Abstract: In numerous nations, there are city bodies that are the nearby representing bodies that help keep up and run urban communities. These administering bodies are for the most part called MC (Municipal Cooperation). The MC may need to introduce edit cameras and other observation gadgets to guarantee the city is running easily and productively. It is imperative for an MC to know the deficiencies occurring inside the city. As of now, this must be for all intents and purposes conceivable by introducing sensors/cameras and so forth or enabling nationals to straightforwardly address them. The everyday operations and working of the city are taken care by administering bodies which are known as Government Authorities. Presently keeping in mind the end goal to keep up the huge city requires that the Government Authority should know about any issue or deficiency either through (sensors/CCTV cameras) or by enabling the nationals to grumble about these issues. The second choice is generally granted on the grounds that it gives the best possible substantial data. The GA by and large enables its residents to enlist their grievance through a few mediums. In this application, the citizens are facilitated to send the complaints directly from their smartphone to the higher officials. Many APIs are functioning as the web services which are really essential to make it easier to register a complaint such as Google Places API to detect your current location and show that in Map. The Web portal is used to process various complaints well supported with different web services.

TL;DR: Complaint Monitoring System (M-complaint) is created to help citizens to submit their complaints with photos of problem’s locations and track their locations using Global Positioning System (GPS) accurately and measures the amount of citizens 'satisfaction depending on the provided solutions.
Abstract: Despite the widespread use of smartphones in Iraq and the possession of a vast number of people, the Iraqi environment is still lacking efficient applications that provide a real collaboration between the citizens and government through advanced diverse services. These applications will increase the transparency through monitoring the performance of the government institutions by citizens. Moreover, citizens can enforce the government employees to finish their works efficiently on time. Mayoralty of Baghdad is one of these institutions that contains many municipalities which are responsible for maintaining and running the city. Complaint Monitoring System (M-complaint) is created to help citizens to submit their complaints with photos of problem’s locations and track their locations using Global Positioning System (GPS) accurately. Citizens can track their complaints and reply the amount of satisfaction to the solutions which provided by municipalities. In addition, daily, the system will automatically filter the unsolved claims within seven days and submit a notification to the higher authority to find the suitable solutions. The aim of creating this application is to simplify the process of registering a complaint to the municipal and monitor the status of it (solved/not solved) in a quicker and cheaper way. Also, it measures the amount of citizens 'satisfaction depending on the provided solutions. If the problem were not be resolved within seven days, the system would automatically send a notification to the higher authority to follow up neglected complaints and take necessary actions. This system supports transparency and integrity and enables both citizens and officials to follow up on the performance of their employees. It considers as a part of Mobile government (M-government).

TL;DR: In this paper, the authors present a solution that makes use of civilians' mobile sensors, along with image-based alternatives to detect potholes in real-time, using Machine Learning.
Abstract: Road transport is the most widely used means of transportation around the world. With this high use of road transport, the safety of travellers’ becomes the prime concern for any governing authority. While some safety concerns arise from driver errors and environmental factors, most cases are a result of poor maintenance of these roads. Potholes, specifically, are one of the leading causes of road accidents throughout the world and need to be taken care of immediately, by the authorities. This paper presents a solution that makes use of civilians’ mobile sensors, along with image-based alternatives to detect potholes in real-time, using Machine Learning. The concerned authorities are then notified about the same through a web-based portal, to take the necessary action. The solution also incorporates pivoting existing complaints, location tagging and prioritization. Additionally, the solution provides a forecast of the likelihood of issues regarding potholes, constantly updating time series data of the locations.

TL;DR: The architecture of a GPS based Complaint Redressed System (GPSCRS), where the government officer can get complains from nearest area so it will feasible for government-officer and citizen too to solve problem as early as possible is presented.
Abstract: Citizens of our country face social problems like street damage, street cleaning, garbage bin overflowing, light post damage, water outage and traffic etc. They resort to the one of the several ways provided by the government to file their complaints with advancements in technology, the complaint registration systems have evolved in different ways to simplify the task of registering as well as addressing the complaints. This research paper presents the architecture of a GPS based Complaint Redressed System (GPSCRS).The complaint is registered via Android mobile application. Global Positioning System (GPS) sensor present in smart mobile devices is used to determine the exact location of the complaint as a visual proof like photo, video. The area of the complaint is automatically detected, and the complaint information is sent over the internet to a central server. The complaints are then plotted on a map in the web interface. Camera can be used to take the snap of problematic zone as a visual proof. The system generate a form consisting of all data entered by user along with the location and visual proof and send that to the central server notifying the concerned authority. By earlier system the government officer get task from any area. But in proposed system now he can get complains from nearest area so it will feasible for government-officer and citizen too to solve problem as early as possible. To facilitate this complaining procedure, we are going to implement Distance Calculating Algorithm to calculate nearest area. This system increases speed and reduce memory consume by database using image comprehensive technique. To close complain we are going to post after and before photos.
