TL;DR: To some of the technicians of the Welfare State, Alvin Gouldner has applied the appellation "zoo keepers of deviance" as mentioned in this paper, which is less attractive than the role, but I am bound to admit that twenty years ago I and many of my generation might not have been greatly bothered by it, since we had been nurtured in a positivistic cocoon with the belief that applied social science held the key to a better world.
