Abstract: russian takes recognition of the following:That the proper time" to inculcate patriotic community ideals is during the plastic age of childhood. That actual participation in civic work is the" most effectual wav to arouse and foster these ideals. . That the pupils are the best and quickest means of communication when the adults of a community arc to be aronsed to unity of thought and effort in things civic. That the results will be fairly permanent because the underlying principles become ingrained in childhood. \'/e believe also that a real civic consciousness is aroused which of necessity carries with it the unity of thought needed to secure cooperation in civic expression. Work of this kind can be successfullv carried on only when the teaching force is loyal in its support, and consistent and untiring in effort. Perhaps there is no better way to a'rpuse among teachers a feeling of group loyaltv to the community than to engage in such movements. The morale of the force is raised, pride in their work and in the schools is quickened, a definite position of leadership in the community is secured. and a deeper sense of the teacher's place as a citizen is established.
