Abstract: Des le debut de 1998 l'Union europeenne devrait ouvrir les negociations d'adhesion avec six pays, et par la suite pourrait s'elargir jusqu'a vingt Etats supplementaires. Une telle evolution n'est pas sans consequence pour le Luxembourg. Un tel elargissement n'implique‐t‐il pas en effet forcement une dilution de l'influence du Luxembourg dans la Communaute? De plus, cette perspective de l'elargissement a mis en haut de l'agenda communautaire la question de la reforme des institutions, qui pourrait induire une remise en cause de la representation du Grand‐Duche dans les mecanismes decisionnels communautaires. Abstract: Re-Examining the Question of Legitimacy in the European Union and in a Member State: The Case of Greece The concept of legitimacy is one that has been much discussed and analysed in the various disciplines of social science and it remains a highly contentious issue. The difficulty is not merely one of conceptual definition. Problems of legitimacy have also changed in our present era as political institutions increasingly transcend the national boundaries which once defined the field of the concept's application. The present study proposes a way to re-examine the question of legitimacy. First, it offers a theoretical differentiation of the concept along five dimensions: those of civil society, democracy, the welfare state, the economic environment, and security and defence. Second, this theoretical argument is given practical substance in examination of the relation between institutions of the European Union and those of one of its mernber states, Greece. Although Greece is used as a testing ground for the framework, and inevitably will entail some features unique to it, it is argued that major aspects of the study are valid for other member states as well. Abstract: In den Verhandlungen uber die Vertrage von Maastricht (1990/91) und Amsterdam (1996/97) vertraten Deutschland und Grosbritannien hinsichtlich der Reform der ausenpolitischen Zusammenarbeit entgegengesetzte Positionen.1 Wahrend sich die Bundesrepublik fur einen qualitativen Sprung von der seit 1970 bestehenden, inter-gouvernementalen Europaischen Politischen Zusammenarbeit (EPZ) zu einer Gemeinsamen Ausen- und Sicherheitspolitik (GASP) einsetzte, lehnte Grosbritannien eine Starkung der ausenpolitischen Zusammenarbeit ab. Die Bundesrepublik setzte sich fur eine ‚Vergemeinschaftung’ der ausenpolitischen Zusammenarbeit, insbesondere fur die Einfuhrung bzw. Ausweitung von Abstimmungen mit qualifizierter Mehrheit ein, wahrend Grosbritannien an den Prinzipien von Einstimmigkeit und Zwischenstaatlichkeit festhielt. Aus einer rationalistischen Perspektive erscheint die Politik beider Staaten bzw. erscheinen die ihnen zugrunde liegenden Interessen ratselhaft. Aus dieser Perspektive benutzen Staaten internationale Institutionen wie die GASP als Instrumente zur besseren Durchsetzung ihrer Interessen. Der wichtigste Anreiz zur ausenpolitischen Kooperation wird darin gesehen, dass sich der Einfluss aller europaischen Mitgliedstaaten auf die internationale Politik erhoht (vgl. beispielsweise Gordon 1997: 80; Regelsberger et al. 1997: 4; Nuttall 2000: 2). Daruber hinaus eroffnet die Mitgliedschaft „besondere ‚Zugriffsmoglichkeiten’ auf das Verhalten der Partnerregierungen“ (Regelsberger 1993: 183; vgl. auch de la Serre 1989: 245).

Abstract: The relevance of the topic has been summed up by the migratory crisis, the emergence of recent conflicts and the occasional instability near the cordons of the EU, as a result, he is forced to strengthen supranational governance in various fields. One of such areas is foreign policy, which in the context of changing the nature of security interactions plays an important role in the process of European integration. The object of the study is the EU as an international actor in the process of its formation and development. The subject is the foreign policy dimension of the EU's functioning, its conceptual, institutional and instrumental aspects.The aim of the article was to consider a number of approaches with different emphases in the interpretation of the European Union's foreign policy, definitions of "sovereignty" and "supranationality", the difference between normative and implementing supranationalism, the historical attitude of member states to the full preservation or delegation of sovereignty. in the formation of EU policy, the creation of new authorities and positions in the process of EU formation in the context and the factors influencing member states on the formation of common EU policy and determine the attitude of member states to the supranational level of governance, advantages and disadvantages for them.Conclusions. Member states are ambivalent about deeper integration in foreign policy. On the one hand, foreign policy cooperation can serve as a tool that allows Member States to pursue their national interests more effectively. However, in the absence of leadership in the EU, the supranational level can become an instrument of regulatory justification for projecting the priorities of individual member states on other members of the union. At the same time, the possibilities of its use remain limited due to serious differences in the strategic culture of the EU member states.
