Command and Control (C2) Network for Disaster Management

Abstract
A natural Disaster or a catastrophe is a sudden incident which disturbs the normal conditions or equilibrium of an area both intensively and extensively by threatening human life and property where resources required for combating the scenario substantially exceeds what is locally available. In this paper we present a technique of deployment of Command and Control (C2) Network to generate an effective response necessary to meet the constraint of the hour. Here we make an endeavor to analyze the existing systems, their merits and demerits and finally propose a network which will carry the command to control the situation in case of an incident. Initially, we design a hierarchical commanding jurisdiction or we use an existing one and then we fit our designed network into it so that the command can be directed to the incident area without any ambiguity. Next, we check the compatibility of the Command and Control (C2) network with an existing hierarchical administrative system as a case study.
