Regional Development and EU Research Policy

Abstract: The globalisation of economic life has far-reaching implications for the position of regions in this new world order and hence for any regional development policy. Creating better competitive conditions in order to reduce regional disparities has become an essential element of the current regional development policy. Consequently, an innovation policy has become an essential and intricate part of a regional policy in a modern network society. A closer look at Europe reveals the striking differences in R&D investments among the European regions and cause policy-makers great concern, given the enabling role of R&D in creating innovations and sustaining competitiveness. In order to address this concern, the European Commission has made an attempt to bring two hitherto distinct EU policy areas – regional policy and research policy – together. This paper intends to outline these new ideas, position them from the perspective of modern growth theory and assess the implications for regions and policy-makers.

Abstract: The aim of this article is to assess the impact of obstacles to innovation on firms' propensity to innovate. We show that distinguishing between firms that do not innovate because they do not intend to and firms that try but fail or give up because of insurmountable obstacles is key for properly measuring the impact of the barriers to innovation. Estimating an innovation production function on appropriately defined subsamples allows obtaining consistent results, i.e. a significant and negative impact of the obstacles to innovation on firms' propensity to innovate. These results are robust to the definition of these subsamples, to the way "obstacles to innovation" are defined, as well as to the distinction between financial and nonfinancial obstacles.

Abstract: OBJETIVOS: Describir los subsistemas publicos de los Sistemas Nacionales de Investigacion en Salud (SNIS) en cinco paises de America Latina (Argentina, Bolivia, Chile, Paraguay y Uruguay), con enfasis en los tipos de arreglos institucionales que se observan en cada pais para promover, desarrollar y sostener sus SNIS, asi como en los mecanismos explicitos o implicitos de priorizacion de proyectos de investigacion en salud. METODOS: Se identifico a los organismos responsables de manejar los recursos publicos destinados a financiar proyectos de investigacion en salud en los cinco paises estudiados. Luego se analizaron los tipos de proyectos que fueron financiados -utilizando una matriz por area y objeto de estudio-, ciertas caracteristicas de los investigadores principales y los montos asignados entre 2002 y 2006. RESULTADOS: Solamente los paises con mayores recursos o con redes de investigadores mas desarrolladas poseen estructuras formales de asignacion de fondos, con convocatorias periodicas y reglas estables, y ninguno cuenta con mecanismos explicitos e integrales de priorizacion para la investigacion en salud. A su vez, las prioridades de investigacion en salud presentan diferencias importantes entre paises. En este sentido, es notorio que ciertos problemas, como "nutricion y medio ambiente" o "violencia y accidentes", reciban escasa atencion en la mayoria de los paises, al igual que varios temas de salud publica en algunos otros. Contrariamente, la investigacion referida a "ciencias basicas" absorbe hasta un tercio de los recursos totales para investigacion. CONCLUSIONES: Surgen numerosos interrogantes acerca de la capacidad de estos paises para adaptar y generar nuevos conocimientos, y de la casi inexistente investigacion sobre condicionantes sociales, economicos y culturales o sobre servicios y sistemas de salud, de alto impacto en grupos con acceso limitado al cuidado de la salud. Es necesario establecer explicitamente las prioridades en la agenda de investigacion en salud, en consenso con las partes interesadas, asi como incorporar mecanismos de monitoreo y seguimiento por temas y areas de estudio del financiamiento de la investigacion en este campo.(AU)

Abstract: Student mobility policies have become a high priority of the European Union since they are expected to result in private and social returns. However, at the same time these policies risk leading to unwanted geographical consequences, particularly brain drain from lagging to core regions, as formerly mobile students may not return on completion of their studies. Accordingly, this thesis focuses on both the private returns to student mobility and the determinants of return migration. It is important to note that, currently, the literature about the mobility of students is scarce and provides mixed evidence regarding both these issues. We contribute to the current academic debate in this field by doing a case study on the Master and Back programme, which was implemented since 2005 by the Italian lagging region of Sardinia. The programme is co-financed by the European Social Fund and consists of providing talented Sardinian students with generous scholarships to pursue Master's and Doctoral degrees in the world's best universities. Concerning the private returns to migration, we evaluate the impact of this scheme on the odds of employment and net monthly income of the recipients. Moreover, we assess whether the scheme has been able to improve their job matching. To perform this analysis we access unique administrative data on the recipients and a suitable control group, complemented by a purpose-designed web survey. In addition, we enquire into the determinants of return migration and the underlying decision-making process by using a mixed-methods approach, which is particularly well-suited for very complex phenomena like the one at hand.

Abstract: This work is based on the analysis of regional innovation policies and partnerships forinnovation in EU 2000-2006 Objective 1 regions. The focus on the wide concept ofinnovation at European level and the international competitive challenges are pushingEuropean regions to increase the effectiveness of local innovation policies, developingand strengthening their regional innovation systems in partnership with local actors. Theresearch has the main aim to evaluate the contribution of regional innovation policies toregional development, identify levers and obstacles, analyse the structures of RegionalInnovation Systems including processes of cooperation, assess the effectiveness ofregional policy mix and finally evaluate the effectiveness of regional partnerships.The methodology of the research is based on a multiple case-study approach and onmixed methods. Four case studies have been selected: Puglia, Sardegna, ComunidadValenciana and Region de Murcia. Overall, 104 semi-structured interviews have beencarried out in the four regions, with regional administrators, innovation agencymanagers, entrepreneurs, technology centres managers and academics (involved in spinoffsor managers of collaborative/industrial research projects). The field work activitieshave been focused on documentation review, unstructured interviews and datacollection. A database of policy interventions was created to analyse targets,beneficiaries and areas of intervention. An analysis of regional performance has beenconducted to examine the socio-economical structure and regional innovation indicators.The findings show common patterns and issues in policy implementation and dilemmasin strategic choices. All case studies featured wide and multi-purpose strategies aimed atthe quantitative growth of regional innovation systems and a higher degree of internalcollaborations through the support to intermediate bodies. Innovation systems are takingshape: regional administrations made a significant effort but struggled to overcomestructural limitations and external constraints affecting the innovation structure.

Abstract: O objetivo deste estudo e analisar o impacto da implementacao da primeira escola solar no Brasil, desenvolvida no âmbito do projeto Promocao da geracao renovavel de eletricidade na America do Sul (REGSA). Para alcancar este objetivo, a tecnica de pesquisa empregada envolveu entrevistas em profundidade com questionarios semiestruturados que foram aplicados em 8 pessoas as quais tiveram alguma relacao com o projeto, ou pertencem a comunidade local. Entre os entrevistados, estao membros do governo, da comunidade, membros do REGSA na Unisul e empresas locais. Teve especificamente como objetivo analisar o impacto alcancado em tres niveis: a) transferencia de tecnologia; b) desenvolvimento sustentavel; e c) participacao na tripla helice. Os resultados mostraram que em todas as tres esferas de analise, referentes aos objetivos especificos, o projeto REGSA teve um impacto positivo.
