Aplicação de ferramentas do pmbok para gestão de projetos em logística humanitária ilustrada pela análise do caso de brumadinho

Abstract: O rompimento da barragem de rejeitos na cidade de Brumadinho, em Minas Gerais, em 2019, deixou muitos mortos e pessoas em situação de vulnerabilidade. Este artigo realiza um estudo sobre a fase de recuperação do desastre de Brumadinho, no contexto da Logística Humanitária. Na literatuta há uma lacuna de pesquisas com enfoque na fase de recuperação de desastres, enquanto existem instrumentos muito difundidos para gestão de projetos no meio empresarial e acadêmico, como os processos propostos pelo Project Management Institute (PMI). O PMI possui um Guia do Conjunto de Conhecimentos em Gerenciamento de Projetos (PMBOK), que sugere um Termo de Abertura de Projeto (TAP) e um Plano de Gerenciamento do Projeto em que consta a Estrutura Analítica do Projeto (EAP), fornecendo uma visão estruturada das entregas. Com base no exposto, este artigo tem como objetivo demonstrar a aplicação de conceitos provenientes da gestão de projetos para otimização da ajuda humanitária. Para tanto, apresenta os documentos sugeridos no PMBOK para a gestão de um projeto humanitário de recuperação do desastre de Brumadinho. A questão de pesquisa é respondida com a demonstração da possível aplicação da EAP para a estruturação do escopo do projeto. Por fim, é apresentada uma análise comparativa entre os pacotes de trabalho definidos por meio da EAP e aqueles entregues pela Vale. Como há outras barragens brasileiras com alto risco de ruptura, existe um risco de que desastres similares ocorram e estudos para sua recuperação constituem uma importante contribuição acadêmica e humanitária. Além disso, sugere-se a aplicação da EAP por órgãos governamentais e agências humanitárias, inclusive para desastres naturais, pois concluise que conhecimentos acadêmicos e empresariais de gestão de projetos são aplicáveis para a otimização da ajuda humanitária.

Abstract: Purpose – The purpose of this paper is to identify the challenges of humanitarian logisticians with respect to different types of disasters, phases of disaster relief and the type of humanitarian organization. A conceptual model is constructed that serves as a basis to identify these challenges.Design/methodology/approach – The paper is based on a country as a case, namely Ghana. Structured and unstructured data are collected in a workshop with humanitarian logisticians, and complemented with presentations of humanitarian logisticians, as they perceive their challenges. Disaster statistics and country profiles are used as secondary data.Findings – The paper shows that some disasters defy a categorization between natural and man‐made causes. Challenges of humanitarian logisticians depend not only on the disaster at hand, but also on the local presence of their organization.
