitherto without appreciable effect. Librarians can take action in several ways. Publishers can also take measures more in tune with financial reality in today's research libraries. A greater role should be played by the university, society, and other non-commercial presses. Also, that which is no longer affordable in paper format should be published in microforms on demand, electronically, or by other, as yet unconventional, means.

Abstract: The management information reports produced from automated serials systems can be valuable hard evidence to support decisions about periodicals retention and disposal. The pressure of rising subscription costs and static or declining budgets generates considerable pressure on librarians to justify decisions about serials. Cost analyses by academic discipline, physical format, location, or price-range are effective and useful tools. Increased demand for hard data makes management information reports from computerized systems an urgent need.

Abstract: The creation of a good periodicals collection in an undergraduate library depends not only on intelligent acquisitions decisions, but on deselection decisions as well. By examining use and citation studies that have been conducted over a period of several years, it is possible to determine a core of journals within the sciences, social sciences, and, to a lesser extent, the humanities. At the same time it is possible to ascertain the approximate lifetime usefulness of periodical literature within a given discipline. Journals can then be acquired for, or withdrawn from, the collection on the basis of these measures of use and obsolescence.

Abstract: Data on serial resources in Canadian university libraries, major public libraries, selected college libraries and the collection of National Library of Canada and Canada Institute for Scientific and Technical Information have been gathered to study budget allocations, new subscriptions and/or cancellations. The survey indicates that there is still some modest growth in university serials collections, whereas it is quite significant in the two Federal Government libraries. Feasibility of a national serial lending facility in Canadian context is discusscd on the basis of the existing concentration of serial resources and the experience of the British Library Lending Division.

Abstract: The American Mathematical Society (AMS) has required since 1970 that authors of articles published in AMS journals submit indexing terms with their manuscripts. This study examincd 159 documents published by the AMS in 1975. Each contained author indexing tenn--class numbers selected bv authors from the AMS(M0S) Subject Classification Scheme (1970). Most documents also received indexing terms provided by Mathematical Reviews indexers. To compare these two indexing treatments, the investigator solicited readers from among mathematics faculty and graduate students to suggest queries to which the documents would be satisfactory responses. The investigator transformed the queries into search statements composed of AMS class numbers, and then compared search terms with author and professional indexing terms. Abstract: This two-part bibliography presents a reasonably comprehensive list of current Cypriot serials. The first part of the list contains serials that pertain to Greek Cyprus; the second part serials that pertain to Turkish Cyprus. A subject-title index is appended to the bibliography. Preceding the bibliography is an introduction in which appear a short description of Cyprus and its present political situation, an account of publishing arrangements in the island and suggestions for librarians who wish to subscribe to Cypriot serials.

Abstract: Library binding function involves a large amount of repetitive clerical work. Despite notable progress in other areas of library automation during the past few years, only a little development has been made in automating binding preparation processes. By storing binding information in the computer memory, it is possible to generate binding slips, packing slips, and other necessary listings by computer with a greatly reduced need for clerical intervention. This article introduces an automated binding preparation system that is currently used at a university library.
