Abstract: RESUMO Neste trabalho, investiga-se a atuacao do Instituto Ayrton Senna (IAS) nas redes municipais e estadual do estado do Rio Grande do Sul (RS). A pesquisa subsidiou-se no vies da sociologia critica, especificamente da metodologia de etnografia de rede, de Stephen Ball, a fim de analisar o contexto de influencia, envolvendo as politicas educacionais por meio do uso de novas fontes de dados virtuais. Situam-se as parcerias publico-privadas (PPP) como novos mecanismos de privatizacao, no contexto da globalizacao, das redefinicoes do Estado e dos movimentos de Nova Gestao Publica (NGP) e governanca. A pesquisa sobre o IAS revelou sua forte atuacao e rede de influencia politica com programas de alfabetizacao e gestao da educacao, e desdobramentos importantes nas concepcoes e praticas educacionais.

Abstract: The purpose of this report is to investigate the pr ocess of fiscal adjustment of the Brazilian states in the last ten years. There is wide consens u that the critical variables of the increasing sustentability of fiscal equilibrium at the state level are Law no 9.496/97 that linked the state debt renegotiation to the impleme ntation of a deep fiscal adjustment program and the mandatory fiscal conditions imposed by Fiscal Responsibility Law. The report shows that the pattern of fiscal adjustment in most of Brazilian states was marked by a strong increase of the tax receipts. In fact, the policies put in place by the state authorities did not focus on the level and composition of publi c expenditure. As a result, despite the merits of the primary surplus obtained by most of B razilian states, we observe that they were achieved by a poor fiscal adjustment pattern s ince the surpluses were essentially due to an increased tax burden .

Abstract: This article discusses and analyzes the current strategies to institutionalize the management logic in public management through public-private partnerships. We start from the reconfigurations of the capitalist State and the multiple determinations of this process for the relationship between the public and the private in education, especially from the determinations of the State System Reform in the 1990s. In this sense, the particularities of State Reform in Brazil will be addressed, as well as the interrelationships of Third Sector mechanisms within public institutions through public-private partnerships. The bibliographic and documentary analysis allowed for the identification that the typical managerial principles of the business world have entered social policies, among them those of education.

Abstract: O artigo tem o propósito de discutir de que forma as mídias sociais produzem a relação entre a educação pública gaúcha e as parcerias com o setor privado, bem como rastrear quais são os impactos dessa relação para a área da Educação. Os materiais examinados consistem em reportagens de jornais publicadas entre os anos de 2019 e 2020. As bases teóricas advêm de autores como Dardot e Laval (2016), Masschelein e Simons (2017) e Ball (2014). A análise mostrou que os textos mencionam uma crise financeira no solo gaúcho, evidenciando a necessidade das parcerias do setor público com o privado. Além disso, apontou para um modelo empresarial assumido como guia de ação do Governo do Estado, colaborando com a expansão da lógica mercadológica. Outra reverberação foi o uso recorrente dos contratos jurídicos na esfera educacional. A investigação conclui que a iniciativa privada precisa do Estado para expandir seus negócios, garantindo sua lucratividade mediante a exploração da esfera pública.

Abstract: This paper discusses the contributions of the 'policy cycle approach' to analyze educational policies. Formulated by Stephen Ball and Richard Bowe, such approach has been applied in different contexts as a theoretical and analytical framework to examine educational policies. This paper presents the main ideas of this approach, the debate surrounding it, and its contribution to the analysis of educational policies. Based on the five contexts of the policy cycle, namely: influence, text production, practice, outcomes and the political strategy; this paper also presents a set of questions to the trajectory analysis of educational policies or programs. It argues that this approach is a useful analytical framework that allows a critical and contextualized analysis of programs and educational policies from their formulation to their implementation in the context of practice as well as the policy effects.

Abstract: Este trabalho examina e relacao entre globalizacao e educacao. Para o fazer, contrasta duas abordagens dessa relacao, uma designada "Cultura Educacional Mundial Comum" que foi desenvolvida ao longo de varios anos pelo professor John Meyer e seus colegas da Universidade de Stanford (California), outra referida como "Agenda Globalmente Estruturada para a Educacao" que e desenvolvida pelo autor deste trabalho. Enquanto a primeira conota uma sociedade, ou politica, internacional constituida por Estados-nacao individuais autonomos, a segunda implica especialmente forcas economicas operando supra e transnacionalmente para romper, ou ultrapassar, as fronteiras nacionais, ao mesmo tempo que reconstroem as relacoes entre as nacoes. Defende-se que as duas abordagens diferem consideravelmente em cada uma das dimensoes-chave da relacao entre globalizacao e educacao. Assim, diferem tambem na adequacao das explicacoes que propiciam para o fenomeno da globalizacao.

Abstract: The strong influence exerted by the World Bank (BIRD) on the Brazilian macroeconomic politics extends over various sectors, among them the education. In view of the marked ascendancy of this institution in Brazil, this paper aims at analyzing the proposals characterized by such input to the education sector. Initially, the general features of the educational reform defended by BIRD are presented, and in a second part of the paper the convergence between BIRD's proposals and the education project implemented in this country by Fernando Henrique Cardoso's government are pointed out. In the mapping out of this project the references adopted are the government proposal of 1994, information collected from the Ministry of Education website, as well as statements and articles by the Education Minister Paulo Renato de Souza. The third part of this paper refers to the Basic Education Evaluation System (Saeb), and to the education strategies presented by the Minister of Education in view of the results of the tests applied in 1999. The paper concludes that the Brazilian education project cannot be analyzed just from the quantitative data presented by the government since, seen by themselves, such data are not sufficient to analyze the effects of the expansion of the education system. Such expansion must be analyzed considering the changes in its effects in different contexts. With the expansion of the education system what is seen is not the elimination of exclusion, but the creation of new hierarchy mechanisms and new forms of exclusion scattered along the process of schooling and social life.

Abstract: Em The State and education policy (1989) argumentava que (1) os sistemas de educacao e as politicas educacionais, enquanto partes do Estado, eram moldados pela sua contribuicao a solucao de tres condicoes de existencia "centrais" do capitalismo (o apoio infraestrutural ao processo de acumulacao, a construcao da ordem social e a legitimacao do sistema) e (2) as "solucoes" para esses problemas tendiam a ser mutuamente contraditorias, sendo essas contradicoes os principais motivadores das politicas de educacao. Desde entao, as formas desses problemas centrais e do "estado" tem mudado fundamentalmente em razao da "constitucionalizacao do neoliberal", da fusao da regulacao e da emancipacao, da mudanca de governo para governanca e da reconstrucao e recontextualizacao do "nacional". Isto exige que repensemos os modos como a sociologia da educacao aborda conceitos como "nacional", "educacao" e "sistemas".
