TLDR
In this paper, the authors propose a second best redistribution scheme for a local public good subject to congestion, where the remedial policy consists of a kind of second best finance for that good.Abstract:

Decentralized income redistribution and immigration
TL;DR: In this paper, the welfare and other effects of immigration on a system of jurisdictions with a common labor market, mobile capital, and redistributive tax/transfer policies were analyzed, and it was shown that the welfare effect of immigration depends on whether immigrants are net fiscal contributors or burdens.

Immigration control and the welfare state
TL;DR: The authors examined a model of a rich country with a redistributive public sector and facing costly immigration control, and showed that, when illegal immigrants have access to the public sector, inequality in the rich country increases, redistributeive transfers decrease and then may increase, some immigration is permitted and foreign aid may be used to reduce the migration pressure.

Factor Mobility and Redistributive Policy: Local and International Perspectives
TL;DR: The literature of local public economics, club theory and fiscal federalism has been distinguished by its attention to the problems of fiscal policy in an open-economy setting as discussed by the authors, where the possibility of cross-border shopping, capital flows, and movements of workers and households across jurisdictional boundaries all affect the allocative and distributional effects of tax and expenditure policies.

Gains from international factor movements without lump-sum compensation: taxation by location versus nationality
TL;DR: In this paper, the feasibility of Pareto-type gains from international factor movements without lump-sum compensation was examined, and no incentive-compatible scheme based on location (versus nationality) is a feasible mechanism for ensuring that free factor mobility always raises every home national's welfare above the autarkic level.

Migration with local public goods and the gains from changing places

TL;DR: In this paper, a generalization allowing local public goods subject to congestion is presented, which allows constrained efficient and potentially Pareto improving population exchanges regulated only through appropriate residence charges, which can be regarded as Pigouvian congestion taxes.
