Nationalism in Japan’s contemporary foreign policy: a consideration of the cases of China, North Korea, and India

Abstract: Under the Koizumi and Abe administrations, the deterioration of the Japan-China relationship and growing tension between Japan and North Korea were often interpreted as being caused by the rise of nationalism. This thesis aims to explore this question by looking at Japan’s foreign policy in the region and uncovering how political actors manipulated the concept of nationalism in foreign policy discourse. The methodology employs discourse analysis on five case studies. It will be explored how the two administrations both used nationalism but in the pursuit of contrasting policies: an uncompromising stance to China and a conciliatory approach toward North Korea under the Koizumi administration, a hard-line attitude against North Korea and the rapprochement with China by Abe, accompanied by a friendship-policy toward India. These case studies show how the nationalism is used in the competition between political leaders by articulating national identity in foreign policy. Whereas this often appears as a kind of assertiveness from outside China, in the domestic context leaders use nationalism to reconstruct Japan’s identity as a ‘peaceful nation’ through foreign policy by highlighting differences from ‘other’s or by achieving historic reconciliation. Such identity constructions are used to legitimize policy choices that are in themselves used to marginalize other policy options and political actors. In this way, nationalism is utilized as a kind of political capital in a domestic power relationship, as can be seen by Abe’s use of foreign policy to set an agenda of ‘departure from the postwar regime’. In a similar way, Koizumi’s unyielding stance against China was used to calm discontents among right-wing traditionalists who were opposed to his reconciliatory approach to Pyongyang. On the other hand, Abe also utilized a hard-line policy to the DPRK to offset his rapprochement with China whilst he sought to prevent the improved relationship from becoming a source of political capital for his rivals. The major insights of this thesis is thus to explain how Japan’s foreign policy is shaped by the attempts of its political leaders to manipulate nationalism so as articulating particular forms of national identity that enable them to achieve legitimacy for their policy agendas, boost domestic credentials and marginalize their political rivals.

Abstract: In this paper, we examine some of the ways in which Koizumi Junichiro took advantage of changes in television news to win the 2001 Liberal Democratic Party (LDP) presidential election and become prime minister of Japan. Koizumi adopted a strategy of political populism to increase his exposure in the media and develop a public reputation. Changes in the LDP selection procedure, in combination with long-term social and economic change and political reform, meant that the media mattered more to his campaign than had previously been the case. We use data from the Japan Election Study II (JES II) to show that the effects of Koizumi' media-driven popularity and style of politics reversed the LDP' electoral fortunes in the Upper House Election in 2001.

Abstract: The study of Japanese bureaucracy presents a distinct class of concerns. The substance of bureaucratic informality and discretion is anything but administrative and is quite far removed, even by most practical standards, from the Weberian ideal of neutral competence, and the processes of informality and discretion are a good deal more than flexible practices that complement and flesh out formal rules and procedures. They are organizational strategies crucial to the functions and performance of bureaucracy and government in Japan. These informalities are powerful enough to bound the scope and content of political leadership by determining what gets into the Diet, how issues look once they get there, and how they are dealt with. They can also provide ministries with the means to accomplish through discretion what they cannot attain through normal parliamentary processes. This can allow ministries to resurrect legislative failures as administrative successes, and can consign parliamentary authority to the role of validating ministerial actions already taken. An important case in this regard involves the Ministry of Construction and its creation of Japan Teleway.1

Abstract: This book offers an empirical and theoretical study of the Koizumi administration, covering such issues as the characteristics of its political style, its domestic and foreign policies, and its larger historical significance. The key questions that guide its approach are: what enabled Koizumi to exercise unusually strong leadership, and what structural transformations of Japanese politics did he achieve? Uchiyama looks at policy-making processes, newly created institutional arenas such as the Council on Economic and Fiscal Policy, Koizumi’s populist strategy, foreign policy, and neo-liberal convictions to assess the historical significance of his administration and seek out the basis for its wide public support. Finally, the book undertakes a normative evaluation of the merits and demerits of the Koizumi administration’s political style, and compares it with the Abe and Fukuda administrations that came after. This book will be of interest to scholars and students with an interest in comparative politics, administrative reform, and contemporary Japan.
