TL;DR: The so-called serials crisis has created a fiscal dilemma in libraries that cannot be addressed over the long term by simply increasing the serials budget as discussed by the authors. But there is little consensus as to what needs to be changed nor is there a broad-based method for assessing and analyzing t e conditions in order to reach agreement.
Abstract: The so-called serials crisis has created a fiscal dilemma in libraries that cannot be addressed over the long term by simply increasing the serials budget This situation has brought change to libraries and has challenged librarians to find new solutions to old problems But there is little consensus as to what needs to be changed nor is there a broad-based method for assessing and analyzing t e conditions in order to reach agreement The practice of entrepreneurship as espoused by Peter Drucker is examined for its application to the current crisis and as a methodology for change

TL;DR: In this article, the authors compare the current serials crisis and the crisis of 1981 and reveal that over 40% and 80% of the cited references in the publications of Caltech's biologists and chemists came from only 13 and 80 journals respectively.
Abstract: There are striking parallels between the current serials crisis and the crisis of 1981. Caltech's response was significantly different, however, in large part due to a much better understanding of the effect of foreign exchange rates in subscription prices of scientific and technical journals. Results of a 1981 journal cancellation project are also reported. These reveal that over 40% and 80% of the cited references in the publications of Caltech's biologists and chemists came from only 13 and 80 journals respectively.

TL;DR: In this article, the authors examine the major issues involved in serials cancellation: technological and economic change, subscription cost increases, the growing number of periodical and serial titles, the failure of library funding to meet outside "demands", and the need to strike a balance between continuations and books within library budgets.
Abstract: This article examines the major issues involved in serials cancellation: technological and economic change, subscription cost increases, the growing number of periodical and serial titles, the failure of library funding to meet outside "demands," and the need to strike a balance between continuations and books within library budgets. It also describes the processes involved and some conclusions drawn from three cancellation projects undertaken at California State University, Northridge over the last 12 years

TL;DR: This case study describes the process and outcome of a major journal cancellation project in an academic health sciences library that demanded the support of the faculty and of the library staff for this unpopular but necessary collection change.
Abstract: This case study describes the process and outcome of a major journal cancellation project in an academic health sciences library. The types of materials considered for cancellation, criteria on which decisions were based, contributors to decision making, and data-gathering steps are discussed. Enlisting the support of the faculty and of the library staff for this unpopular but necessary collection change were the crucial elements in the project's success. The former demanded early warning of the necessity of journal cancellations and opportunity for faculty feedback; the latter demanded the staff's awareness of not being guilty and not being alone in the need to cut journals.

TL;DR: A method for collecting data on non-usage of serials in a polytechnic library is described, together with a formula for analysing the results, and the likely application is to aid In the making of difficult decisions about cancellations ofserials subscriptions.
Abstract: A method for collecting data on non-usage of serials in a polytechnic library is described, together with a formula for analysing the results. The method uses disturbance of slips of paper inserted into the serials as an indicator of usage, and does not rely heavily on either user co-operation or library staff time. The results are easily analysed using a commercial spreadsheet package. The likely application of this type of information is to aid In the making of difficult decisions about cancellations of serials subscriptions, and by providing some kind of quantitative support in making such cancellations. It must be remembered, however, that any values derived are relative rather than empirical, and can only be compared with other values arrived at using the same technique.

TL;DR: In 1954, a separate serials department with limited duties was organized in the University of Oklahoma Libraries and further organizational changes resulted in the establishment of an integrated, serial department responsible for both technical and public service aspects of serials as mentioned in this paper.
Abstract: In 1954 a separate serials department with limited duties was organized in the University of Oklahoma Libraries. Further organizational changes resulted in the establishment of an integrated, serials department responsible for both technical and public service aspects of serials. Dramatic changes will occur with the implementation of the NOTIS serials control module in the near future. The flexible staff in this integrated department looks forward to the challenge

TL;DR: This paper examines past and present pricing trends for over 75 English language mathematics research journals, which are categorized according to publisher types and inclusion in core bibliographies to reveal the cost patterns of individual titles.
Abstract: Mathematics journal literature is among the most expensive and voluminous in all the sciences. This paper examines past and present pricing trends for over 75 English language mathematics research journals, which are categorized according to publisher types and inclusion in core bibliographies. The intent is, first, to reveal the cost patterns of individual titles; second, to form a model showing differential costs by publisher types; and, third, to chart the costs of core titles in an effort to answer the question, "how much does it cost to support a research level mathematics collection?"

TL;DR: In this article, the most prominent factor in determining tenure and promotion decisions for library and information science faculty is proof of research productivity, and the professional journal literature now has a dual function to provide a forum for communication and the other is to serve as a vehicle for peer view.
Abstract: The most prominent factor in determining tenure and promotion decisions for library and information science faculty is proof of research productivity. Because this demand exists, the professional journal literature now has a dual function. One is to provide a forum for communication and the other is to serve as a vehicle for peer view. This essay attempts to answer an essential question: Is this an appropriate role for the professional journal literature? This presentation is made up of seven elements: (1) informed opinions of individuals; (2) surveys and overviews; (3) readership studies; (4) analysis of individual periodical titles; (5) research trends; (6) identification of core journals; and (7) differentiations between journal titles. The article ends with concluding remarks and suggestions for further research.

TL;DR: The Van Pelt Library at the University of Pennsylvania as discussed by the authors is "in media res" between the manual world and the online future, and the Serials Department at Penn is in media res.
Abstract: Like many academic libraries, the Van Pelt Library at the University of Pennsylvania is the midst of transition. The Serials Department, in particular, is «in media res», between the manual world and the online future. This paper will describe the present state of serials processing at Penn, the impact on workflow, and the implications for the next several years

TL;DR: Procedures within the Serials Section continue to change as staff work to provide a complete database of serial holdings.
Abstract: The implementation of the NOTIS system at the University of Louisville Libraries has introduced various changes to Serials cataloging in Ekstrom Library. An initial goal was to provide a clean database, containing all currently received serial titles. The decision by Ekstrom Library to maintain a permanent order record on the current title necessitates frequent record manipulation as serial titles change. Bibliographic records are overlaid, which requires correcting copy holdings records and moving item records. Procedures within the Serials Section continue to change as staff work to provide a complete database of serial holdings.

TL;DR: Bound volumes and microfilm replacements of periodical titles which showed no use of current issues in fall 1986 were surveyed in fall 1987 to determine whether they continued to be unused.
Abstract: Bound volumes and microfilm replacements of periodical titles which showed no use of current issues in fall 1986 were surveyed in fall 1987 to determine whether they continued to be unused. Slips requesting patrons to note the date on which they used the volume were inserted in each bound volume during the summer, and removed and counted at the end of the semester. The use of microfilm titles was counted as the reels were returned to storage areas. More than 50% of the titles and 95% of the volumes surveyed continued to be unused. The results of the study should be useful in making cancellation, binding and storage decisions.

TL;DR: MARC format integration, the combining of the seven MARC formats into one, will have special implications for serials control because it presumes that any material type, whether print or non-print, may be serial in nature.
Abstract: MARC format integration, the combining of the seven MARC formats into one, will have special implications for serials control. It presumes that (1) any material type, whether print or non-print, may be serial in nature and (2) a print serial may be accompanied by a non-print item. A new MARC field, an 006, which parallels the 008 field is being created to provide the necessary description for both cases. In addition, various fields, subfields, and indicators are being deleted, made obsolete, or expanded. Implementation is planned for late 1993 or 1994, and may also affect screen displays and searching.

Abstract: The Serials Department at Jacksonville State University is in transition between the fully manual recordkeeping and materials tracking system of several years ago, and full integration with the recently installed NOTIS online public access catalog. Locally developed PC-based programs have helped bridge the gap between the manual and integrated systems by improving efficiency of work-flow and materials control
