Impact of Community Policing in Nagpur - An Empirical Study

TL;DR: In this paper, an evaluation of community policing in Nagpur has been conducted to understand the feasibility of this innovative method in democratically diverse nation such as ours, and the major findings pointed towards lack of training given to public on community policing, poor level of awareness and all this shows weak implementation phase which is further aggravated by neglect on police part of monitoring role of public representatives who later caused numerous complaints about abuse of power.
Abstract: Community policing is underestimated and neglected strategy in India, despite its strong theoretical foundations professing coordination and unified proactive approach. This study is an evaluation of community policing in Nagpur which is an endeavor to understand the feasibility of this innovative method in democratically diverse nation such as ours. The objective of this paper is to fill the gap in the literature through evaluation which will create data source and henceforth gives opportunities to locate drawbacks and improvise the practicing of community policing with each annual cycle of evaluation. The data is collected randomly from citizens residing in areas which saw community policing as crime governance strategy and the data is analyzed to find impact of community policing on partnership between police and public, fear of crime and police image. SPSS is administered to evaluate the data as per hypothesis projected to reach set objectives of the study. The major findings points towards lack of training given to public on community policing, poor level of awareness and all this shows weak implementation phase which is further aggravated by neglect on police part of monitoring role of public representatives who later caused numerous complaints about abuse of power. Despite healthy third party associations and adequate resources the public perception of community cohesion, police image and cooperation is rated below par. Fear of crime was also perceived by people to be on higher side. This study revealed shortcomings in the manner in which the strategy of community policing was implemented and also persistent callousness of police stance kept the uncomfortable gap between police and public. Police need to work on bringing community policing from the core of department with more public friendly approach that renders better flow of information.

Abstract: Many criminologists doubt that the dosage of uniformed police patrol causes any measurable difference in crime. This article reports a one-year randomized trial in Minneapolis of increases in patrol dosage at 55 of 110 crime “hot spots,” monitored by 7,542 hours of systematic observations. The experimental group received, on average, twice as much observed patrol presence, although the ratio displayed wide seasonal fluctuation. Reductions in total crime calls ranged from 6 percent to 13 percent. Observed disorder was only half as prevalent in experimental as in control hot spots. We conclude that substantial increases in police patrol presence can indeed cause modest reductions in crime and more impressive reductions in disorder within high crime locations.

Abstract: Police do not and cannot prevent crime. Abstract: This paper considers David Bayley and Clifford Shearing's (1996) argument that policing systems in developed economies are currently undergoing radical change. It is clear that a number of significant shifts have occurred including major reforms in public policing, and a substantial expansion of the private security industry. However, we question the degree to which current developments in policing should be interpreted as a sharp qualitative break with the past. By focusing primarily upon change the risk is that we overlook the significant consistencies and continuities that are equally important in understanding historical trends. We also question the extent to which the developments highlighted within this transformation thesis can be seen as global. We argue that the transformation thesis fails to take sufficient account of important differences between the nature and form of policing in North America, and of that in other countries such as Britain. We conclude by arguing that it is helpful to locate the set of changes within the framework of policing in a wider context. Thus, rather than view current developments as a fragmentation of policing, we see them as part of a long-term process of formalizaton of social control. The key development that appears to have taken place concerns shifts between what we term primary and secondary social control activities.
