Formação de professores no Brasil: características e problemas

Abstract: Este artigo aborda a formacao de professores no Brasil, considerando quatro aspectos: o da legislacao relativa a essa formacao; as caracteristicas socio-educacionais dos licenciandos; as caracteristicas dos cursos formadores de professores; os curriculos e ementas de licenciaturas em Pedagogia, Lingua Portuguesa, Matematica e Ciencias Biologicas. Os tres ultimos aspectos sao tratados a partir de pesquisas publicadas nos anos de 2008 e 2009. A interacao dos diferentes fatores abordados sinaliza um cenario preocupante sobre a resultante dessa formacao. Mereceriam maior atencao as ambiguidades das normatizacoes vigentes, a fragmentacao da formacao entre e intracurso, a parte curricular dedicada a formacao especifica para o trabalho docente, aqui incluidos os estagios na forma como hoje se apresentam na maioria das instituicoes.

Abstract: The article presents the new national curriculum guidelines for initial and continuing training for teaching professionals in Basic Education, based on the National Council for Education (CNE) decision (CNE/CP 02/2015), as approved by the Plenary Board of the National Education Council, on June 9th, 2015, and approved by MEC (Ministry of Education) on June 24th, 2015. It considers the process of building these new National Curriculum Guidelines - objects of discussion and debate for more than a decade in the National Education Council. This was carried out by a Bicameral Commission which considered the different conceptions and disputes in the field, studies and research on the subject, the legal frameworks highlighting the CF 1988, the LDB and the National Education Plan (2014/214) as well as the resolutions of the National Conference on Education (Conae, 2010 and 2014) - aiming to ensure greater organic structure to the initial and continuing education of basic education teaching professionals.

Abstract: The objective of this study was to investigate how gender and sexual diversity prejudice (GenSex) expresses itself in a university, how prejudice varies in relation to socio-demographic characteristics, the effects of religious status, and how exposure to GenSex education affects levels of prejudice. Eight thousand one hundred eighty-four undergraduate students from Universidade Federal do Rio Grande do Sul (UFRGS), in southern Brazil, completed the revised version of the Prejudice Against Sexual and Gender Diversity scale. Data reflect a concentration of ‘extreme’ and ‘high’ prejudice in students enrolled in Engineering, Agricultural Sciences, and the Exact and Geological Sciences. ‘Moderate’ and ‘low’ prejudice was over-represented in these disciplines as well as in Health, Applied Social Science, and Biological Sciences student samples. Conversely, those who have ‘very low’ or ‘minimal’ prejudice tended to cluster in Humanities and Linguistics and Arts. Most students were unaware of ongoing discrimination, reporting to have neither seen nor heard of discrimination towards LGBT students at the university. Time spent at the university had a negligible effect in prejudice mean reduction. Although a large effect was found for previous GenSex training, overall there was substantial variation across disciplines. We recommend raising student awareness of prejudice on campus, in addition to better GenSex education policy for all students, regardless of discipline.

Abstract: The ongoing transformation of humanity in search of better quality of life caused over the years, several scientific studies. The advances of modern science, especially related to the human body were becoming reality, and for this reason, there was growing concern in the band of fundamental rights. The transplantation of organs, is a fruit of the development of modern science, whose task involves a dichotomy between individual and collective interests, requiring therefore the involvement of the state. The moment of death is subject guarded in law, which is controversial and complex and in need of legal determinants. The theme of this study focuses on the understanding of these aspects in the law of organ transplantation. It was analyzed for both the law itself, the basic concept of transplantation and its historical development and legislation. The principle of human dignity, how to format the new concept of citizenship as well as other fundamental rights guaranteed by the Constitution, were also analyzed. Focusing on the issue of consent, the initial choice of the legislature called by the model of consent "assumed", the amendment introduced by MP No 1718/98, later pacified by Law 10211/01, and the legal, requirements for validity of consent, its free and revocability. Finally, the study concludes with a description of the existing articles of Law No. 9. 434/97 and the amendments of the Law 10211/01, emphasizing the criminal aspects, and the legislature's purpose in punishing criminal conduct planned there. It is concluded that this law needs to change, with the exception of open type, suggesting that types are anticipating the outcome of death for fraud, the creation of intermediate types, and application of extrapenais purposes of sentencing.

Abstract: The paper discusses the problem of decoupling and parallelism between two types of knowledge in the teacher education, the disciplinary knowledge and the pedagogical knowledge. Theoretical positions on this issue are presented, and next Davydov's teaching theory to human development is emphasized as an alternative to face the problem. Finally, it argues for its potential to understand the necessary link between didactics, specific didactics, and teaching methodologies to assure, in the curriculum, the interweaving of disciplinary knowledge and pedagogical knowledge.

Abstract: The current study has as general objective the analyzing of the thinking of pre-school teachers about compliance to the National Curriculum Guidelines for Early Childhood Education (DCNEI Diretrizes Curriculares Nacionais para a Educação Infantil) in their educational practice, in the context of using a Private Educational System (SPE – Sistema Privado de Ensino). Its specific objectives are (1) to analyze the adapted SPE in dealing with the DCNEI; (2) to analyze the teachers' understanding of the DCNEI and the SPE, in terms of the educational practices carried out in the institutions. For the field study, questionnaires were filled-out by 53 teachers who work in pre-schools in a municipality in the interior of São Paulo. The result of the SPE analysis showed that it is in disagreement with the DCNEI, as well as with the theoretical assumptions and research in the area, such as: (a) removing the autonomy of teachers and the school to create the curriculum, based on the reality as experienced by the school and the children; (b) the proposed activities have no connection to the child's reality, they don’t consider the knowledge they already have obtained, nor the different levels of development, besides not working with the children's different languages, as established by the DCNEI. There is a conspicuous presence of a curriculum similar to that of primary school, focusing on the activities of writing, identifying letters and numbers, and motor skills exercises. Regarding the answering of the questionnaires, the results indicate that 18 of the professionals do not know the DCNEI, and 37 said that they did not know the Pedagogical Project -PP, 44 state not to have participated in the construction of the institutional PP and 34 that they did not know who were responsible for the its construction. Regarding the use of SPE, 39 said that the authors don’t have any insight about the differences in the realities in which children from different socioeconomic contexts live, because some of the proposed activities are decontextualized, and more than half of participants said they need to be completed. Being asked about the possibility of removing the SPE 28 said they prefer that it stays in place, and in case of absence of the SPE 46 stated that they would produce materials, predominantly academic activities, on paper, focusing on literacy. This data suggest that, despite raising some objectives, much of the group seems to agree with the main fundamentals of the material: to teach literacy, to train the motor skills, to teach reading and counting. There were no complaints about the fragmentation of activities and a few mentioned working with expressive languages. It is concluded that the participants see the curriculum for the early childhood as already overruled by legislation and by accumulated knowledge in the area, which suggests that neither the course in Pedagogy nor the continued education were capable of updating the professional knowledge. This characteristic of the professional education presented by the group doesn’t allow them to questions the material in a profound manner, nor does it point out its weaknesses when confronted with legislation and research in the area. The SPE analyzed implies a high investment of public resources that does not translate into better quality education, while it reinforces outdated educational practices and does not improve the overall development of children.
