El desarrollo regional en el estado fronterizo de Sonora, México *

Abstract: This work analyzes the spatial inequalities in the regional socioeconomic development of Sonora. In order to do so, a statistical model is designed and it resorts to the technique of the factorial analysis of main components which allows to estimate a Municipal Socioeconomic Development Index (IDSEM) for year 2000, which makes evident the geographic concentration of the regional development in Sonora. An econometric model was specified as well, that allowed to identify the factors that prevent or stimulate the socioeconomic development of the population in the municipalities of the State.

Abstract: En el presente trabajo se analiza el mercado laboral en Sonora y los demas estados de la frontera norte de Mexico, a partir de la evolucion de la industria maquiladora y su relacion con el empleo y los salarios regionales. Para una economia de bienes comercializables y no comercializables, que utiliza un modelo en el que el comercio internacional influye sobre el empleo y los salarios de la region, y con base en una estimacion con datos de panel, se estudia el efecto de la demanda del empleo y los salarios provenientes de la demanda de exportaciones de bienes manufacturados sobre el sector no maquilador, de 1997 a 2004, con enfasis en la etapa de cierre de empresas maquiladoras en 2001 y 2003. Los resultados sugieren que, para este periodo en particular, el empleo en los sectores distintos a la maquila determina el equilibrio en el mercado de trabajo, y que los salarios de las maquiladoras son influidos por el equilibrio en la oferta y demanda de dichos sectores

Abstract: In a period of consolidation of the economic and commercial opening of the Mexican economy, initiated in the mid-eighties, this work empirically analyzes the conglomeration of local-municipal development in Tamaulipas, a “successful” state in this process. It attempts to answer the following questions: Is there a pattern of spatial concentration of development at the intermunicipal level? Does the distribution of development show a spatially significant conglomeration? Has it been modified in the period analyzed? The evidence suggests that a regime of winning and losing municipalities has been configured that seems to move from a north-south to a center-periphery pattern.

Abstract: Resumen. Este trabajo pretende identificar la existencia de convergencia, tanto absoluta como condicional, para los municipios que conforman el estado de Sonora. Tomando como base el ejercicio metodologico de Mankiw, Romer y Weill (1992) que consideran primero el modelo de Solow (1956) y luego le hacen una ampliacion incluyendo el capital humano, se encontro evidencia de que no hay una tendencia a que los municipios pobres crezcan mas rapido que los municipios ricos, lo que significa que no hay un proceso de convergencia –ni absoluta ni condicional– en los municipios de Sonora, independientemente del estrato de desarrollo en el que estos se encuentren clasificados: municipios con desarrollo alto, medio o bajo. Abstract: The objective of this study is to investigate the influence of economic growth on employment generation during the first decade of the XXI century in the State of Sonora and its regions. To do this, first the regional employment-elasticity coefficient is estimated and then, with an econometric model, the factors behind job creation in the regions and the state are identified. The Coast Region (0.421) had, at the end of the decade, the highest employment-elasticity coefficient –even greater than the State (0.362)– followed by the Border Region (0.304) and the Sierra Region (0.072). The Coast Region showed wide prominence in the share of investment, value added and employment, although employment-elasticity coefficients were low for all three regions and the State.

Abstract: The paper undertakes a detailed examination of growth-pole strategies, an emphasis in regional economic planning during the 1960s which never lived up to its early promise. The initial concern is with the origins of the strategy, particularly the manner in which the work of Perroux (on dominance and economic space) became modified to form a normative concept in regional economic planning. Consideration is given to the various regional-problem settings in which the growth-pole strategy has been advocated. These settings reflected such policy concerns as depressed-area revival, the encouragement of regional deconcentration, the modification of a national urban system, the pursuit of interregional balance, etc. Attention then turns to the fundamental nature and underlying rationale of the strategy. The paper is continued in Part 2 which appears in the next issue of the journal.

Abstract: This paper analyses the concepts of 'growth pole' and 'growth center'. Immense confusion surrounds these notions at present and they are used in many different ways in the literature. The present aim is to unravel some of the confusion, and to evaluate the usefulness of the concepts both in explanatory and narrative contexts. The role of the concepts is reviewed in relation to both geographic and economic space, and to such notions as polarization, and linkage effects.
