Abstract: Variable neighbourhood search (VNS) is a metaheuristic, or a framework for building heuristics, based upon systematic changes of neighbourhoods both in descent phase, to find a local minimum, and in perturbation phase to emerge from the corresponding valley. It was first proposed in 1997 and has since then rapidly developed both in its methods and its applications. In the present paper, these two aspects are thoroughly reviewed and an extensive bibliography is provided. Moreover, one section is devoted to newcomers. It consists of steps for developing a heuristic for any particular problem. Those steps are common to the implementation of other metaheuristics.

Abstract: Nature has been considered as an inspiration of several recent meta-heuristic algorithms. This paper firstly studies and mimics the behavior of Scottish red deer in order to develop a new nature-inspired algorithm. The main inspiration of this meta-heuristic algorithm is to originate from an unusual mating behavior of Scottish red deer in a breading season. Similar to other population-based meta-heuristics, the red deer algorithm (RDA) starts with an initial population called red deers (RDs). They are divided into two types: hinds and male RDs. Besides, a harem is a group of female RDs. The general steps of this evolutionary algorithm are considered by the competition of male RDs to get the harem with more hinds via roaring and fighting behaviors. By solving 12 benchmark functions and important engineering as well as multi-objective optimization problems, the superiority of the proposed RDA shows in comparison with other well-known and recent meta-heuristics.

Abstract: This paper presents a decision support system for cyclic master surgery scheduling and describes the results of an extensive case study applied in a medium-sized Belgian hospital. Three objectives are taken into account when building the master surgery schedule. First of all, the resulting bed occupancy at the hospitalization units should be leveled as much as possible. Second, a particular operating room is best allocated exclusively to one group of surgeons having the same speciality; i.e., operating rooms should be shared as little as possible between different surgeon groups. Third, the master surgery schedule is preferred to be as simple and repetitive as possible, with few changes from week to week. The system relies on mixed integer programming techniques involving the solution of multi-objective linear and quadratic optimization problems, and on a simulated annealing metaheuristic.

Abstract: Nurse rostering is a complex scheduling problem that affects hospital personnel on a daily basis all over the world. The need for quality software solutions is acute for a number of reasons. In particular, it is very important to efficiently utilise time and effort, to evenly balance the workload among people and to attempt to satisfy personnel preferences. A high quality roster can lead to a more contented and thus more effective workforce. In this review, we discuss nurse rostering within the global personnel scheduling problem in healthcare. We begin by briefly discussing the review and overview papers that have appeared in the literature and by noting the role that nurse rostering plays within the wider context of longer term hospital personnel planning. The main body of the paper describes and critically evaluates solution approaches which span the interdisciplinary spectrum from operations research techniques to artificial intelligence methods. We conclude by drawing on the strengths and weaknesses of the literature to outline the key issues that need addressing in future nurse rostering research.
