Collocation: Integrating Child Welfare and Substance Abuse Services

Abstract: This article presents findings from a process evaluation of a pilot program to address parental substance abuse in the child welfare system. By placing substance abuse counselors in a local child welfare office, the collocation program was designed to facilitate early identification, timely referral to treatment, and improved treatment engagement of substance-abusing parents. Frontline child welfare workers in 6 of the 7 pilot sites endorsed the program as they found that the collocated substance abuse counselors provided additional resources and facilitated case processing. Findings suggest that clearly defined procedures and sufficient staffing of qualified substance abuse counselors could lead to better programs.

Abstract: The question of how agencies can work together has been central to the field of public administration for several decades. Despite significant research, the process of collaboration can still be a fraught endeavour for practitioners. Nevertheless, agencies keep trying to work together because it is the only way to make progress on the biggest challenges facing public administrators. This Element reveals the deeply contingent nature of collaboration, rejecting the idea that collaboration can be reduced to a universal best practice. The New Zealand government has implemented such a contingent approach that maps different collaborative methods against problem settings and the degree of trade-off required from the actors' core or individual work. This Element provides a detailed case study of the New Zealand approach, and 18 embedded elements or 'model' collaborative forms for joined-up government. It explains how New Zealand public servants approach the important question: 'when to use which models?'.

Abstract: ‘In Utilization-Focused Evaluation (Patton, 1978) I suggested that if one had to choose between implementation information and outcomes information because of limited evaluation resoures, there are many instances in which implementation information would be of greater value. A decision maker can use implementation information to make sure that a policy is being put into operation according to design – or to test the feasibility of the policy. Unless one knows that a program is operating according to design, there may be little reason to expect it to produce the desired outcomes. Furthermore, until the program is implemented and a ‘treatment’ is believed to be in operation, there may be little reason even to bother evaluating outcomes. Where outcomes are evaluated without knowledge of implementation, the resuts seldom provide a direction for action because the decision maker lacks information about what produced the observed outcomes (or lack of outcomes). ...
