Quality attributes of public transport that attract car users : A research review

Abstract: In recent years there has been increasing interest in transport and sustainability studies. However, there has been no formal definition on the concept of sustainable transport. In this paper, we attempt to formalise the concept in a framework of dynamic welfare analysis. Using a control-theoretic model, we characterise a sustainable transport as the development of the transport sector that can support a maximum sustainable social welfare measured by an augmented net national product with environmental values taken into account. Abstract: This paper provides a detailed examination of a quality of service indicator utilised by the Scottish Government to assess the opinions of passengers towards bus transport. The quality of service indicator takes the form of an 11 item opinion scale which covers an array of service aspects. Factor analysis is employed to identify latent constructs which are present within this scale. Three latent constructs associated with attitudes towards perceived quality of bus service are identified, covering convenience, cabin environment and ease of use issues. These latent constructs are further explored through an appreciation of how attitudes towards perceived quality of bus service vary across socio-economic cohorts and the degree to which these attitudes can be of use in explaining variation in perceived satisfaction with the bus service. Results of the analysis suggest that attitudes regarding quality of bus service vary significantly across passenger groups, with females having a tendency to exhibit relatively negative opinions regarding the quality of the cabin environment with a similar finding observed in the case of passengers who are looking after the home and family. In addition, perceived convenience of the bus service appears to have a significant positive explanatory power over perceived satisfaction with the bus service, suggesting that improvements to service frequency, availability, reliability and stability will likely increase perceived satisfaction amongst existing passengers. At a more general level, this paper demonstrates the level of additional knowledge which can be attained through a more detailed analysis of existing transport policy data.

Abstract: The aim of this study was to investigate whether a temporary structural change would induce a lasting increase in drivers' public transport use. An experiment targeting 43 drivers was carried out, in which a one-month free bus ticket was given to 23 drivers in an experimental group but not to 20 drivers in a control group. Attitudes toward, habits of, and frequency of using automobile and bus were measured immediately before, immediately after, and one month after the one-month long intervention. The results showed that attitudes toward bus were more positive and that the frequency of bus use increased, whereas the habits of using automobile decreased from before the intervention, even one month after the intervention period. Furthermore, the increase in habitual bus use had the largest effect on the increase in the frequency of bus use. The results suggest that a temporary structural change, such as offering auto drivers a temporary free bus ticket, may be an important travel demand management tool for converting automotive travel demand to public-transport travel demand.
