Les stratégies de financement de la maintenance et du renouvellement des équipements gérés par des associations syndicales autorisées : une gestion optimale non durable

Abstract: Face a la prevision de la demande alimentaire mondiale et alors que les Etats souhaitent partiellement se desengager du secteur de l'hydraulique agricole, la durabilite economique des reseaux d'irrigation risque de ne pas etre assuree. L'analyse des modes de gestion des Asa, permet de mettre en evidence certaines limites des vastes programmes engages a travers le monde visant a retroceder la gestion des equipements aux associations d'usagers. Cet article montre pourquoi le choix de politiques de financement de la maintenance et du renouvellement des equipements des Asa, tout en etant optimal, n'est pas pour autant durable. Apres avoir presente quelques facteurs explicatifs du choix de politiques de gestion de court terme, nous presentons un modele inter temporel d'arbitrage entre emprunt et autofinancement. Ce modele repose sur des caracteristiques macroeconomiques (taux d'inflation, taux d'actualisation et taux d'interet des emprunts et de l'epargne) et permet de montrer que les choix de politiques de gestion de court terme sont parfaitement rationnels et optimaux du point de vue des gestionnaires. Abstract: This report presents water pricing experiences across 22 countries in various sectors and over time. Country case studies provide a perspective of recent and future water pricing and water management issues. These studies show that countries have different reasons for charging for water, including cost recovery, redistribution of income, improvement of water allocation, and water conservation. Most countries are now gradually turning over management responsibilities of water supplies to private enterprises and nongovernmental organizations. Some countries are developing legal frameworks to decentralize water management, and encouraging the private sector to become involved through incentives. Still their water supply authorities have the power to set and adjust water rates. A large majority are implementing price schemes to recover operation and maintenance costs from users, and some are also recovering at least a portion of capital costs. Almost all country reports discuss the need for volumetric pricing, metering, moving away from uniform tariffs, and abolishing minimum prices. Many specify the need to significantly increase water charges to all users. The report identifies the development of formal transferable water rights and water markets as crucial issues to consider for managing water resources in the future. The report also recognizes the need to provide incentives to water suppliers and consumers, and the use of measures to protect the environment, such as pollution taxes. Other price-related issues are mentioned such as pricing for irrigation water of different quality, adjusting charges to reflect regional differences in water supply costs, and charging the end-user for safer drinking water by including treatment costs in the water tariff.

Abstract: A case study from Maharashtra comparing maintenance performance between two transferred minor canals on the one hand and two non-transferred minor canals on the other is presented. It is shown that the clear differences in maintenance performance are due not to differences in resources expended, but to differences in maintenance management processes. This study demonstrates that small differences in management process can lead to major differences in maintenance performance under severe resource constraints.

Abstract: Everyone in France, whether user, manager, or local authority, is aware of the common heritage of water, which implies management of the assets in the general interest. This management engages the responsibilities of all the participants, and relies on the golden rules of public service – continuity, equity, transparency – to guarantee the required level of service at the least cost. Because of its enduring importance, water use cannot be regulated only on the basis of short-term market forces.
