Abstract: Asheim B. T., Lawton Smith H. and Oughton C. Regional innovation systems: theory, empirics and policy, Regional Studies. Interest in regional innovation systems has grown significantly over the past three decades driven partly by advances in theoretical analysis, partly by the growing interest in innovation as a source of competitive advantage, and partly by the need for new policies to address regional inequalities and divergence. This article explores the elements and characteristics that exemplify the regional innovation systems approach. It provides an appraisal and synthesis of the regional innovation systems paradigm and aims to shed light on a number of areas where theoretical, empirical and policy-based questions remain unanswered. It outlines and assesses the major strands in recent theoretical and empirical debates and discusses how they might be developed to contribute to the further advancement of the regional innovation systems literature. Abstract: Purpose – The research aims at providing a comprehensive assessment of the cigarette black market in Germany and the UK within the framework of the study of organized crime.Design/methodology/approach – The particular approach upon which this paper is based is a systematic, cross‐national review of open sources, including media reports and government documents. The information gleaned from these sources is transferred into a classificatory scheme derived from the analysis of organized crime.Findings – While similarities exist regarding the inner workings of the cigarette black market, interesting variations between the two countries emerge, including an asynchronicity of the developmental process and differences in modus operandi. In addition to cross‐national differences, striking regional variations in the prevalence and character of black market activity exist within each country. Abstract: Despite the fact that cigarette smuggling has a long history in specific contexts, it has only relatively recently received some media attention in Greece. It is now suggested that contraband cigarettes represent 8 percent of total cigarette consumption in the country and that the cigarette-smuggling business deprives the Greek state of millions in taxes. The purpose of this article, which draws on a variety of data sources and builds on a previous study of a cigarette-smuggling network in Greece, is to provide an account of the social organization of the cigarette black market in Greece.
