Abstract: We develop the perspective of crystallization as a way to shed a light on the morphogenesis and stabilization of urban territories. We start by describing crystallization as a consolidation of a visible and singular order that establishes certain privileged directions of growth and breaks spatial and temporal symmetries. We then illuminate how crystallization processes unfold at different scales, going through a series of historical cases, from the stabilization of urban regions, to iconic places such as Times Square, New York, and on to large scale linear or path crystals, such the Turia Riverbed Park in Valencia. Building on thesecases, we then discuss crystallization as a phenomenon requiring metastability, and how this metastability relates to different ways and forms of territorial stabilization. Finally, we discuss how crystallization, by making certain figures and directions more salient than others, also plays an important part in the emergence of new scales and in the processes of urban rescaling, that is, how crystallization also contributes to a hierarchical segmentation of the urban environment. Abstract: This paper addresses the question of how the position of Indian states in terms of their approach to welfare state policies interacts with the centre–state relationships that characterize health policymaking. In India’s version of federalism, health policymaking has been influenced by four mutually interacting sources: international public health discourses;Indian government programmes and policies;civil society organizations concerned with health;and the political economy of the different states and their associated political regimes. Public health issues sometimes achieve a high policy profile at the government of India, but very rarely do so at state level. This divergence provides fertile spaces for negotiation and conflict. An analysis of the path dependency of the allocation of health functions to different national and subnational levels of government contextualizes a case study of the National Rural Health Mission (NRHM), 2004–14. This shows the limits to the central government’s ability to implement a universalizing, rights-based programme across the country. An explanation for the different outcomes can be found in the variety of state systems within the country. Finally, the paper assesses whether the changes introduced since 2014 show a new federal order in the making and provides preliminary insights from state responses to the 2020 Covid-19 outbreak. © 2021 Regional Studies Association.

Abstract: UNESCO heritage policies encourage the idea that heritage should be ‘shared’ at the international scale, and invite States and the involved actors to adopt this vision. Yet ‘sharedness’ can be understood in many different ways. In this article, we explore several territorial and political issues related to this notion of sharedness. A focus on the uses of a particular UNESCO tool—‘multinational nominations’— allows to shed light on transnational cultural practices and to examine forms of cooperation within communities and between States in the framework of the Convention for the Safeguarding of the Intangible Cultural Heritage (ICH). Specifically, we analyse the work of a French commission for ICH as well as the nomination processes of three different cultural practices to the ICH Lists: flamenco, falconry, and alpinism. We argue that ‘shared heritage’ is interpreted in a variety of ways, leading to contrastive appropriations and competing territorial scenarios among the various protagonists.
