PURPOSE:To enable shortening a start-up time of a reactor. CONSTITUTION:A start-up range neutron flux monitor 21 has reactor cycle computing means 8 and 9 which compute and output a reactor cycle. The reactor cycle computing means 8 and 9 have filters respectively. The time constant of the filter of the former is shorter than that of the latter. The reactor cycle outputted from the reactor cycle computing means 8 is used for determination of a scram. A reactor power control means 14 outputs a control rod withdrawal command, using the reactor cycle outputted from the reactor cycle computing means 9. Since a change in the reactor cycle at the time of withdrawal of a control rod can be reflected on an operation of the control rod in a short time, accordingly, an interval between operations for shutdown can be shortened and a startup time of a reactor can be shortened.read more
