PROBLEM TO BE SOLVED: To provide a device which efficiently forms the prime numbers to be utilized in a cipher system. SOLUTION: Prime number candidates indivisible by the respective prime numbers below the prescribed prime number are formed and whether the formed prime number candidates are the prime numbers or not is decided. Any of the prime number candidates PE', PE1', PE2' and PE+' is formed (S1) in accordance with any of equations (A) to (D) and the formed prime number candidate is subjected to prime number decision by a probabilistic prime number decision method or deterministic prime number decision method (S3).read more
