Exploring the Impact of Mobile Technology Adoption on Financial Sustainability of Telecentres: The case of India

Abstract: Developing countries, with limited ICT resources available, are heavily dependent upon Telecentres for delivery of e-Government services to citizens, especially in rural areas. As a result, success of e-Governance initiatives in these countries is largely dependent on the financial sustainability of the Telecentres. Technology for delivery of e-Government services is gradually shifting from PC-based model to the mobile-based model. Using exploratory research methodology in context of Common Service Centers in India, this paper examines the impact of this technology shift and aims to understand the issues pertaining to financial sustainability of Telecentres as mobile adoption increases. Our research suggest that it will be difficult for the CSCs to be sustainable in the future and we recommend that government should take steps towards helping the key Telecentres stakeholders develop new capabilities and skills for a new role in the changing environment to retain their relevance and sustainability in the future.

Abstract: The objective of this paper is to study the trends in the research papers in last 2 decades in the area of e-governance and ICT. The present study is aimed to find the existing literature in the domain of e-governance and ICT by undertaking a bibliometric review. This work examines the research papers which were extracted from Scopus database. Scopus is one of the largest databases and it is much user friendly in terms of extracting the existing studies undertaken by other researchers. The papers extracted from Scopus were from year 2001 to 2022 and authors have used only one filter in addition to year, i.e. language as English. The authors have used VOSviewer software to generate network diagrams. The results show that there has been a significant increase in the number of research studies since 2005 onwards. Around 47.3% of research studies are published in the conference proceedings and there are around 28.5% as journal articles. Another important finding was that India was at the top of the list in terms of number of article by a country where India has 229 research papers in the area of e-governance and ICT. The study also gives an insight into the co-authorship and keyword analysis. The study is very important from the perspective that it gives a direction to the future researchers by apprising the existing studies in the area of e-governance and ICT. The study is unique in a way that it gives co-authorship and keyword analysis using VOSviewer.

Abstract: Sluggish adoption of emerging electronic government (eGov) applications continues to be a problem across developed and developing countries. This research tested the nine alternative theoretical models of technology adoption in the context of an eGov system using data collected from citizens of four selected districts in the state of Bihar in India. Analysis of the models indicates that their performance is not up to the expected level in terms of path coefficients, variance in behavioural intention, or the fit indices of the models. In response to the underperformance of the alternative theoretical models to explain the adoption of an eGov system, this research develops a unified model of electronic government adoption and tests it using the same data. The results indicate that the proposed research model outperforms all alternative models of technology adoption by explaining 77 % of variance in behavioural intention, with acceptable values of fit indices and significant relationships between each pair of hypothesised factors.

Abstract: Involving stakeholders is often seen as a means to more successful information and communication technologies for development (ICT4D) projects. Hence, it can be appropriate to research ICT4D projects by taking both the perspective of stakeholder theory and using the tools of stakeholder analysis. This paper uses the example of telecenter projects to illustrate the application of a stake- holder perspective, selecting the specific case of the Gyandoot telecenters in Madhya Pradesh, India. It finds stakeholder analysis can be used both as a best practice template to assess what has been done with stakeholders on an ICT4D project and as an analytical tool to understand who stakeholders are, their behaviors, and the ways in which they are managed. However, it also finds there are problems with applying a stakeholder perspective that must be understood including lack of openness among stakeholders, the problems of identifying who stakeholders are, and the subjectivity of stakeholder classification.
