Assessing the Expectations and Limitations of ASEAN-EU Counter-Terrorism Cooperation

Abstract: This research examines the inter-regional security cooperation between ASEAN and the EU with a specific focus on counterterrorism. The research methods are based on a comparison of regional counterterrorism governance between the two regions and a close reading of Plan of Actions for the enhancement of ASEAN-EU relations documents from 2007 to 2018. The results show that CT cooperation is about facilitating a more comprehensive security governance cooperation where European standards and experience are transferred to Southeast Asia for purposes of regional security and diplomatic relations. In addition, this research also shows that EU-ASEAN CT cooperation has not been geared specifically to combat radicalism, or as part of a Counter Violent Extremism program; rather, the inter-regional cooperation has mainly focused on building a common normative framework in responding to terrorism within the corridor of democracy and preempting the terrorist networks from exploiting connectivity networks. Finally, implementation of security and political cooperation between the EU and ASEAN tend to rely on the existing extra-regional dialogue fora within ASEAN as well as direct engagement between the EU and third parties comprising each of the ASEAN states.

Abstract: Transnational terrorism has been a worldwide challenge, especially after the declaration of Islamic State (IS) that was based in Syria and Iraq in 2014. By 2017, most foreign terrorist fighters (FTFs) from Southeast Asia were Indonesian nationals, of almost 700 individuals. The actual number might be higher as some departed to Syria and other destination countries, like Afghanistan, the Philippines, and India, undetected. The research aimed to examine how Pro-IS terrorists exploit loopholes in border and immigration control to join IS abroad and the shortcoming in Indonesian government strategy to counter their mobility. The novelty of the research rested on its use of Supreme Court’s record of 38 Pro-IS deportees to build a dataset of their profile and travel history from 2016 to 2020. Profile of individual deportee was categorized into demography, affiliation, and funding. Travel history was mapped in accordance with the point of departure in Indonesia, transit country, final destination, and location where the arrest took place- which then led to deportation. The research finds that Indonesia needs improvement in human resources, law enforcement, immigration management, border control, as well as cross-border cooperation.

Abstract: It has been widely discussed in the literature on regionalism that connectivity and mobility are two critical concepts that underpin the deepening of the regional integration project. Connectivity allows increased mobility of ideas, people, and goods, creating a more robust regional community. Connectivity enables a regional integration project to be economically sustainable and resilient against external shocks (Bhattacharyay, 2010). Arguably, regional integration should facilitate the mobility of welcomed and trusted travellers while concentrating their control resources on those prone to ‘irregular’ forms of migration. As a result, regional integration often deepens the establishment or reconfiguration of mobility spaces (Gülzau et al., 2016).

Abstract: ‘Non-traditional security’ (NTS) is prominently featured in the agenda of the Association of Southeast Asian Nations (ASEAN) and other ASEAN-led institutions in the Asia-Pacific. ‘NTS’ brings together a series transnational and non-military security threats that are considered common among regional states, urgent for them to attend to, and non-sensitive all at the same time. This a priori makes it a self-evident focus of attempts to bring regional security cooperation ‘to a higher plane’. However, this paper reveals that the uncontroversial character of NTS is overestimated, by shedding light on the co-existence of divergent – and potentially contradictory – interpretations of its meaning and implications in ASEAN and the wider region. Abstract: There are clear indicators that in spite of the sensitivity of internal security in terms of essential state functions and national sovereignty an EU governance framework with specific characteristics has emerged in the counter-terrorism field. Common threat assessments guide governance responses, and specific institutional structures, cooperation mechanisms, legal instruments, and forms of external action have been put into place to respond to the cross-border nature of the terrorist challenges. Abstract: On 30 November 2017, the European Parliament’s Special Committee on Terrorism (TERR) requested that the Ex-Post Evaluation Unit (EVAL) of the Directorate for Impact Assessment and European Added Value, Directorate-General for Parliamentary Research Services (EPRS) prepare a study on Member States' approaches to the return of foreign fighters to EU soil. This study is divided in two parts. The first part was prepared in-house by the Ex-Post Evaluation Unit (EVAL) and provides background information to understanding the EU context in which the issue of foreign fighters is being discussed. The second part is an outsourced study that focuses on the following six Member States: Belgium, Denmark, France, Germany, the Netherlands and the United Kingdom (UK). This study will feed into the committee's work.

It argues that the willingness of member states to increase the range of security provisions of a regional organization is influenced by the combination of high levels of economic and political development and low levels of dispersion among the members of a regional organization. In order to evaluate this assumption, two aspects of regional organizations are explored. The first is to examine the development of security governance provisions of 14 regional organizations as well as the levels of empowerment or autonomy of those organizations. Abstract: After the terror attacks of 11 September 2001, the European Union (EU) staked its claim as an important international player in the fight against global terrorism. The EU encouraged new initiatives at the United Nations and devoted newfound attention to aid and assistance programs to third states. The EU's ambitions and heightened activity prompts a number of questions about rhetoric versus action and offers a useful test case for assessing the quality of the EU's ‘actorness’. This article applies the actorness concept to shed light on the EU's behaviour in global counter-terrorism activities. It draws together existing insights on actorness into an analytical framework containing four sets of variables – context, coherence, capability and consistency – and applies the framework to evidence gathered on the EU's international and third country role in countering terrorism.
