Abstract
The concept of system and methodology for river basin water resources programming under the condition of market oriented economy are illustrated. The basin system is regarded as the objective and the reasonable allocation of water resources is based on the recycling of water resources within the basin. The multi layer, multi objective and group decision making methods are applied. Besides, consideration must be given to both the possibility and demand of development during setting of the programming scheme.
