Interstate multivalley multireservoir simulation: A case study

Abstract: Most of the water resources systems in India are operated with conventional approaches formulated several decades ago without much knowledge about the system behaviour. In the present study, the HEC‐3 simulation model has been used to derive the operating policies for an interstate, multivalley‐multireservoir system in India, to achieve optimal operational policies. Four different HEC‐3 policies were analysed together with the standard operating policy. The results of the simulation runs were analysed and a suitable optimal operating policy for a multivalley‐multireservoir system operation has been evolved. Trade‐off analysis between the conflicting objectives of irrigation releases and hydropower production and the probability distribution for the annual average hydropower production were also arrived at to estimate the reliability of the system.

Abstract: In a multi-reservoir system, operation of one reservoir affects the other reservoir in the system. Integrated operation of all the reservoirs in a multi-reservoir system is essential for sustainable water management. However, low water availability in a basin because of less rainfall makes the integrated operation of a multi-reservoir system complex. Therefore, assessing the existing operational policies of a multi-reservoir system is vital for sustainable integrated operation. In the present study, a comprehensive simulation model has been developed to evaluate the existing operational policies of a multi-reservoir system, namely Kukadi Irrigation Project (KIP) in India for its irrigation and intra basin water transfer using the statistical performance indices, such as reliability, resilience and vulnerability. It is found that among five reservoirs of the KIP system, two reservoirs often failed to meet the irrigation demands indicating that the intra basin water transfer releases are not optimal and also not at appropriate time. This study also shows the need for an optimal cropping pattern for sustainable operation of KIP system in an integrated manner. The sustainability in meeting the irrigation demands can be achieved through optimal intra basin water transfer policies.

Algorithms and methods surveyed include linear programming (LP), dynamic programming (DP), nonliner programming (NLP), and simulation. A general overview is first presented. The historical development of each key model is critically reviewed. Conclusions and recommendations for future research are presented.

Abstract: Over the past 30 years systems analysis applied to the planning and operation of water resource systems has grown from a mathematical curiosity to a major specialty. We define systems analysis as that set of mathematical planning and design techniques which includes at least some formal optimization procedure. Based on the increasingly large number of systems-oriented papers which appear in the civil engineering literature, it is not unreasonable to expect that the use of one or another optimization technique would have been undertaken in a significant number of completed projects and described in the literature; this turns out not to be the case. Moreover, U.S. federal agencies and major consultants do not appear to use these techniques in any but a handful of projects. We offer several explanations for this, including institutional resistance to use of the techniques, deficiencies in data bases, inadequacies in modeling, and the fundamental insensitivity of many systems (not merely the models thereof) to wide variations in design choices. We explore the differences between application in developed and developing countries.
